The urgency of ensuring priority actions to address malnutrition among Filipinos,especially children

Aligned with this year’s Nutrition Month theme, “New normal na nutrisyon, sama-samang gawan ng solusyon,” which highlights the importance of active participation among key stakeholders from the government, private sectors, and communities to scale up nutrition interventions.

Manila, Philippines –  As the Philippines celebrates the 48th Nutrition Month, the Department of Health (DOH), National Nutrition Council (NNC), Embassy of the Republic of Korea in the Philippines through Korea International Cooperation Agency (KOICA), and UNICEF Philippines jointly reaffirm their staunch collaboration and steadfast commitment towards strengthened nutrition interventions in the new normal.

Aligned with this year’s Nutrition Month theme, “New normal na nutrisyon, sama-samang gawan ng solusyon,” which highlights the importance of active participation among key stakeholders from the government, private sectors, and communities to scale up nutrition interventions, the four agencies underscore the urgency of ensuring priority actions to address malnutrition among Filipinos, especially children.

The proportion of infants and young children receiving a diversified diet in the country has been decreasing, as shown in the series of National Nutrition Surveys since 2003, and this situation is feared to have worsened during the pandemic. Substandard diets have always been a major contributor to the triple burden of malnutrition.

“The Department calls for heightened interventions to improve the food system that will provide increased access to diverse foods that are safe and nutritious, and consequently improve the children’s nutritional status. Moreover, as part of the Department’s goal of providing an all-encompassing healthcare service, it is important that we address and resolve these challenges so that we make sure that all children are given the adequate and proper nutrition that they deserve,” said Dr. Maria Rosario Singh-Vergeire, DOH Officer-in-Charge.

According to the 2018 Expanded National Nutrition Survey (ENNS), 30.3 percent (about 3.9 million) of children under 5 years in the Philippines were stunted or too small for their age. There is also in increasing number of overweight and obese children at 10.4% and 11.6% respectively. Overweight and obesity are a public health concern as they have the potential to negate many of the health benefits that have contributed to increased life expectancy.

The NNC leads the charge to address malnutrition in the Philippines. With the Philippine Plan of Action for Nutrition (PPAN) for 2023-2028 currently under development, its strategies will continue to prioritize the first 1000 days of life (from conception up to two years of life) and the mobilization of local government units (LGUs). LGUs are expected to formulate three-year local nutrition action plans that are aligned with the strategies encroached within PPAN.

“When we improve nutrition, we also build people’s resilience against disease, stresses, and shocks. This year’s Nutrition Month emphasizes that all of us need to work together to have better nutrition in the new normal,” said Assistant Secretary Azucena M. Dayanghirang, NNC Executive Director.

The Korean Government, through KOICA, has been a supportive donor and partner in the implementation of the Philippine Plan of Action for Nutrition. Through the partnership between KOICA and UNICEF, milestones particularly in the areas of governance and policy, health, and nutrition service delivery, and social and behavior change communication have been achieved amidst the COVID-19 pandemic.

“The Korean Government, through KOICA, unites with the Philippine Government and UNICEF Philippines towards improving and scaling up nutrition in the new normal. KOICA will continuously provide support to the Philippine health sector,” said KOICA Country Director KIM Eunsub.

While the pandemic has made a huge impact on nutrition, it has also paved the way for innovations in nutrition service delivery, as well as strengthened multi-sectoral collaboration and increased awareness. UNICEF Philippines works at the national and sub-national levels to ensure that gaps in the access to and delivery of health, nutrition, and WASH services are addressed through evidence-based interventions.

“Despite the challenges of the pandemic, we were able to achieve key milestones through meaningful partnerships. Towards a better new normal in nutrition

THE pandemic has both negative and positive impact on nutrition. More families are suffering from hunger based on hunger incidence surveys of the Social Weather Stations. The Rapid Nutrition Assessment Survey (RNAS) of the Department of Science and Technology – Food and Nutrition Research Institute (DoST-FNRI) confirmed that two in every ten children were observed to have lost weight. The pandemic affected too the delivery of nutrition and related services including OPT plus, deworming, supplementary feeding, and vitamin A supplements. People suffered from food insecurity due to disruptions in food supply chains, loss of income and livelihoods, a widening of inequality, disruptions to social protection programs, altered food environments, and uneven food prices. The lockdowns resulted to stress eating for some often consuming foods that are high in fats, sugars, and salt and less of fresh foods like fruits and vegetables due to the limited access to grocery stores and wet markets.

The positive effect is that nutrition service providers found ways of delivering nutrition and related services in innovative manner. Some people also preferred to eat healthier to develop better resistance against infections. The National Nutrition Council (NNC) also pointed out positive impacts that have affected the people's access to nutrition. One of these is the change in lifestyle habits that now focus on nutrition and healthy choices. Another, is the sprouting of food gardens in many residential areas, providing fresh fruits, vegetables and spices to consumers. And a third is kindness, a basic human virtue that overflowed during the pandemic as community pantries, and sharing food.

With the celebration of Nutrition Month this July, the National Nutrition Council (NNC) highlights their message of maintaining a nutritious and healthy community through unity.   The theme “New Normal na Nutrisyon, Sama samang gawan ng Solusyon,” is a call for unity among the different health sectors, including the public to bind together to work on solving problems on undernourishment, stunting, malnutrition, and others.  

These health problems require a great deal of support from the healthcare units and local government units to fix.   To help lessen undernourishment of Ilokanos, the NNC promotes some tips to maintain a healthy and strong body, its importance is emphasized now more than ever with the COVID-19 pandemic still looming over the country.    Kendall Gatan, officer-in-charge of the NNC-Regional Office 1, shared some tips on basic nutrition that one can follow.   He emphasized the role of family in influencing its younger members to live healthily.   Nutrition is the foundation of health, Gatan says, thus eating a balanced meal, exercising, and having regular health consultations must be a priority for all.

True to this year’s theme, Gatan also aims to inspire Filipino families to create a home that always provides healthy and balanced food to young people.   “Isa sa ating mga goals talaga ay to encourage ang mga homes to improve food accessibility in the households. Sana lahat ng mga kabahayan ay magkaroon ng kitchen garden,” he shared.   Gatan shared some reminders for COVID-19 health and safety protocols to avoid the spread of the virus that has killed many Filipinos.   Since the onset of the pandemic, the health of all has been at risk.   With the observance of this year’s Nutrition Month, NNC enjoins all Ilokanos to practice proper taking care of their bodies and give it the nutrients it needs to not only function but to also build resistance to harmful diseases.    “Let’s make every day a nutrition day,” he said.   Gatan hopes that through the observance of Nutrition Month, their efforts on promoting proper nutrition will be retained to solve health problems for a nutritious and healthy Region 1. Baguio City – Around 200 hundred children were given complimentary dry feeding, Food packs, medicines, and Hygiene kits from the National Nutrition Council led by Elsie Placido – District Coordinator of Nutrition.

Barangay Social Worker Jovy Calsiman also conducts lectures related to a Healthy Lifestyle and film viewing of 10 Kumainments and Pinggang Pinoy.

Some barangay officials led the Zumba with the participation also of children.

CEBU CITY, Philippines — In order to raise awareness about the importance of nutrition in pandemic resilience and recovery, the Central Visayas office of the National Nutrition Council (NNC-7) launched on Friday, July 1, its month-long Nutrition Month celebration.

Parolita Mission, NNC-7 nutrition program coordinator, said in her opening speech that they hope to relay the important message that good nutrition is a key to building immunity, protecting against illness and infection, and supporting recovery.

She added that efforts to preserve and promote proper nutrition must be part of the pandemic resilience strategies.

The 2022 celebration which is also the 48th for NNC-7 carries the theme: “New Normal na Nutrisyon, Sama-samang Gawan ng Solusyon!”

“As the theme calls on nutrition resiliency in the pandemic, let us use this opportunity to adopt the betterment of nutrition in the new normal. Let us continue to advocate for good nutrition. Let us call upon leaders to exercise their powers to ensure building back better for nutrition and to prioritize nutrition as a crucial factor in resilience building,” she said during the opening program that was held in a mall in Consolacion town.

Mission said this year’s campaign calls for continued solidarity to support food and nutrition security, especially for the most vulnerable, and it hopes to expand the multi-sectoral engagements to scale up nutrition interventions.

The NNC-7 Director is asking local government units (LGUs) to use the additional budget that they will get, as the full devolution of certain functions of the national to the local government units takes place, to hire full time nutrition personnel and establish nutrition offices to ensure that the nutrition programs are carried out.

“Increasing the workforce and financial resources for nutrition and intersectoral collaboration will be a key factor for improved nutrition performance,” she added.

Meanwhile, NNC-7 activities that will be held this month include the official launch of the Nutrition Month Social Media Campaign that will use the hashtag #NewtritionMonth2022.

This social media campaign includes a reel making contest, an infographic contest, the launch of the Idol ko si Nanay Nutrition School on Air (Season 2), the reintroduction of new normal nutrition service packages, and the opening of the booth area for new normal nutrition services.

The Philippine Red Cross (PRC) joins the country in celebrating National Nutrition Month this July with the theme, “New normal na nutrisyon, sama-samang gawan ng solusyon! (New normal nutrition, together we create a solution!)”

According to PRC, its program called Hot Meals on Wheels is one of the humanitarian organization's solutions to address malnutrition in the Philippines.

The PRC Hot Meals on Wheels has served 153,093 beneficiaries from January 2021 up to date.

This project, which started in 2005, was the brainchild of PRC Chairman and Chief Executive Officer Richard Gordon with the vision of providing hot and ready-to-eat meals to the most vulnerable.

As per PRC, they have 35 food trucks that serve hot meals to poor communities and people affected by disasters across the country.

Each PRC Hot Meals on Wheels is equipped with an industrial-sized rice cooker, warmers, oven, and burners, said PRC.

"It is designed to provide meals on-site to people who lose access to their cooking facilities in the aftermath of a disaster," PRC added.

Locally stranded individuals, children in food-poor communities, elderlies, locked-down families, sick, and persons with disability also benefit from the food trucks.

PRC assured that this "non-disaster feeding program" will continue to be implemented as needed.

“May community feeding din tayo para sa mga food-poor, at ang mga pagkaing pinamimigay ay siguradong ligtas, masustansya, at masarap (We also have a community feeding for the food-poor and the food being distributed are guaranteed safe, nutritious, and tasty),” Gordon added.

Nutrition Month Theme 2018: “Ugaliing magtanim, Sapat na nutrisyon aanihin!”

Primary and secondary schools nationwide will be celebrating the National Nutrition Month or “Buwan ng Nutrisyon” this coming July. According to the National Nutrition Council (NNC), the theme for this year’s celebration is “ Ugaliing magtanim, Sapat na nutrisyon aanihin !”

The NNC said that this year’s theme aims to stress the importance of food gardening among Filipino families. “The campaign aims to contribute to improved food and nutrition security by increasing access to a diversified source of food for families and communities alike, as well as improved incomes through sales from home-grown produce,” the agency explained through a statement posted on its website . It was written by Julie Ann Q. Colipano of Valencia City, Bukidnon.

The national nutrition month is celebrated every July as stipulated in Presidential Decree 491, which also mandated the creation of NNC in 1974. It must be noted that during that time, then-President Ferdinand Marcos had both executive and legislative powers.

The Department of Education is expected to release an official memorandum in the coming days or weeks pertaining to this. This post will be updated if and when that has been published.  Typically, schools organize various activities and events connected to the nutrition month including essay writing, jingle-making, as well as slogan-making contests.

Mr. Madrona earned his master’s degree in history from the University of the Philippines-Diliman last 2020. He obtained his bachelor’s degree in journalism cum laude from the same university back in 2010. His area of interests includes Philippine journalism, history, and politics as well as social media.
