The Doctoral program for Working Professionals PhD(WP) at IIM Shillong is a unique doctoral level program in management for working professionals in order to meet the requirements of the employer organization.

The goal of the program is to prepare enthusiastic executives and teaching professionals who contribute to the field of training, management research and consulting practice, launch an academic career and help to strike a balance between the theory and practice of management.

The PhD(WP) program endeavours to co-create knowledge in all aspects of Management Education for sustainable development and to develop independent researchers with strong ethical values. The program is committed to inculcate in individuals the necessary knowledge and skills to co-create original cross functional interdisciplinary knowledge and contribute towards creating high quality research. The program will enhance the working professionals’ and teaching professional’ domain knowledge.

A warm welcome to the Doctoral Program in Management for Working Professionals (PhD-WP) of IIM Shillong. Since the inception of the Doctoral Program for Working Professionals (PhD-WP) in 2019, we aim to nurture and promote multidisciplinary and domain-specific world-leading research for theorists and practitioners. Our distinct academic approach is designed to enable scholars to unleash their potential and excel as researchers, educators, and scholars in the future. The PhD-WP endeavors to co-create knowledge in all aspects of Management Education for sustainable development and to develop independent researchers with strong ethical values. The program is committed to inculcating in individuals the necessary knowledge and skills for knowledge co-creation who will excel in their respective areas as educators and produce high-quality research through the publication of quality work of an international standard. The doctoral dissertation work provides an opportunity to do quality research and co-create original cross-functional interdisciplinary knowledge. As you begin your journey at IIM Shillong, it is important that you understand the program that you have registered for, and the very reason for your being at this place. This handbook will provide you with all the necessary information about the program. It contains the details about the program, the expectations from you as far as the academic standards, as well as a general discipline, are concerned, about the usage rules of the Knowledge Center (library) that will be your companion in your quest for knowledge. Please go through this handbook carefully and understand all that is contained in it. Please come with the handbook during the Immersion Program, where I will be happy to answer any of your queries. Program Vision

The PhD(WP) Program at IIM Shillong offers intellectually curious working professionals an opportunity to gain advanced research skills to complement their practical knowledge. The program enables professionals to acquire interdisciplinary research expertise on a part-time basis over a period of three to four years. The program will equip professionals to produce high-quality research output of international standards through specialized research training and global collaborations. ; and empowers them to offer practical and sustainable solutions facing businesses and managers. This program will facilitate professionals to pursue varied career avenues such as academia, management consultancy, training, coaching, and research.

EXPECTATIONS FROM THE PROGRAM

Competency to search for explanation and potential solutions for operational and strategic level management. Competency to effectively document the problem and the proposed solution for knowledge creation and transfer. Competency to systematically communicate one’s ideas/knowledge in chosen domain.

The overall experience of the recent immersion program was highly satisfying. Nothing quite matches the energy of in-person meetings. We had the privilege of attending the dynamic pre-conference sessions of iMarC, setting the tone for the immersion program. Professor Weng Marc Lim’s session stood out as a captivating highlight, offering profound insights. Professor Murugan’s SLR classes were instrumental in bringing clarity to complex concepts. Moreover, the opportunity to engage with supervisors and TAC members fostered fruitful idea exchanges. Meetings with the Director, Dean (Academics), and Dean (Research) provided valuable perspectives on the institute’s expectations. The Ph.D. Chairperson’s reassurance of the institute’s high standards left a lasting impression, giving us a clear understanding of what lies ahead.

The immersion program was a very well-crafted program. The Chief Guest of the program, Mr. Lim gave important insights on skills required to write a good paper that I can immediately apply. The ease with which he taught and made everything look so easy gave us a lot of confidence. Important topics were covered and emphasized, deepening my understanding and broadening my perspective. Session on Time Series Analysis and PLS- SEM were also very helpful and gave us enough food for thought.

I would have loved to stay in the Campus close to the professors to have more time for interactions and that is one area which the PhD office can explore for our next immersion. Overall, I would highly recommend this program to any scholar.

She has done her post graduate degree in business finance, M.Phil. and PhD from University of Calcutta and she was a rank holder at both M.Phil. and post-graduation level. She is currently the Editor in Chief of  IIMS Journal of Management Science  the journal of the Indian Institute of Management Shillong that publishes research contributions in all areas of management and its allied discipline.

Rohit Joshi  is currently working as a Professor in the Operations Management and Quantitative Techniques area at IIM Shillong. He is a Fulbright fellow. He has done his Postdoctoral Research work at UCLA, the University of California, Los Angeles, USA. He has obtained his Ph.D from Department of Management Studies, Indian Institute of Technology Delhi. He has received Master in Technology from Malviya National Institute of Technology, Jaipur, in Industrial Engineering and his bachelor degree in Mechanical Engineering. He is a Gold Medalist and the University topper in his M.Tech and B.Tech respectively. He brings with him an extensive leadership experience in building organizations from ground up, business transformation and leading multi-functional teams in medium sized and large organizations across 30+ countries across ME, APAC, Indian Subcontinent & Africa while growing profitable businesses in the global Travel & Transport Industry. He has been instrumental in enabling win-win business outcomes through application of advance technology led IT systems and services to improve the travel experience, safety, security and operational efficiency for his airport, airline, government and other industry stakeholders.

Recipient of several awards, he had been nominated to SITA Board for 16 years and currently is an ExCo member in Embross. Dr. D P Goyal, Director, IIM Shillong, is an internationally acclaimed academician and researcher. He carries over thirty-five years of rich experience in teaching, research and various leadership roles in few of India’s finest institutions including MDI Gurgaon, IMT Ghaziabad and Thapar Institute of Engineering & Technology, Patiala. He is also a visiting Professor at Aarhus University, Denmark. Prof Goyal has already supervised fifteen PhD research scholars; published over 60 research papers and has been principal investigator of several sponsored research projects. Dr. Paula Sengupta is an artist, academic and curator resident in Kolkata. She is currently Professor at the Department of Printmaking at Rabindra Bharati University, Kolkata.

A warm welcome to the modified and updated website of the Centre for East Asian Studies. The East Asian region has been at the forefront of several path-breaking changes since 1970s beginning with the redefining the development architecture with its State-led development model besides emerging as a major region in the global politics and a key hub of the sophisticated technologies. The Centre is one of the thirteen Centres of the School of International Studies, Jawaharlal Nehru University, New Delhi that provides a holistic understanding of the region.

Initially, established as a Centre for Chinese and Japanese Studies, it subsequently grew to include Korean Studies as well. At present there are eight faculty members in the Centre. Several distinguished faculty who have now retired include the late Prof. Gargi Dutt, Prof. P.A.N. Murthy, Prof. G.P. Deshpande, Dr. Nranarayan Das, Prof. R.R. Krishnan and Prof. K.V. Kesavan. Besides, Dr. Madhu Bhalla served at the Centre in Chinese Studies Programme during 1994-2006. In addition, Ms. Kamlesh Jain and Dr. M. M. Kunju served the Centre as the Documentation Officers in Chinese and Japanese Studies respectively.

The academic curriculum covers both modern and contemporary facets of East Asia as each scholar specializes in an area of his/her interest in the region. The integrated course involves two semesters of classes at the M. Phil programme and a dissertation for the M. Phil and a thesis for Ph. D programme respectively. The central objective is to impart an interdisciplinary knowledge and understanding of history, foreign policy, government and politics, society and culture and political economy of the respective areas. Students can explore new and emerging themes such as East Asian regionalism, the evolving East Asian Community, the rise of China, resurgence of Japan and the prospects for reunification of the Korean peninsula. Additionally, the Centre lays great emphasis on the building of language skills. The background of scholars includes mostly from the social science disciplines; History, Political Science, Economics, Sociology, International Relations and language.

Several students of the centre have been recipients of prestigious research fellowships awarded by Japan Foundation, Mombusho (Ministry of Education, Government of Japan), Saburo Okita Memorial Fellowship, Nippon Foundation, Korea Foundation, Nehru Memorial Fellowship, and Fellowship from the Chinese and Taiwanese Governments. Besides, students from Japan receive fellowship from the Indian Council of Cultural Relations.

1. Gauhati University

GU is the oldest and largest university located in Guwahati, Assam, India. The main campus of the university houses 2 postgraduate departments, an Institute of Science and Technology, an Institute of Distance and Open Learning (IDOL), and a constituent Law College. The GU is a collegiate public state university which was established in 1948. The university is approved by the UG, accredited by NAAC with an A grade and it ranked in 36th position in NIRF 2022.

Tezpur University is a central university, established in 1994. The university is ranked 59th out of 100 Universities in India by NIRF 2022.

Candidates at Tezpur University are admitted based on their performance in entrance tests and merit. Admissions begin every year in March. The official website has application forms available for candidates to fill out.

About AGST-NEI

The Asia Graduate School of Theology, North East India (AGST-NEI) is a consortium consists of Shalom Bible Seminary (SBS), Kohima and Oriental Theological Seminary (OTS), Dimapur. It was launched at Shalom Bible Seminary under the aegis of Asia Theological Association (ATA). The Memorandum of Understanding was signed by the Principal of the SBS, Dr. Sanyü Iralu and the Principal of OTS, Dr. Joshua Lorin on the 10th of March 2019. AGST-NEI was blessed with the presence of Dr. Theresa Lua, General Secretary of ATA, who gave the charge and Dr. Paul Cornelius, Regional Secretary of ATA India, who offered the prayer of blessing.

Shalom Bible Seminary (SBS) is owned and sponsored by the Angami Baptist Church Council (ABCC). It is a theological institution approved by the Nagaland Baptist Church Council (NBCC), and the Council of Baptist Churches in North East India (CBCNEI).

Oriental Theological Seminary (OTS) is owned and sponsored by the (NBCC), and approved by the CBCNEI.

The consortium is established on a synergistic understanding that by banding together and complementing resources, God‘s kingdom work in North East India and beyond can be multiplied.

Social exclusion is a multidimensional term that encompasses social, economic, political and cultural spheres. Exclusion is linked to the recognition of social identities, resource allocations and power relations. In most cases, both subjective consciousness and actual inequalities lead to ethnic assertions and extremist activities. Unlike other studies on ethnicity and extremism, the present article tries to understand ethnic assertions in northeast India in the context of rampant social exclusion taking place in the region.

Understanding the life of the wage earners or the laboring class, which remains deeply influenced by the process of marginalization in a highly casteist and gendered society like India is relevant due to two vital reasons. One, the wage earners are the victims of marginalization that has resulted from either the denial of; or inequitable distribution of resources; or both; the roots of which actually lie in a complexity of socio-cultural-economic-political framework of society, these people being mostly the victims of structural marginality. In India, members of a specific ‘gender, caste, class, and ethnic identity’ experience structural marginality due to which the laboring class remains the most exploited even though their labour is utilized by every social group of society. In fact, the lowly paid wage earning work of these groups of individuals is due to their being members of a particular or more marginalized groups at a time (Figure 1). Again Indian society having adopted a socialist and democratic form of constitution that pledges to minimize the inequalities in income, to eliminate inequalities in status, facilities and opportunities, among individuals and groups of individuals by Article 38 (2); to secure all workers a living wage, conditions of work ensuring a decent standard of life and full enjoyment of leisure and social and cultural opportunities by Article 43; to take special care of the SCs, STS and other weaker sections of the society and to protect them from social injustice and all forms of exploitation by Article 46. Despite this, the ideals of equality, justice and liberty being the core ideals inherent in Indian constitution along with the fundamental rights of non-discrimination and non-exploitation of any individual or group of individuals based on caste, class, gender, race, need a revisit after sixty-five years of the framing of constitution. It is required to check whether these ideals have been implemented so as to benefit the most disadvantaged groups of Indian society. In this regard, to understand the nature and extent of marginalization of the wage earning communities hold relevance because marginalization and development are the two contrasted but interrelated terms, and success of democracy rests on the principles of development of each and every citizen in equal terms with that of the entire nation of India, of course not excluding the small district of Cachar.

Department of Anthropology, Manipur University has been the important center for higher studies in the subject concerned in North East India. Anthropology as a subject is a holistic discipline that explains humankind in the totality of bio socio-cultural spheres. The department has been responsible for imparting the knowledge to the students regarding the anthropological queries. Simultaneously, the department has also provided many scholars a platform to undertake anthropological research on various topics.

The students are encouraged to research interdisciplinary topics to be applied to the wider scope. The department's faculties are engaged in extramural research projects independently or jointly, despite allotted teaching assignments, promoting the essence of research in higher studies. Students are given in hand training on fieldwork tradition, which is important for anthropological investigation. The department believes that the knowledge of fieldwork-based research would be helpful for students in his/her overall career and can apply in any discipline.

Scholarships for North-East Students 2023-24 – Complete List, Eligibility and Other Details

Scholarships for North-East Students : Despite being one of the least developed regions in India, the North-East region (NER) has a high literacy rate. According to the Northeast Global Investors Summit, 2023, the North Eastern Region (NER) has a high literacy rate of 83% , which is higher than the national average of 74% . The NER also has a higher Gross Enrolment Ratio (GER) in elementary education than the national average, which shows that the NER is committed to providing access to education for all.

STEM Scholarship Opportunities

However, students from the NER face several challenges in pursuing higher education, including financial constraints. To promote higher education in the North Eastern Region (NER) of India, the Indian government has introduced several scholarships at the central and state levels to help them overcome these challenges and achieve their academic goals.

“We Can’t Let Go”: Navigating Dance in a (Post-)Conflict Society

Violence and precarity in Manipur is its past and current. What becomes of dance when violence spills over to various parts of society? What does it mean to be haunted by unspeakable memories of violence and yet dance for self and community, region and nation? The essay is written collaboratively and individually by co-authors - practitioners and researchers who have worked on exhuming the sublimated tensions and contradictions in dance cultures of Manipur (India) in the last decade. Though chronologically years apart, they find ideological connections in the demands of the peoples from their government. On the back of historical and cultural circumstances, such demands, fear, or violence arise from exclusionary processes of being minority communities within the nation. Biswas conducted her doctoral fieldwork through agitation, riots and blockades during the Inner Line Permit (ILP) movement (2014-2016). Babina’s doctoral fieldwork began during months of COVID-19 pandemic (2020) and concluded in May 2023 as violent clashes between two ethnic communities broke out. “What will remain of our dances when we are gone?” is often asked of us during conversations with peoples; “we can’t let go” of hope or fear, they assert. The purpose of the essay is two-fold: we look back on methods, ethics and care involved in fieldwork with interlocutors who have witnessed violence, while we witnessed violent events ourselves. Secondly, we deliberate on observance of rituals and staged performances while our interlocutors grapple with experiences of loss, grief and trauma framed by conflict, exclusion, and an overall fraught silence to their demands. We further deliberate on what remains of dance in Manipur at a time of rising tensions and divisions.

Assam gang rape case: Prime accused dies after jumping into pond while escaping police custody

Following the alleged gang rape of a 14-year-old girl in assam's nagaon district, the prime accused died while attempting to escape police custody..

The police stated that the incident occurred on Saturday as the accused was being taken to the location where the crime was allegedly committed to re-create the crime scene around 3:30 am.

"But the accused escaped from police custody and jumped into the pond. A search operation was immediately launched, and his body was recovered nearly two hours later," the police added.

Meanwhile, protests have intensified in Assam, with people from various segments of society taking to the streets to demand the arrest of the perpetrators in connection with the alleged gang rape of a 14-year-old girl from the Dhing area. The girl was attacked while she was returning home on her bicycle from tuition on Thursday. 

According to available information, the three assailants, allegedly on a motorcycle, surrounded her, raped her, and then abandoned her injured and unconscious by a roadside pond. She was later rescued by locals who informed the police. While, the police had earlier said that they arrested one person and detained another while the search was on to nab the third, the incident has triggered massive protests in the area, with shopkeepers closing their businesses and social and political groups demanding harsh penalties for the offenders and increased security for women and girls.

Earlier, Assam Chief Minister Himanta Biswa Sarma also took cognizance of the incident and demanded strict punishment for the perpetrators. How India-Japan 2+2 dialogue isn’t just about countering ‘China threat’

This week India has a very eventful diplomatic calendar. Prime Minister Narendra Modi is on a visit to Poland and Ukraine, which has come a month after his visit to Russia in the backdrop of the Ukraine-Russia war. Meanwhile, he also hosted Malaysian PM Anwar Ibrahim early this week with a much-needed reset in ties achieved in the relations with Malaysia, India’s maritime neighbour.

Amidst all this, a key diplomatic engagement that has not garnered enough attention is the 2+2 ministerial dialogue between India and Japan that concluded on Tuesday. The third edition of this dialogue was led by Foreign Minister S Jaishankar and Defence Minister Rajnath Singh from the Indian side and Foreign Minister Yoko Kamikawa and Defence Minister Kihara Minoru from the Japanese side. It comes two years after the countries’ foreign and defence ministers had last met in Tokyo.

Since then, a lot of new developments have taken place across the world where, although Russia’s war with Ukraine has taken precedence over other geopolitical matters for the rest of the major powers, for both India and Japan, the theatre of the Indo-Pacific remains of key importance.

The rise of China and its expansionist designs in the East China Sea besides the South China Sea and Taiwan Strait is a matter of perennial concern for Japan. Whereas a similar attempt by Beijing to usurp Indian territory in the Himalayas by making outrageous claims as well as its growing footprint in the Indian Ocean continues to worry New Delhi.

Interestingly, both countries have become close partners in ensuring overall security and stability in the Indo-Pacific region with India’s Act East policy as well as PM Modi’s vision for Indo-Pacific coinciding with Japan’s own “Free and Open Indo-Pacific (FOIP)”. Interestingly, Japanese PM Fumio Kishida launched his new policy plan for FOIP from New Delhi last year, calling India an ‘indispensable partner’. This signalled how important a rising India is to Japan’s strategic vision in the region. Though the original architect of FOIP would rightfully be PM Shinzo Abe, who first mentioned the term ‘Indo-Pacific’ on the floor of the Indian parliament in 2007 and launched the FOIP officially in 2016. Since then, it has become the cornerstone for Japan’s China policy in the region, where it considers a strong partnership with India as a necessary bulwark against Chinese misadventures.

While noting the importance of India-Japan bilateral ties, Japan’s Foreign Minister Yoko Kamikawa has also written a column for an Indian national daily on the eve of her visit for the 2+2 Ministerial dialogue. This is her first visit to India after becoming the foreign minister of the country, but she has been a long-term advocate for India-Japan friendship. In the column, she has called the two countries ‘co-creators of new solutions’ with their friendship built on a foundation of long historical ties as well as their common status as democracies.

As guided by their overall convergence, India and Japan have broadened their relations, covering diverse sectors in the last decade ranging from defence to economic ties. The overall thrust of their relations is obviously on security, since with the Chinese policy of expansionism, both countries have a common strategic threat.

As a response, in the last few years their defence cooperation has grown manifold with joint military exercises and high-level engagements. During this year’s 2+2 dialogue as well, India has requested Japan to remove bottlenecks in the sharing of advanced defence technology as it is in the process of acquiring the UNICORN technology from Japan, which will be fitted in Indian warships, and give it a superior capability to evade detection by the enemy forces. The two countries are also exploring ways to jointly produce key defence equipment as a part of the Make in India (Defence) initiative. India has stressed joint production, research, and design of defence platforms with Japan rather than simply being a buyer in the equation.

In the domain of economy, India has become a great beneficiary of Japan’s interest in the country’s northeast. Unlike other development partners who look for easier projects, Japan has shown an earnest commitment in developing the northeastern states of India, which not only have societal complexities but have a difficult geographical terrain as well.

India and Japan are working on developing an industrial value chain by linking the region with the Bay of Bengal via Bangladesh using its Matarbari seaport. Discussions were held over this project during this week’s ministerial dialogue as well.

Japan has emerged as the largest foreign development partner for both India’s northeastern states as well as Bangladesh. Its project to develop an industrial value chain is the culmination of its long-standing involvement in the region, where it was earlier treating India and Bangladeshi projects separately. So far it has developed infrastructure such as roads, etc, but now the proposal of an industrial value chain has given the involvement a new dimension altogether.

Besides this partnership between India and Japan in the Bay of Bengal, Japan is also helping India build its first high-speed railway corridor coming up between Mumbai and Ahmedabad. It is based on the famous Japanese Shinkansen technology, enabling trains to run at a speed of around 320 km/hour. An industrial corridor backed by Japan is also shaping up on the western flank of India, which links seven Indian states from Delhi to Mumbai. It would not only provide Japanese companies access to India’s large labour market in view of its own ageing population but would also boost India’s participation in the global value chains. Twenty companies began operation last year from this corridor, including many multinational corporations from East Asia.

Although the tailwinds to take India-Japan relations to a new level are still strong, there may still be a few challenges. First of all, PM Kishida, under whom India-Japan relations have flourished a great deal, is no longer a popular leader in Japan due to the outbreak of multiple corruption scandals against his ministers. His days in power will be numbered, as he has announced that he will step down in September. There will be a short-term uncertainty regarding the new government’s approach to India-Japan ties, but overall strategic convergence will likely prevail over it.

Then there is also the question of a slight blink in Japan’s outlook on China. This is because its 2023 National Security Strategy surprisingly outlined a narrative of a “mutually beneficial” relationship with China as against the 2022 NSS, which outrightly called the country the “greatest strategic challenge”.

Interestingly, the whole idea of a national security strategy goes back to the growing Chinese belligerence in Japan’s backyard in 2013. It was the China threat that led Japan to establish a national security council in the first place. However, today Japan may be tempted to follow a slightly conciliatory policy towards China owing to its economic dependence.

Despite all the talks of decoupling, Japan and China are part of mega trade initiatives such as the Regional Comprehensive Economic Partnership (RCEP), signalling that the trend in their relations is more integration and not less. This year, Japan, South Korea, and China have even revived a trilateral free trade agreement, which further points towards more economic cooperation between them.

A lot of Japanese companies have even adopted the ‘China for China’ strategy, where they are building on deeper investments in the country to service the large Chinese domestic market. In a nutshell, the economic relations would continue to reflect in Japan’s overall approach to China, which in turn would affect the glue that binds India and Japan together in the Indo-Pacific.

Still, India and Japan themselves have a lot of independent drivers taking their bilateral relationship forward. This includes India’s emerging middle class and the allure of its vast consumer market for Japan. India also values Japanese technological know-how, its expertise, as well as investments in making India a global manufacturing hub. It has set a target of five trillion yen as investments from Japan over the next five years. For now, there is enough for the two countries to chase a deeper partnership, and meanwhile, China’s aggressive posture would keep giving a timely reminder to Japan to de-risk its dependence on China and look at India instead.

The recent developments in Bangladesh and the ongoing conflict in Myanmar spell a major challenge for India’s Act East policy initiatives. 

Amid Unrest in Neighbors, India’s Act East Policy Faces New Headwinds

India’s Act East policy is one of the most consistent policy efforts that New Delhi has pursued since the end of the Cold War. First dubbed the “Look East Policy,” it was initially centered on ASEAN and economic engagement with the Southeast Asian region. Today, it has grown to encompass new areas of strategic engagement with several other countries, including Japan and South Korea as well as key partners including the United States and Australia. Over the years, India’s Act East policy , as the effort has been known since 2014, has sought to improve on strategic areas of cooperation including defense, which has been a nascent growing area of convergence given the increasing belligerence and competition between major regional actors.

While policy plans may signal a renewed interest and display capability and aspirations, execution largely depends on the political and regional stability of partners, especially neighboring countries. 

Today, India’s eastern neighborhood faces twin challenges that have emerged as a result of instability in Myanmar, which has been in the midst of a civil war since 2021, and more recently Bangladesh, where Prime Minister Sheikh Hasina was ousted by a mass movement against her government. This dynamic also impacts and exacerbates issues in India’s Northeast region, which are multilayered and complex involving ethnic conflicts, separatism, and externally fueled insurgencies.

As a result, India’s Act East policy needs a fresh policy rethink. Analyzing the current state of vulnerabilities could be the first step in identifying areas of possible vulnerability and change. 

Two major infrastructure projects that were touted as flagship connectivity projects between India and Myanmar have faced uncertainty as opposition forces dealt blows to Myanmar’s army. For instance, the Kaladan Muti-modal Transit Transport Project has faced a slew of issues owing to defeats by the Myanmar military. In January to February 2024, the Arakan Army took control of Paletwa town , a key command headquarters in Chin state bordering India. The headquarters was also a logistics base for all military outposts on the borders with India and Bangladesh. More importantly, Paletwa was the major link in an inland river port and road network connecting Sittwe on the Arakan coast to Zorinpui in Mizoram. Due to the precarious security situation in and around Sittwe, in April India withdrew its consulate in the city, shifting personnel to Yangon instead. 

A slew of other cross-border initiatives, such as the integrated border check post at Moreh-Tamu to facilitate cross border trade, have been shut down due to conflict in Manipur. The border crossing was also a key point of the India-Myanmar-Thailand trilateral highway. The humanitarian cost of the project is further accentuated by the negative impact on cross-border movement and trade among people on both sides. The Indian government decided to shut down the Free Movement Regime (FMR) allowing for the movement of people, often sharing ethnic ties, in the border regions. 

The recent turn of events in Bangladesh has further increased the challenge for improving India’s policy toward its Northeast region – a key part of India’s Act East Policy. Amid India’s growing relations with Hasina’s ruling Awami League government from 2009-2024, a slew of connectivity projects were initiated, and old disputes set to rest. After Hasina was driven from office, Bangladesh’s turn toward an uncertain future may spell trouble for India.

A sharp anti-India turn would lead to growing competition from other players in Bangladesh’s lucrative textile industry . Moreover, strategic infrastructure projects such as the train services connecting India and Bangladesh, including freight, have been suspended, resulting in a complete stoppage of movement of people and goods between the two countries.

On the humanitarian side, there is an impending crisis on India’s borders. Individuals fleeing violence in their home countries have increased tensions in sensitive bordering states in India’s Northeast such as Mizoram . Some of these refugees may seek asylum under the new citizenship laws, which can grant asylum for people fleeing religious persecution in Bangladesh. The crisis on the horizon continues to cast a shadow on stability in India’s diverse Northeast, which has already seen protests over citizenship granted under the new laws. 

India’s connectivity projects in Bangladesh have a key strategic value. The strategic vulnerability for India in the Northeast is offset by connectivity via Bangladesh. A vital connection at a regional level possesses an even greater challenge at the geopolitical level with competition between India and China. Hasina’s government had mostly favored India but also kept its doors open to China, balancing its neighborhood options. An interim government that gives more power to opposition parties closer to Pakistan and China might pose a major risk for India’s national security concerns vis-a-vis Bangladesh.     

The larger geopolitical picture points to a major disadvantage for India in its eastern neighborhood. Growing contentions with China over India’s boundary in Tibet further add stress to the already unsettled and destabilizing region. Domestically, the issues in Nagaland and Manipur continue to spillover from domestic political considerations and identity-based issues onto foreign policy . 

Rethinking India’s Act East Policy

In analyzing the realignment of India’s foreign policy, there needs to be a rethink in three key areas. First, there is a serious need to rethink the orthodox way of dealing with political constituents in both Bangladesh and Myanmar. Second, India’s foreign policy must factor in a humanitarian approach and the third need is to bring in the larger changing geopolitical calculation into the matrix.    

First, the Myanmar army’s loss of territory to the different fighting factions in the country’s borderlands has been beyond expectation. In Myanmar, India’s traditional policy of support to the military was seen as a quid pro quo for increased security against separatist groups in Nagaland and even more so a geopolitical counterweight in dealing with China’s growing footprint along the Arakan coast. With the systematic collapse of the military’s control and the war moving closer to the Burmese heartland , India may need to consider whether to support local power centers in order to ensure more stable borders. While Naypyidaw wants unconditional support, India’s projects may not be successful or even feasible in a post-conflict state if a new chord is not struck with different groups, albeit indirectly at this moment. 

Bangladesh presents an equally major, if not greater, challenge. Bangladesh’s new foreign policy adviser has been quoted as saying that while relations with India were important, they may not be the “role model” of diplomacy, as India wants it to be portrayed. India should reassess its strategy of engaging with Bangladesh. India needs to cultivate ties in the country, and should do so in whatever form possible . Going forward New Delhi may need to read the tea leaves in assessing the emerging power center and moving to develop relationships as needed.

Second, the humanitarian aspect of policy engagement will pay rich dividends in the future among the exiled and the diaspora if dealt with strategically. For instance, India continues to play a role in supporting refugees from Myanmar despite being a non-signatory to the international refugee convention or its additional protocol. While this policy has led to arbitrary handling of those fleeing conflict, it has also led to an overreliance on the judiciary in terms of deciding refugee policy directions. 

The security-oriented approach in play at present could be broadened to include a more nuanced policy that may benefit India in the future. The strategic accommodation of refugees and facilitating temporary assistance would help cement a positive image of India among those fleeing conflict. Such a policy, however, continues to be mired in domestic political contention and cross border ethnic considerations . The influx of refugees from Bangladesh is much more complex and continues to arouse suspicions due to illegal cross-border economic migration and the larger facilitation of refugees from other regions including Myanmar. The sentiment toward migrants from Bangladesh in particular remains contentious in India’s domestic political scene, especially in the Northeast.

Finally, any inability on India’s part to reset ties to match current events plays to the geopolitical advantage of major powers such as China and neighbors such as Pakistan that have continued to remain antagonistic to India’s growth. China has continued to engage with various ethnic groups and even brokered peace deals in its bordering regions in Myanmar to maintain safety and security of its economic assets. A rethink of India’s policy approach will be crucial for safeguarding its interests geopolitically. 

Likewise, dealing tactfully with the turn of events in Bangladesh in the long term would ensure that the countries such as Pakistan do not meddle or use Bangladesh to foment trouble in India. A regional multilateral approach could also be considered as it may have the ability to solve multiple issues such as humanitarian, security, as well as political concerns in a single forum.

The security of India’s eastern borders continues to hinge on a combination of intrinsically linked internal and external factors. India’s Act East Policy, which has seen much progress since its initiation in 2014, now stands at a major turning point. As countries in India’s eastern neighborhood see tumultuous political change, the gains that India makes in distant shores of the Pacific and the southern Indian Ocean may be roadblocked by the lack of policy innovation in addressing challenges closer home.
