Created in 1953, the Department of Co-operatives represents the few early agencies of Government of Nepal tasked with initiating the process of development. Nepal became a democracy in 1951 following a historic popular movement. Freed from a long spell of repressive family rule, the people had aspirations for development, and the leaders had to deliver on their promises. As democracy was leading development, the co-operative movement among the masses would have formed the basis of both. Thus the Department had to foster co-operative ventures, bringing the resources of the poor to bear on the problem of poverty. Today the Department can look back to more than six decades of its work with satisfaction in that there is a full-fledged co-operative movement in the country. With a total of around 34 thousand co-operatives operating in all provinces, districts and municipalities or village bodies, and involving over 6.3 million small farmers, artisans, labourers, consumers, and others in the poverty bracket, the movement is gradually developing into a force for promoting non-exploitative economic relations.

Introduction

Cooperative Training and Research Center has been established with the basic objective of enhancing the capacity of human resource associated with the cooperative sector in the country. The center envisions fulfilling the objective through activities related to education, information, training, research, and development in the cooperative sector. The center was established in 1962 A.D. with the responsibility tobring positive changes in knowledge, skills, and attitudes of the managers of cooperative organizations and the officials of regulating agencies. Currently, the center acts as the central agency for training and research in the field of the cooperative. Situated in the prime location of Kathmandu valley, at New Baneshwor,the center is well established with more than a hectare in size and an abundance of accommodation facilities for training and research. The center is equipped with thelatest teaching environment. Since its inception, this center has been carrying out its activities within the limits of the annual program approved by the Government of Nepal.

Job Description

Heifer Project International Nepal (HPIN) is a non-profit, humanitarian organization dedicated to ending hunger and poverty and caring for the earth by providing livestock, education, and other resources to help poor families become self-reliant. HPIN invites applications from eligible Nepali citizens for the following position for the “ Innovation in Agro-Livestock Value Chains Development in Nepal (IALVC)” Project.

Program Officer – 1

Location: Nepalgunj Region

Major Roles and Responsibility:

The Program Officer will serve in accordance with HPIN’s vision, mission, goal, objectives, policies, and procedures. S/he will coordinate with thematic leads to provide oversight in social capital, supply chain, market system development and cooperative development aspects of the project and provide strategic guidance and support to project partners, self-help groups (SHGs), cooperatives, and local governments for effective project implementation. The Officer will also build the capacity of local partners and provide continuous backstopping for optimum project results.

Minimum Requirements:

A Bachelor’s Degree from a recognized university in Agriculture Science, Agribusiness, Agricultural Economics, or a related field plus a minimum of three (3) years’ experience in a similar context is required.
Experience working with an international organization is preferred.
Good interpersonal skills.
Time management and ability to prioritize multiple tasks.
Proficient in word processing, spreadsheets, presentation tools, electronic mail (Microsoft Office preferred), and internet.
Good leadership qualities and communication skills.
Ability to work under pressure to meet deadlines.
