As Mahatma Gandhi quoted, ‘Sanitation is more important than Independence,’ ‘Swachh Bharat Abhiyan’ or ‘Clean India Mission’ is a campaign that aims at cleaning up roads, infrastructures, streets, rural areas, smaller towns and cities of the country. The primary motive of ‘Clean India Mission’ is to uproot the open defecation by constructing community-owned and household-owned toilets. It also aims at building a mechanism that can monitor toilet use.

This mission run by the Government of India aims at achieving Open-Defecation Free India by constructing 90 million toilets in rural areas of the country by the 150th birth anniversary of Mahatma Gandhi (2nd October 2019). India will also reach Sustainable Development Goal Number 6 (SDG 6) by achieving this mission.

Prime Minister Narendra Modi officially launched this campaign on 2nd October 2014. This mission has become India’s largest drive till with more than 3 million college students, government employees, and school students from every nook and corner of the country participating in the campaign in cities, rural areas and towns. In reference to Gandhi’s ‘Champaran Satyagraha,’ this campaign has been called as ‘Satyagraha se Swachaagrah’ by the Prime Minister.

The drive has been categorized in two sub-missions, Swatch Bharat Abhiyan (Urban) that operates under the Ministry of Housing and Urban Affairs; and Swatch Bharat Abhiyan (Rural) that falls and operates under Ministry of Drinking Water and Sanitation.

The volunteers of the campaign are called ‘Swachhagrahis’ or ‘ambassadors of cleanliness,’ who have promoted Community Approaches to Sanitation (CAS) at village levels and indoor plumbing. A number of non-governmental organizations such as ‘SWach Pune,’ ‘The Ugly Indian,’ and ‘Waste Warriors,’ are working religiously towards the Clean India Mission.

It is not the first time that such a campaign with the motto of clean India has been launched in the country. However, the previous campaigns have not been as successful as this. The Government of India launched the ‘Total Sanitation Campaign,’ in 1999, which was then renamed by the then Prime Minister Manmohan Singh as ‘Nirmal Bharat Abhiyan.’ However, this time ‘Swatch Bharat Abhiyan,’ has become a national priority. The Prime Minister himself took the broom to clean the roads in order to inspire every citizen of the country to take accountability of the cleanliness of their surroundings which will result in a clean nation.

Objectives of Swach Bharat Abhiyan/Clean India Mission

  • The very first aim of the mission is to construct individual and community toilets.
  • The other objective is to reduce or eliminate open defecation from the country. Open defecation results in the deaths of thousands of children every year due to unhygienic living conditions and diseases.
  • It also aims at creating an accountable mechanism of monitoring the use of toilets besides constructing them.
  • The objective of the mission is to educate people and create awareness of the repercussions of open defecation.
  • The mission aims at recruiting ground staff that can train and bring about the behavioural change in the mindset of the rural population to use toilets.
  • This mission also aims at liquid and solid waste management.
  • The objective is also to lay water pipelines in all the villages across the nation.

This mission is directly linked with the economic health of the nation. Going by the government, the accomplishment of this mission will not only contribute to the GDP growth of the country, but will also reduce health costs. Cleanliness without doubt is also connected to global interests of the country as well as tourism. In order to change the country’s global perception it is mandatory for the country to display highest standard of cleanliness and hygiene, especially for the tourist destinations.

Prime Minister Narendra Modi has appealed to each citizen of the country to take a pledge as a part of the ‘Swach Bharat Abhiyan,’ which is as follows,

“I will remain committed towards cleanliness and devote time for this. I will devote 100 hours per year, which is two hours per week, to voluntarily work for cleanliness. I will neither litter not let others litter. I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place”.

Prime Minister Modi nominated 9 celebrities from varied fields on 2nd October 2014, in order to promote the clean India campaign keeping pace with the new age marketing through social media. The nominated personalities included Sachin Tendulkar, Anil Ambani, team of TV series Tarak Mehta Ka Ooltah Chashma, Mridula Sinha, Priyanka Chopra, Salman Khan, Kamal Hassan, Shashi Tharoor and Baba Ramdev.

As a part of the cleanliness campaign, Vice President of India M.V Naidu and Anushka Sharma picked up the broom in order to help in cleaning the cyclone-hit port city of Visakhapatnam, Andhra Pradesh.

Nine more people were nominated as the Brand Ambassador by the Prime Minister to take forward the ‘Clean India Mission,’ on 25th December 2014, that included, Aroon Purie, Kapil Sharma, Padmanabha Acharya, Ramoji Rao of Eenadu group, Sourav Ganguly, Sonal Mansingh and Kiran Bedi. The other torch bearers included, India Today, ‘dabbewalle’ of Mumbai, Eenadu group and Institute of Chartered Accountants of India.

Other Planned Initiatives

PWD was entrusted by the government with the responsibility of disposing off waste from government offices. The Ministry of Railways made their plans of providing with the facility of clean bed-rolls from automatic laundries, cleaning on demand, dustbins in all non-AC coaches and bio-toilets.

The Centre has also decided to use the Digital India project in concurrence with the Clean India Mission to have trash cans with solar power that sends alerts to the crew responsible for sanitation once they are full. ‘Swatch Bharat Swach Vidhyalaya’ campaign was also launched for a cleanliness drive in schools, involving teachers and students.

On 2nd October 2014, a Swatch Bharat Run was organized at the Rashtrapati Bhawan which was attended by 1,500 runners.

The Performance of the Swachh Bharat Abhiyan

In order to monitor the performance and achievement of the Clean India Mission, Swachh Bharat Mission (SBM) Mobile app is being used by the government organizations.

A Swachh Sarvekshan, an annual cleanliness survey commissioned by Ministry of Urban Development, is carried out by Quality Council of India. It is an extensive survey pertaining to sanitation that is carried out across many cities in order to study the impact and progress of Swachh Bharat Abhiyan. The aim is also to foster a sense of competition among different cities of the country. Following are the five parameters on the basis of which the performance of each city is evaluated –

To ensure cleanliness in the official buildings of UP, chewing of paan, gutka, and other tobacco products was banned entirely by the Chief Minister of Uttar Pradesh. The Swachh Bharat Mission of urban areas aims to cover almost 1.04 crore households to provide them with 2.6 lakhs of public toilets and 2.5 lakhs community toilets and solid waste management in every town. Community toilets have been planned to be built in the residential areas where the availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programs in the urban areas (around 4,401 towns) have been planned to be completed over five years till 2019. The costs of programs are set at Rs. 7,366 crores for solid waste management, Rs. 1,828 crores for public awareness, Rs. 655 crores for community toilets, and Rs. 4,165 crores for individual household toilets, etc.

Programs targeted to remove open defecation, convert unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among the public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programs in rural areas. Earlier, the Government of India established the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) in 1999 to make rural areas clean; however, now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign aims to free rural areas from open defecation until 2019. The estimated cost is one lakh thirty four thousand crore rupees for constructing approximately 11 crores and 11 lakh toilets in the country. The Swachh Bharat Swachh Vidyalaya campaign is run by the Union Ministry of Human Resource Development having the objective of cleanliness in the schools. A major program was organized under it from 25th September 2014 to 31st October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathan.

Lots of cleanliness activities were held, such as discussions over various cleanliness aspects in the school assembly by the students, teachings of Mahatma Gandhi related to cleanliness, cleanliness and hygiene topics, cleaning activities (in the classrooms, libraries, laboratories, kitchen sheds, stores, playgrounds, gardens, toilets, pantry areas, etc.).

There were many positive results of the campaign. Programmes like Swachh Bharat Run, Swachh Bharat apps, Real-time monitoring system, Swachh Bharat short film, Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan were initiated and implemented to actively support the purpose of the mission.

To ensure cleanliness in the official buildings of UP, chewing of paan, gutka and other tobacco products were completely banned by the UP CM. In order to continue and make this campaign successful, Finance Ministry of India has started a programme named Swachh Bharat cess to raise fund for this campaign.

Swachh Bharat Mission in Urban Areas

The Swachh Bharat Mission of urban areas aimed to cover almost 1.04 crore households in order to provide them 2.6 lakhs of public toilets, 2.5 lakhs of community toilets together with the solid wastes management in every town. Community toilets were planned to be built in the residential areas where availability of individual household toilets is difficult and public toilets at designated locations including bus stations, tourist places, railway stations, markets, etc.

Cleanliness programme in the urban areas (around 4,401 towns) was planned to be completed over five years till 2019. The cost of programmes was set, like Rs. 7,366 crore on solid waste management, Rs. 1,828 crore on public awareness, Rs. 655 crore on community toilets, Rs. 4,165 crore on individual household toilets etc.

Programmes which were targeted to be completed are complete removal of open defecation, converting unsanitary toilets into flush toilets, eradicating manual scavenging, bring behavioral changes among public, and solid waste management.

Gramin Swachh Bharat Mission

Gramin Swachh Bharat Mission is a mission implementing cleanliness programmes in the rural areas. Earlier the Nirmal Bharat Abhiyan (also called Total Sanitation campaign, TSC) was established by the Government of India in 1999 to make rural areas clean however now it has been restructured into the Swachh Bharat Mission (Gramin).

This campaign was aimed to make rural areas free from open defecation till 2019 for which the estimated cost was one lakh thirty four thousand crore rupees for constructing approximately 11 crore 11 lakh toilets in the country. It planned converting waste into bio-fertilizer and useful energy forms. This mission involved the participation of gram panchayat, panchayat samiti and Zila Parishad. Following are the objectives of Swachh Bharat Mission (Gramin):

  • To improve quality of life of people living in the rural areas.
  • Motivate people to maintain sanitation in rural areas to complete the vision of Swachh Bharat by 2019.
  • To motivate local working bodies (such as communities, Panchayati Raj Institutions, etc) to make available the required sustainable sanitation facilities.
  • Develop advance environmental sanitation systems manageable by the community especially to focus on solid and liquid waste management in the rural areas.
  • To promote ecologically safe and sustainable sanitation in the rural areas.

Swachh Bharat – Swachh Vidyalaya Campaign

The Swachh Bharat Swachh Vidyalaya campaign run by the Union Ministry of Human Resource Development had aimed for cleanliness in the schools. A major programme was organized under it from 25th of September 2014 to 31st of October 2014 in the Kendriya Vidyalayas and Navodaya Vidyalya Sangathans.

Lots of cleanliness activities were held such as discussions over various cleanliness aspects in the school assembly by the students, teachings of Mahatma Gandhi related to cleanliness, cleanliness and hygiene topics, cleaning activities (in the class rooms, libraries, laboratories, kitchen sheds stores, playgrounds, gardens, toilets, pantry areas, etc).

The cleaning of statue in the school area, speech over the contribution of great people, essay writing competitions, debates, art, painting, film, shows, role plays related to hygiene including other many activities on cleanliness and hygiene were also conducted. Everyone has to pay extra 50 paise for each 100 rupees spent as service tax for this cleanliness campaign.

Another Cleanliness Initiative in Uttar Pradesh

Yogi Adityanath (Chief Minister of Uttar Pradesh), in March 2017, has banned chewing of paan, paan masala, gutka and other tobacco products (especially in the duty hours) in the government offices to ensure cleanliness. He started this initiative after his first visit to the secretariat annex building when he saw betel-juice stained walls and corners in that building.

We can say Swachh Bharat Abhiyan, is a nice welcome step to keep India clean and green. Swachh Bharat Mission reaches urban areas in urban areas:

The Swachh Bharat Mission for the urban areas aims to make about 1.04 crore households clean so that they can be provided 2.6 lakh public toilets, 2.5 lakh community toilets in every city.

Community toilets are planned to be constructed in residential areas where the availability of individual household toilets is difficult and there are public toilets at designated places including bus stations, tourist spots, railway stations, markets, etc.

It is planned to complete the cleanliness program in urban areas in five years by 2019.

To make this campaign successful, the government allocated a total of 14000 crore rupees for it, which will be spent in different areas in these 5 years.

Gramin Swachh Bharat Mission:

Rural Swachh Bharat Mission is a mission to implement sanitation programs in rural areas.

Earlier, the Nirmal Bharat Abhiyan was established in 1999 by the Government of India to make rural areas clean but has now been reorganized into the Swachh Bharat Mission.

 Although both campaigns have the same goal, this time this campaign is getting more preference from the people.

The goal of this campaign is to make the rural areas open defecation free till 2019, for which the following estimate of one lakh thirty-four thousand thousand crores has been spent for the construction of about 11 crores 11 lakh toilets in the Country.

There is a big plan to convert waste into bio-fertilizer and make it useful in energy forms. This mission includes the participation of Gram Panchayat, Panchayat Samiti and Zilla Parishad.

The objectives of the Swachh Bharat Mission (Gramin) are as follows:

To improve the quality of life of people living in rural areas.

Motivating people to meet the goals of Swachh Bharat Abhiyan by 2019.

Contract to provide desired facilities to the employees in the villages.

Swachh Bharat Cess:

Swachh Bharat Cess is an additional 0.5 per cent tax imposed on every service which the Finance Ministry has imposed to collect some amount from every citizen for Swachh Bharat Mission to make this campaign a success.

Under this, the citizen will have to pay 50 paise as service tax for every rupee.

It was launched on Oct 2nd, 2014 to celebrate the 145th birth anniversary of our Father of Nation, Mahatma Gandhi, and his ideologies about cleanliness. It is a nationwide cleanliness drive run under the Ministry of Drinking and Sanitation (rural areas) and the Ministry of Housing and Urban Affairs (urban areas). The campaign was sighted for five years and believed in accomplishing the proposed plans by Oct 2nd, 2019 which marks the 150th birth anniversary of Mahatma Gandhi.

The main objective of Swachh Bharat Abhiyan is to aware the citizens of the country of their utmost priority and responsibility towards cleanliness in the nearby surroundings and the spread of filth and infectious parasites. The campaign primarily focuses on eradicating the unhealthy practices of open defecation and provide basic sanitation facilities by constructing toilets, solid-liquid waste disposal systems, supplying clean drinking water, etc. It aims at covering around 4041 statutory towns and cities across the country for cleaner streets, roads, towns, and infrastructure.

PM Modi nominated nine public figures to spread the word which include Sachin Tendulkar, Priyanka Chopra, Salman Khan, Baba Ramdev, Shashi Tharoor, Kamal Hassan, Anil Ambani , Mridula Sinha, and the entire star-cast of the famous TV series- Taarak Mehta ka Oolta Chashma. They were asked to create a chain system by further nominating nine people.

PM Modi assures that this mission is to awake a sense of patriotism among the people and is not any political agenda. He encouraged people to work together as a team and dedicate 100 hours per year to the mission as it can’t be fulfilled by one person or the government alone. On the contrary, it is the sole duty and responsibility of each and every citizen of India to keep the country clean and green.

The total cost of the project is estimated to be Rs. 62,009 crore for the duration of five years. Out of the whole estimated budget, Rs. 14,623 crore has been funded by the central government. World Bank also provided some financial assistance for the successful implementation of the campaign.

The success of the mission resulted in reduced death & lethal disease rates and annual benefits of Rs. 50,000 per household in rural areas. Clean India attracted many tourists worldwide and ultimately enhanced the GDP and economy of the nation with an increase in the number of employment sources.

  • Ministry of Home and Urban Affairs , which monitors the cleanliness drive in the urban parts of the country. The project is called Swachh Bharat Mission- Urban.
  • Ministry of Drinking Water and Sanitation , which oversees sanitation coverage in rural areas. The project is called Swachh Bharat Mission- Gramin.

PM Narendra Modi received the Global Goalkeeper award from Gates Foundation for his efforts towards Swachh Bharat Abhiyan to make India a cleaner country. He was presented with the award on 25th Sept 2019 in New York.

Mahatma Gandhi believed that Sanitation is more important than independence . A mission like Swachh Bharat Abhiyan was the need of the hour if we look back at the situation in 2014. Young children were prone to suffer from diseases like diarrhoea, cholera, etc. due to poor hygiene and malnutrition. Consequently, 1000 children a day die of diarrhoeal deaths. A UN report said almost 60% of people in India practice open defecation and inclined towards poor health and lethal diseases.

According to a World Bank report, 6.4% of GDP is declining annually in India due to poor health conditions of people. During the launch of the event, PM Modi underlined how the mission could be an economic activity, the growth of GDP rates, fewer healthcare costs, and sources of employment.

Ganga river is one of the most substantial sources of water in North India. The water of the river is considered to be unsafe for bathing as it contains 120 times the amount of permitted faecal coliform bacteria. The reason being the open defecation of excreta.

India bears the cost of 600,000 lives every year due to poor hygiene and sanitation facilities. Also, 1/3rd of the nation’s women population is exposed to the risk of rapes and sexual assault due to lack of toilets.

PM Modi in the pursuit of fulfilling the dream of Mahatma Gandhi of a cleaner India launched the Swachh Bharat Abhiyan with great zeal and high spirits. The government aimed at accomplishing the following objectives by the 150th birth anniversary of Gandhiji i.e. 2nd October 2019.

  • Complete and proper sanitation facilities
  • Total eradication of open defecation practices
  • Elimination of manual scavenging
  • Conversion of insanitary toilets into pour-flush toilets
  • Scientific approach towards the solid waste management system

Implementation

An online portal called Swachh Bharat has been launched. It encourages people to participate in Swachhta related activities and facilitates them accordingly. The Department of Drinking Water and Sanitation also launched an app named SwachhApp that monitors the improvement in sanitation coverage in rural areas. With the help of this app, anyone can view the number of toilets constructed in a particular area.

The eligible beneficiaries in rural areas who were constructing private household toilets on their own were awarded Rs. 12,000 as an incentive , which also included the water storage provisions.

The government also certified cities as ODF+ or ODF++ that have maintained proper sanitation and water supply.

The total cost of the project was estimated to be Rs. 62,009 crores, out of which the central government provides assistance of Rs. 14,623 crore. A total amount of Rs. 11,300 crore was allocated for the project in the 2016-17 Union budget, out of which Rs. 9,000 crore was for the rural areas and Rs. 2,300 crore for the urban parts of the country. The government also collected 0.5% additional tax as Swachh Bharat cess on various goods and services. An amount of Rs. 9,851.41 crore was added to the budget from the tax.

Swachh Bharat Abhiyan also sought help from the World Bank. It approved a loan of amount US $1.5 billion to support the campaign in 2015.

Benefits & Impacts of Swachh Bharat Abhiyan

Swachh Bharat Abhiyan is an ambitious battle. India has failed terribly whenever it came to cleanliness. Since the launch of the campaign, there have been major positive impacts on healthcare, tourism, employment, environment , and the economy.

Clean India attracted many tourists worldwide. Tourism industry alone produces around 6.6% of the total Indian GDP. A boost in employment sources is observed. Poor hygiene & cleanliness contributed to poor health. With this cleanliness drive, the health of the people improved and there is a deduction in the death rates since then. Annually. Rs. 6,500 are saved per household because of better health. It also lowered pollution rates. The garbage is now separated as biodegradable and non-biodegrade waste and is treated accordingly.

Under the Ministry of Housing and Urban Affairs, more than 62 lacs toilets were constructed and 4,340 cities were declared Open Defecation Free (ODF).

Swachh Bharat Mission Grameen also produced fruitful results and more than 10 crore household toilets were built. Also, more than 6 lacs villages were declared ODF. The household toilet coverage reached the perfect score of 100% as of Oct 2, 2019 which started from 38.70% in 2014.

Good morning to all of you present here. Today, I am going to speak on the topic, ‘Swachh Bharat Abhiyan’. The Swachh Bharat Abhiyan or Clean India Movement was launched on Gandhi Jayanti (145th birthday celebration of Mahatma Gandhi), on 2nd of October, in 2014 by India's Prime Minister, Narendra Modi. The Indian government administered this campaign, launched by our Prime Minister, all across the country. 

Swachh Bharat Abhiyan's cleanliness campaign was run at a national scale and encompassed all cities, districts, at both rural and urban levels. It has acted as a wonderful campaign to make people aware of the value of cleanliness. In Rajghat, New Delhi, the drive for Swachh Bharat was officially launched and our Prime Minister Narendra Modi cleaned the streets himself at the launch of this mission. It is the biggest cleanliness drive of India ever, with about 30 lakh government employees, school and college students participating in the activities. 

Nine famous personalities from India were initially nominated by the Indian Prime Minister, for beginning this campaign in their respective states or areas and taking the campaign further. He asked all nine of those personalities to call on nine other individuals (such as a tree branch) to continue this series until each Indian joined the mission, as it was planned for the next 5 years.  

The purpose of the mission is to assess certain important factors for the proper sanitation arrangements in the rural and urban parts of the country. These factors include the availability of individual sanitary toilets in low-cost sanitary lavatories, hand pumps, proper bathing, hygiene, drains, soak pits, solid and liquid waste disposal. Population growth is an important factor that has to be considered for making proper sanitation arrangements. This mission also aims to promote health and hygiene literacy, environmental and personal hygiene. The Government of India initiated sanitation programs under the name 'Total Sanitation Campaign' (TSC) for this mission, earlier on 1 April 1999, but it was not as successful even after taking effect. To eradicate pollution, India is in desperate need of a cleanliness campaign like Swachh Bharat Abhiyan. It is important in terms of health and well-being for the overall development of people.

Since the majority of India's population lives in rural areas, it is a big issue to spread awareness about cleanliness. Generally, people don't have adequate toilet facilities in these regions. They go out to excrete on fields or highways. For residents, this activity causes a lot of hygiene issues. This Clean India Mission may, therefore, be of great help to improve the living conditions of these individuals. As rural areas are the main focus of this mission, the quality of life of rural people will be improved by it. Most notably, it promotes public health through its goals. India is one of the world's most populated and polluted nations, and this mission will change the scenario. What's more, Mahatma Gandhi’s vision of ideal India will be fulfilled that day when we achieve the objectives of this mission. Let's promise ourselves to do this.

Today, I am here to present my opinion on ‘Swachh Bharat Abhiyaan’. 'Swachh Bharat Project' is a significant campaign in India, and on the day of its launch, around 3 million government employees and students took part in it. This project seeks active participation by individuals of any age group from all corners of the country. This movement was launched on October 2, 2014 (Mahatma Gandhi's 145th birth anniversary) to achieve the 'Swachh Bharat' dream of Mahatma Gandhi.

Big positive change in India can only be brought about by the success of the Sanitation Campaign. It is connected to the internal and external growth and development of all those living in India, which tells us that the slogan of "clean, happy, and healthy citizens who provide a healthy and developed nation" is great.

“A clean India would be the best tribute India could pay to Mahatma Gandhi on his 150 birth anniversary in 2019,” said Shri Narendra Modi as he launched the Swachh Bharat Mission at Rajpath in New Delhi. On 2nd October 2014, Swachh Bharat Mission was launched throughout length and breadth of the country as a national movement. The campaign aims to achieve the vision of a ‘Clean India’ by 2nd October 2019.

The Swachh Bharat Abhiyan is the most significant cleanliness campaign by the Government of India. Shri Narendra Modi led a cleanliness pledge at India Gate, which about thirty lakh government employees across the country joined. He also flagged off a walkathon at Rajpath and surprised people by joining in not just for a token few steps, but marching with the participants for a long way.

While leading the mass movement for cleanliness, the Prime Minister exhorted people to fulfil Mahatma Gandhi’s dream of a clean and hygienic India. Shri Narendra Modi himself initiated the cleanliness drive at Mandir Marg Police Station. For Mains: Issues and Challenges in the Implementation of Swachh Bharat Mission (SBM)

India was ranked right at the bottom of 180 countries in the Environment Performance Index (EPI) in 2022. The EPI ranks countries on climate change performance, environmental health, and ecosystem vitality. It measures 40 performance indicators across 11 issue categories, such as air quality, and drinking water and sanitation.

For 10 years, the government has embarked on several campaigns of environmental health and development. These included the Swacch Bharat Mission (SBM) , the Atal Mission for Rejuvenation and Urban Transformation , the Pradhan Mantri Awas Yojana , and the National Clean Air Programme.

The SBM is meant to address the issue of WASH (Water, Sanitation, and Health). Likewise, the Smart Cities Mission (SCM) is supposed to deliver on the clean energy requirements of towns. However, what is witnessed is an increase in the vulnerability of the population owing to air and water pollution, among others.

What is Swachh Bharat Mission (SBM)?

  • It is a massive mass movement that seeks to create a Clean India by 2019. The father of our nation Mr. Mahatma Gandhi always puts the emphasis on swachhta as swachhta leads to healthy and prosperous life.
  • The urban component of the mission will be implemented by the Ministry of Housing and Urban Affairs, and the rural component by the Ministry of Jal Shakti.
  • The programme includes elimination of open defecation, conversion of unsanitary toilets to pour flush toilets, eradication of manual scavenging, municipal solid waste management and bringing about a behavioural change in people regarding healthy sanitation practices.
  • Under the programme, community toilets will be built in residential areas where it is difficult to construct individual household toilets.
  • Public toilets will also be constructed in designated locations such as tourist places, markets, bus stations, railway stations, etc. The programme will be implemented over a five-year period in 4,401 towns.
  • The expected assistance for construction of community toilets - Central Government will contribute upto 40% of the cost of construction of community toilet as a Viability Gap Funding (VGF) / outright grant. As per SBM guidelines, the States/UTs shall provide an additional 13.33% for the said component.
  • The North-East and special category states shall be required to contribute 4% only. The balance shall have to be arranged through innovative mechanisms by the urban local body. The approximate cost per seat for a community toilet is Rs 65,000.
  • The Mission will focus on source segregation of solid waste, utilizing the principles of 3Rs (reduce, reuse, recycle) , scientific processing of all types of municipal solid waste and remediation of legacy dumpsites for effective solid waste management. The outlay of SBM-U 2.0 is around Rs 1.41 lakh crore for the period 2021-22 to 2025-26.
  • Sustainable sanitation (construction of toilets)
  • Wastewater treatment, including fecal sludge management in all ULBs with less than 1 lakh population (this is a new component added to SBM-U 2.0)
  • Solid Waste Management
  • Information, Education and Communication, and
  • Capacity building.
  • It seeks to improve the levels of cleanliness in rural areas through Solid and Liquid Waste Management activities and making Gram Panchayats Open Defecation Free (ODF), clean and sanitised.
  • Incentive as provided under the Mission for the construction of Individual Household Latrines (IHHL) was available for all Below Poverty Line (BPL) Households and Above Poverty Line (APL) households restricted to SCs/STs , small and marginal farmers, landless labourers with homestead, physically handicapped and women headed households.
  • Central Share of this Incentive for IHHLs was Rs.9,000/- (75%) from Swachh Bharat Mission (Gramin). The State share was Rs.3,000/-(25%).
  • For North Eastern State, and Special category States, the Central share was Rs. 10,800/- and the State share Rs.1,200/- (90% : 10%). The beneficiary was encouraged to additionally contribute in the construction of his/her IHHL to promote ownership.
  • In February 2020, the Phase-II of the SBM(G) with a total outlay of Rs. 1,40,881 crores was approved with a focus on the sustainability of ODF status and Solid and Liquid Waste Management (SLWM).
  • SBM(G) Phase-II is planned to be a novel model of convergence between different verticals of financing and various schemes of Central and State Governments. The programme will be implemented in mission mode from 2020-21 to 2024-25.
  • The Ministry of Education has launched Swachh Vidyalaya Programme under SBM with an objective to provide separate toilets for boys and girls in all government schools within one year.
  • The programme aims at ensuring that every school in the country must have a set of essential interventions that relate to both technical and human development aspects of a good Water, Sanitation and Hygiene Programme.

What are the Different Issues Being Witnessed in Implementation of SBM?

  • The SBM is allegedly successful project; as no Opposition party or community has raised objections to it. While the entire project is governed and monitored by state agencies, the design makes it clear that large capital-intensive technologies are promoted. However, still those practices continue to hog the limelight.
  • A few urbanisation studies pointed out that in some metros, communities in slums still do not have access to public toilets. Even in rural India, toilet construction has not been linked to waste treatment.
  • In peri-urban areas, the faecal sludge generated is tossed into the environment. Septic tanks are cleaned by manual scavengers and the sludge is thrown into various water systems.
  • In this scenario, the governments outsourced most of the work to private players, who employed the same subjugated communities to handle waste.
  • Most of the workers employed by these contractors are Dalits. Hence, a scheme fully owned by the state has become a toolkit for the privatisation of public health services and continued caste discrimination.
  • In a State where there are more than 50 municipal bodies, there are only 20 sanitation inspectors, which means that there are some municipalities that have no sanitation inspectors.
  • Other challenges such as improper fecal sludge management, inappropriate toilet technologies, and inadequate human resources persist that endanger in achieving sanitation coverage in rural areas.
  • This issue of open defecation is of greater concern and worrisome because government studies indicate, the proportion of children below 15 years of old is practicing open defecation more frequently than other age groups.
  • Despite progress, wealthier states showed mixed performance and smaller gains in toilet use compared to economically poorer states, highlighting the need for tailored strategies in different socio-economic contexts.
  • States like Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, and Gujarat showed smaller progress in regular toilet use compared to economically disadvantaged states, indicating that the program did not have the same impact across all states.

What are the Various Ways to Improve the Effectiveness of SBM ?

  • It is crucial to support these un-served populations both from human rights and public health perspectives because these marginalized sections are already without access to basic services and experience various health issues.
  • Educational institutions, child-care centers, hospitals, and other government facilities need further development in sanitation practices. Sanitation coverage disaggregated data in public facilities and among the government departments requires innovation to make it a long lasting and feasible option, which will be vital in public health infrastructure.
  • For instance, lesson from the India's first sanitation program “Central Rural Sanitation Programme” launched in 1986, stated that only toilet construction did not translate to usage of toilets.
  • This program focused on the household toilets construction and promotion of the pour-flush toilets. However, this program lacks the focus on behavior change toward toilet use that led failure of the program.Therefore, promoting behaviourally sound practices are an urgent imperative.
  • Moreover, it should also focus to promote objectives through information, education, and communication campaign and to provide individual toilet facilities in all households to achieve the goal of ODF by October 2, 2019 – to honor the 150th birthday of Mahatma Gandhi.
  • Thus before constructing toilets, the government also had to address this problem. The village and rural segments also need to be integrated into the AMRUT programme of the government.
  • The ministry should take steps to scale up waste processing in all states that are lagging behind and emphasise on segregation at source, primary collection, secondary storage, transportation, secondary segregation, resource recovery, processing, treatment and final disposal of solid waste to achieve 100% solid waste management in the country.
  • The strategies for providing basic services to the urban areas should be intensified and efforts should be made to improve the on-ground implementation of these schemes. Urban local bodies in India, which lack critically in infrastructure and capability, should be provided support and equipped with better resources and avenues to enhance citizen participation in the management of urban areas.
  • The increased tax slabs for recyclables is killing the recycling sector. The composting machines are now attracting 12% tax against the 8% previously. While on one hand, the government is trying to promote city compost, imposing 5% GST will have a negative impact on its production and promotion. Therefore, the GST rate should be rationalized to achieve the long term goals.
  • The e-Governance Solutions need to be incorporated including Mobile Apps, MIS, dashboards APIs, developed by the National Informatics Centre (NIC), aim to track the progress of ODF Plus progress in different states.
  • SBM-G e-governance solution should be a Robust, Interoperable, Scalable, Secure and Role-based system that enables user to enter all the assets of solid and liquid along with geo coordinates using mobile app.

No doubt, India has made rapid progress to achieve the SDG 6 by increasing nationwide toilet access under SBM. At the same time, India must scrutinize its success within the framework of environment safety and fecal-oral transmission of disease that help, especially to children to spend their childhood free from malnourishment or premature death. By doing so, and by responding to the complexities of SBM identified, will show India and other countries, the pathways of full-filling the sanitation agendas, by achieving universal sanitation for all and to meet the SDGs targets and objectives.
