Make in India is a Government of India scheme launched by Prime Minister Narendra Modi in 2014 intended to boost the domestic manufacturing sector and also augment investment into the country. Why Make in India?

There are multiple reasons why the government has chosen to focus on manufacturing. The key ones are discussed below:

  • For the past two decades, India’s growth story seems to have been led by the services sector. This approach paid off in the short-run, and India’s IT and BPO sector saw a huge leap, and India was often dubbed the ‘back office of the world’. However, even though the share of the services sector in the Indian economy rose to 57% in 2013, it contributed to only 28% in the share of employment. So, the manufacturing sector needed to be augmented to boost employment. This is because the services sector currently has low absorption potential considering the demographic dividend in the country.
  • Another reason to launch the campaign is the poor condition of manufacturing in India. The share of manufacturing in the overall Indian economy is only about 15%. This is way lower than our neighbours in East Asia. There is an overall trade deficit when it comes to goods. The trade surplus in services hardly covers one-fifth of India’s trade deficit in goods. The services sector alone cannot hope to answer this trade deficit. Manufacturing will have to chip in. The government is hoping to encourage businesses, both Indian and foreign to invest in manufacturing in India, which will help this sector and also generate employment in both skilled and unskilled levels.
  • To focus on manufacturing is that no other sector seems to have such a huge multiplier effect on economic growth in a country, according to various studies. The manufacturing sector has larger backward linkages and hence, growth in demand in manufacturing spurs growth in other sectors as well. This generates more jobs, investments, and innovation, and generally leads to a higher standard of living in an economy.

Make in India – Initiatives

  • For the first time, the sectors of railways, insurance, defense, and medical devices have been opened up for more Foreign Direct Investment (FDI).
  • The maximum limit in FDI in the defense sector under the automatic route has been raised from 49% to 74%. This increase in FDI was announced by Finance Minister Nirmala Sitaraman on May 16, 2020.
  • In construction and specified rail infrastructure projects, 100% FDI under the automatic route has been permitted.
  • There is an Investor Facilitation Cell that assists investors from the time of their arrival in India to their departure from the country. This was created in 2014 to give services to investors in all phases such as the pre-investment phase, execution, and also after delivery services.
  • The government has taken steps to improve India’s ‘Ease of Doing Business’ rank. India climbed 23 points in the Ease of Doing Business index to 77th place in 2019, becoming the highest-ranked in South Asia in this index.
  • The Shram Suvidha Portal, eBiz portal, etc. have been launched. The eBiz portal offers single-window access to eleven government services connected with starting a business in India.
  • Other permits and licenses required to start a business have also been relaxed. Reforms are being undertaken in areas like property registration, payment of taxes, getting power connection, enforcing contracts, and resolving insolvency.
  • Other reforms include licensing process, time-bound clearances for applications of foreign investors, automation of processes for registration with the Employees State Insurance Corporation and the Employees Provident Fund Organization, adoption of best practices by states in granting clearances, decreasing the number of documents for exports, and ensuring compliance through peer evaluation, self-certification, etc.
  • The government hopes to improve physical infrastructure chiefly through the PPP mode of investment. Ports and airports have seen increased investment. Dedicated freight corridors are also being developed.

The government has launched plans to create 5 industrial corridors. They are underway. These corridors are spread across the length and breadth of India, with a strategic focus on inclusive development which will augment industrialization and urbanization in a planned manner. The corridors are:

  • Delhi-Mumbai Industrial Corridor (DMIC)
  • Amritsar-Kolkata Industrial Corridor (AKIC)
  • Bengaluru-Mumbai Economic Corridor (BMEC)
  • Chennai-Bengaluru Industrial Corridor (CBIC)
  • Vizag-Chennai Industrial Corridor (VCIC)

Make in India – Schemes

Several schemes were launched to support the Make in India programme. These schemes are discussed below:

Skill India

This mission aims to skill 10 million in India annually in various sectors. For ‘Make in India’ to turn into a reality, there is a need to upskill the large human resources available. This is important because the percentage of formally skilled workforce in India is only 2% of the population.

Startup India

The main idea behind this programme is to build an ecosystem that fosters the growth of startups, driving sustainable economic growth, and creating large-scale employment.

Digital India

Pradhan Mantri Jan Dhan Yojana (PMJDY)

Smart Cities

This mission aims to transform and rejuvenate Indian cities. The goal is to create 100 smart cities in India through several sub-initiatives.

AMRUT is the Atal Mission for Rejuvenation and Urban Transformation. It aims to build basic public amenities and make 500 cities in India more livable and inclusive.

Swachh Bharat Abhiyan

International Solar Alliance (ISA)

The ISA is an alliance of 121 countries, most of them being sunshine countries, which lie either completely or partly between the Tropic of Cancer and the Tropic of Capricorn. This is India’s initiative aimed at promoting research and development in solar technologies and formulating policies in that regard.

AGNII or Accelerating Growth of New India’s Innovation was launched to push the innovation ecosystem in the country by connecting people and assisting in commercializing innovations.

Make in India – Objectives

There are several targets aimed by the Make in India mission. They are:

  • Raise in manufacturing sector growth to 12-14% per year.
  • Create 100 million additional jobs in the manufacturing sector by 2022.
  • Increase in the manufacturing sector’s share in the GDP to 25% by 2022.
  • Creating required skill sets among the urban poor and the rural migrants to foster inclusive growth.
  • A rise in the domestic value addition and technological depth in the manufacturing sector.
  • Having an environmentally sustainable growth.
  • Augmenting the global competitiveness of the Indian manufacturing sector.

Make in India – Progress

There have been several milestones attributed to the Make in India scheme. Some of the prominent ones are listed below:

  • The introduction of the Goods and Services Tax (GST) has eased the tax procedural system for businesses. The GST has been a fillip to the Make in India campaign.
  • Digitization in the country has gained momentum. Taxation, company incorporation, and many other processes have been made online easing the overall process and improving efficiency. This has upped India’s rank in the EoDB index.
  • The new insolvency code namely, the Insolvency and Bankruptcy Code 2016 integrated all laws and rules relating to insolvency into a single legislation. This has taken the bankruptcy code of India on par with global standards.
  • Due to schemes of financial inclusion such as the PMJDY, as of May 2019, 356 million new bank accounts were opened.
  • FDI liberalization has helped India’s EoDB index to be favourable. Larger FDI inflows will create jobs, income, and investments.
  • Infrastructure and connectivity have received major push-through schemes like Bharatmala and Sagarmala, as well as various railway infrastructure development schemes.
  • BharatNet – this is a telecom infrastructure provider set up by the GOI to enhance digital networks in the rural areas of the country. This is perhaps the world’s largest rural broadband project.
  • India is ranked fourth in the world in terms of its capacity to harness power from winds and ranked number 6 in the world in harnessing solar power. Overall, India is ranked fifth in the world in installed renewable energy capacity.

Make in India – Advantages

The Make in India campaign has had several positive developments for the country. Below are some more benefits that have been derived from this mission.

  • Generating employment opportunities.
  • Increasing the GDP by expanding economic growth.
  • When FDI inflows become more, the rupee will be strengthened.
  • Small manufacturers will get a thrust, particularly when investors from abroad invest in them.
  • When countries invest in India, they will also bring with them the latest technologies in various fields.
  • Due to the various initiatives taken under the Mission, India has moved up the ranks in the EoDB index.
  • Setting up manufacturing centres and factories in rural areas will foster the development of these areas as well.

Make in India – Challenges

Even though the campaign has seen success in some quarters, there have been criticisms as well. There are also many challenges facing the country if she is to achieve the lofty targets set by the establishment. Some of the criticisms are laid out below.

  • India has about 60% of cultivable land. The thrust on manufacturing is said to affect agriculture negatively. It can even cause a permanent disruption of arable land.
  • It is also believed that rapid industrialization (even with the thrust on “going green”) can lead to a depletion of natural resources.
  • A fallout of inviting large-scale FDI is that local farmers and small entrepreneurs may not be able to face the competition from international players.
  • The campaign, with all its focus on manufacturing, can cause pollution and environmental side effects.
  • There are serious lacunae in the physical infrastructure facilities in the country. For the campaign to be successful, it is necessary to build up the infrastructure available in the country and also reduce problems like corruption at the lowest levels. Here, India can take lessons from China, which has dramatically improved its share of global manufacturing from 2.6% in the 1990s to 24.9% in 2013. China rapidly developed its physical infrastructure like railways, roadways, power, airports, etc.

Major Initiatives

Since years policy-makers have been debating how to give an impetus to manufacturing in India and make India a Global Manufacturing Hub. But it is Narendra Modi, who within a matter of months, launched the ‘Make in India’ campaign to facilitate investment, foster innovation, enhance skill development, protect intellectual property & build best in class manufacturing infrastructure.

The “Make in India” initiative is based on four pillars, which have been identified to give boost to entrepreneurship in India, not only in manufacturing but also other sectors.

New Processes : ‘Make in India’ recognizes ‘ease of doing business’ as the single most important factor to promote entrepreneurship. A number of initiatives have already been undertaken to ease business environment. The aim is to de-license and de-regulate the industry during the entire life cycle of a business.

New Mindset : Industry is accustomed to see Government as a regulator. ‘Make in India’ intends to change this by bringing a paradigm shift in how Government interacts with industry. The Government will partner industry in economic development of the country. The approach will be that of a facilitator and not regulator.

The Make in India program has been built on layers of collaborative effort. There has been from Union Ministers, Secretaries to the Government of India, state governments, industry leaders, and various knowledge partners. A National Workshop on sector specific industries in December 2014 brought Secretaries to the Government of India and industry leaders together to debate and formulate an action plan for the next three years, aimed at raising the contribution of the manufacturing sector to 25% of the GDP in the coming years.

These exercises resulted in a road map for the single largest manufacturing initiative undertaken by a nation in recent history. They also demonstrated the transformational power of public-private partnership, and have become a hallmark of the Make in India program. This collaborative model has also been successfully extended to include India’s global partners, as evidenced by the recent in-depth interactions between India and the United States of America.

In a short space of time, the obsolete and obstructive frameworks of the past have been dismantled and replaced with a transparent and user-friendly system that is helping drive investment, foster innovation, develop skills, protect IP and build best-in-class manufacturing infrastructure. The most striking indicator of progress is the unprecedented opening up of key sectors – including Railways, Defence, Insurance and Medical Devices – to dramatically higher levels of Foreign Direct Investment.

An array of measures focused on the ease of doing business in India have also been launched under the Make India program. Brand new, IT-driven application and tracking processes are replacing files and red tape. A number of new initiatives have been launched in order to streamline and rationalise licensing rules at the state government level, aligning them with global best practices. From amendments in Labour law to online filing of returns & from rationalization of the regulatory environment to increasing the validity of industrial licenses, a lot of changes have been ushered in to make ‘Make in India’ a reality.

Make in India is a major national programme of the Government of India designed to facilitate investment, foster innovation, enhance skill development, protect intellectual property and build best in class manufacturing infrastructure in the country. The primary objective of this initiative is to attract investments from across the globe and strengthen India’s manufacturing sector. It is being led by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. The Make in India programme is very important for the economic growth of India as it aims at utilising the existing Indian talent base, creating additional employment opportunities and empowering secondary and tertiary sector. The programme also aims at improving India’s rank on the Ease of Doing Business index by eliminating the unnecessary laws and regulations, making bureaucratic processes easier, making the government more transparent, responsive and accountable.

“I want to tell the people of the whole world: Come, make in India. Come and manufacture in India. Go and sell in any country of the world, but manufacture here. We have skill, talent, discipline and the desire to do something. We want to give the world an opportunity that come make in India,” Prime Minister of India, Mr Narendra Modi said while introducing the programme in his maiden Independence Day speech from the ramparts of the Red Fort on August 15, 2014. The initiative was formally introduced on September 25, 2014 by Mr Modi at Vigyan Bhawan, New Delhi, in the presence of business giants from India.

The focus of Make in India programme is on 25 sectors. These include: automobiles, automobile components, aviation, biotechnology, chemicals, construction, defence manufacturing electrical machinery, electronic systems, food processing, IT & BPM, leather, media and entertainment, mining, oil and gas, pharmaceuticals, ports and shipping, railways, renewable energy, roads and highways, space, textile and garments, thermal power, tourism and hospitality and wellness.

Make in India

The Make in India initiative was launched by Prime Minister in September 2014 as part of a wider set of nation-building initiatives. Make in India was a timely response to a critical situation: by 2013, the much-hyped emerging markets bubble had burst, India’s growth rate had fallen to its lowest level in a decade and its global ratings downgraded. Make in India has been devised to transform India into a global design and manufacturing hub, thereby ushering in technological development and economic prosperity in India. 

By virtue of this scheme, the obsolete and obstructive frameworks of the past have been dismantled and replaced with a transparent and user-friendly system that is helping drive investment, foster innovation, develop skills, protect Intellectual Property (IP) and build best-in-class manufacturing infrastructure. Make in India scheme inspires, empowers and enables all:  a powerful, galvanising call to action to India’s citizens and business leaders, and an invitation to potential partners and investors around the world. The “Make in India” initiative is based on four pillars, which have been identified to give boost to entrepreneurship in India, not only in manufacturing but also other sectors.

i) New Processes: ‘Make in India’ recognizes ‘ease of doing business’ as the most important factor to promote entrepreneurship. A number of initiatives have already been undertaken to ease business environment.

ii) New Infrastructure: Availability of modern and facilitating infrastructure based on state-of-the-art technology is a very important requirement for the growth of industry. Government intends to develop industrial corridors and smart cities, with modern high-speed communication and integrated logistic arrangements as well as strengthening and upgradation of infrastructure in industrial clusters.

iii) New Mindset: Industry is accustomed to see Government as a regulator. ‘Make in India’ intends to change this by bringing a paradigm shift. The Government will partner industry in economic development of the country. The approach will be that of a facilitator and not regulator.

iv) New Sectors: ‘Make in India’ has identified 25 sectors in manufacturing, infrastructure and service activities and detailed information is being shared through interactive web-portal and professionally developed brochures. FDI (Foreign Direct Investment) has been opened up in Defence Production, Construction and Railway infrastructure in a big way.

MAKE IN INDIA Make in India programme was launched by Mr. PM Modi in 2014to encourage the country to invest in the manufacturing sector in India . The slogan coined by PM Modi was ‘zero defect ,zero effect’,which means product which is created by manufacturing companies with zero or no effect and the process which is used for production and product is zero effect on the environment and ecological environment. The objective of this mega program is to ensure that the manufacturing countries which contributes around 15% if the country GDP is increased to 25% in next coming years. The government by their programme expects to generate jobs , attract much foreign direct investment transfer India to a manufacturing hub preferred by around the glode . It is natio0nwide campaign to boost domestic manufacturing.

MAJOR OBJECTIVES The major objective behind this programmes is to focus upon the heavy industries , public enterprises which generating employment in India. The programme is launched to facilitate investment. To Foster innovation. To enhance skill development. To protect intlectual property. To build best in class manufacturing infrastructure.

HOW IS INDIA PLACED ON MANUFACTURING FRONT? Though in the recent past year ,the growth of the manufacturing sector has generally outpaced the over all growth rate of the economy at just over 16 percent of the GDP, the contribution of manufacturing in india is much below its potncial development of indian manufacturing sector calls for depening and recalibratinh of economic forms that would strengths the sector and it grow faster.

SECTOR SUPPORTING MANUFACTURING IN INDIA • Power sector to provide constant supply to run manufacturing units. • Road and transport infrastructure for a specific movement of raw materials and finished good. • Research and development to innovate product design. • Training and development to fuel a constant supply of skilled manpower.

INDUSTRIES TO BE GIVEN SPECIAL ATTENTION • EMPLOYMENT UNTENSIVE INDUSTRIES: Adequate support will be given to promote and strengthen employment introduce industries to ensure job creation • CAPITAL GOODS: The capital goods industry is the mother industry for manufacturing but has not grown as the desired pace. A special focus to be given to machines tools, heavy industries, heavy transport and mining equipment • RESEARCH AND DEVELOPMENT: Time based programmes will be initiated to building strong capabilities with R&D facilities and also to encourage the growth an development. • INDUSTRIES WITH SPECIAL SIGNIFICANCE: A strategic requirement of the country would warrant the launch of the program to build national capabilities to make India a major force in sectors like aero space, shipping ,IT hardware and electronics , telecommunication, equipment , defence equipment and solar energy.

INDUSTRIES WHERE INDIA ENJOYS A COMPETITIVE ADVANTAGE: India is a large domestic market coupled with a strong engineering base has created indigeneous expertise and cost effective manufacturing in automobiles ,pharmaceuticals and medical equipment.The concerned ministries will be formulating special programme to consolidate strong industry base to retain the global leadership. • SMALL AND MEDIUM ENTERPRISES: The SME sector contributes about 45% to the manufacturing output,40% of the total exports and offers employment opportunities both for self employment and jobs,across diverse geographic. A healthy rate of growth shall be ensured for the over all growth of the manufacturing sector. • PUBLIC SECTOR ENTERPRISES: Public sector enterprises ,especially those in defence and energy sectors continues to plat a major role in the growth of manufacturing as well as of the nation economy . A suitable policy framework will be formulated in this regard to make PSUs competitive while ensuring functional autonomy.

Policy Measures The government is positive about the program and is aligning its goals to further its mission.Following are some of the policy measures in this regard : • 100% FDI has been allowed in medical devices, telecom sector & single brand retail. • FDI cap has been increased in insurance from 26% to 49%. • 49% FDI in Petroleum Refining by PSUs. • Satellites- establishment and operation (74%),commodity exchanges(49%),power exchanges(49)%.

FDI in commodity exchanges, stock exchanges and depositories, power exchanges, courier services under the government route has now been brought under the automatic route. • Restriction in tea plantation sector has been removed. • FDI limit has been raised to 74% in credit information & 100% in asset reconstruction companies. • Construction, operation & maintenance of railway sector have been opened to 100% FDI under automatic route.

Government Incentives The central government & state governments provides a number of incentives. some of the incentives are as follows: Central Government Incentives (a)Investment allowance at the rate of 15% to manufacturing companies that invest more than 1 billion in plant & machinery available till to 31.3.2015. (b)Incentives to units set-up in SEZ.NIMZ. (c)Exports incentives like duty drawback, duty exemption, focus products& market schemes. (d)Sector specific incentives like M-SIPS in electronics.

State Government Incentives The incentives differ from state to state and are generally laid down in each states’ industrial policy. The broad categories of state incentives include: (a)Stamp duty exemption for land acquisition (b)Refund of VAT (c)Exemption from payment of electricity duty etc,.

NATIONAL INVESTMENT & MANUFACTURING ZONES(NIMZ) These are being conceived as giant industrial greenfield townships to promote world-class manufacturing activities.The central govt. will be responsible for bearing the cost of master planning,improving external infrastructure linkages including rail,road,ports,telecom etc.The identification of land will be undertaken be state government. The state government will also play a role in its acquisition if necessary.

There are some direct & indirect financial benefits for making Make In India a reality. 1.Transfer of Assets • In case a unit declared sick, the transfer of assets will be facilitated by the company managing the affairs of NIMZ. • Relief from capital gains tax on the sale of plant & machinery of a unit located in NIMZ will be granted in case of re-investment of sale consideration within a period of 3 years.

2.Green Technology and Practices • A grant of 25% to SMEs for expenditure incurred on audit subject to a maximum of Rs1,00,000. • A 10% one-time capital subsidy for unit practicing zero water discharge. • A rebate on water cess for setting up wastewater recycling facilities. 3.Technology Development • Incentives for the production of machines for controlling pollution, reducing energy consumption etc.

SMEs will be given access part of reimbursement of technology acquisition costs up to a maximum of Rs.2,00,000 for the purpose of acquiring appropriate technologies up to maximum 5 years. 4.Special Benefits to SMEs • Rollover relief from long term capital gains tax to individual on sale of plant & machinery. • Liberalization of RBI norms for banks investing in venture capitals funds with a focus on SMEs ,in consultation of RBI. • The inclusion of lending to SMEs in manufacturing as part of priority sector lending.

5.Government Procurement • The policy will also consider use of public procurement with stipulation of local value addition in specified sectors.These include areas of critical techonologies such as solar energy equipments, electronics hardware,fuel efficient transport, it based security system,power,roads& highways etc. 6.Industrial Training & Skill Upgradation Measures • The creation of a multiple tier structure for skill development, namely: 1.Skill-building among large numbers of a minimally educated workforce.

2.Relevent vocational & skill training through establishment of ITI in PPP mode. 3.Specialised skill development through the establishment of polytechnics. 3.Establishment of instructors’training centre in each NIMZ. 7.Exit Mechanism • It envisages an alternate exit mechanism through job loss policy and a sinking fund or a combination of both.

CONTRIBUTION OF FINANCIAL SECTOR TO BOOST MANUFACTURING BASE Organized financial sector has been a strong contribution of credit to MSME sector with 32% of the total lending going to this sector in the year 2011.

THE MSME MARKET There are about 30 million MSMEs in India which contributes upto 8% towards India's GDP, 45% of the total manufacturing output, employing over 60 million. GDP has been steadily growing over the years The govt. has also planned to locally manufacture 181 products at a cost of US$ 18.1 billion. This is also boosting the infrastructure sector such as gas, oil, power etc. Separate set of labour laws has been made to govern MSMEs. The proposed new labour laws will be applicable to industrial units that employee 40 or less in their workforce. LACK OF ADQUETE FINANCE IS ONE OF THE BIGGEST CHALLENGES FACED BY MSME SECTOR. Financial institutions have limited their exposure to the sector due to a higher risk perception .

NPA (non-performing assets ) LEVEL AS A MOJOR CHALLENGE FACED BY FINANCIAL INSTITUTIONS The major challenge faced by financial institutions by lending to MSME sector is to maintain NPA level . High NPA level in specific sector results in avoiding the lending by the financial institutions to the Micro Small And Medium Enterprise sector. FOLLOWING ARE THE REASONS FOR HIGH NPA LEVEL: 1). Non availability of risk rating tools. 2). Govt. interference in doling loans.

RECOMNDATIONS TO MAKE ‘MAKE IN INDIA’ A SUCCESS • Efficient administrative machinery . • Bureaucrats need to change. • Need of educated workforce of thinkers. • Address issues of taxations, trait policy, land acquisition etc. . • Strong partnership between govt. and private sector.

CHALLENGES • The governments Make In India Campaign has till early October, 2014 attracted two thousand crores worth investment proposal. • The following are the critics faced by this campaign: • The labour reform and policies have not been implemented properly. • India's ailing infrastructure facilities make it difficult to make a manufacturing hub. • Widespread corruption is one of the challenges. • Delay in getting regulatory clearances lead to rise in cost of production.

Make In India, is buzzword initiated for the sole purpose of inviting various commercial sectors from all around the world, to engineer their products in India and sell them anywhere they wish. The crusade had instigated on 25th September 2014, and since then has emerged as one of the grandest triumphs of the Indian economy. Both the policies seem to benefit the Indian economy in their respective ways. On one hand, Make in India will boost foreign investments in the economy and on the other, Made in India will help the country being self reliant in terms of manufacturing of products. Therefore, a logical route is needed to be adopted. India is expected to be the third largest consumer economy as its consumption may triple to US$ 4 trillion by 2025, owing to shift in consumer behavior and expenditure pattern, according to a Boston Consulting Group BCG report and is estimated to surpass USA to become the second largest economy in terms of purchasing power parity PPP by the year 2040, according to a report by PricewaterhouseCoopers. With this initiative, Mr. Modi is literally inviting the rich and semi rich countries to step in India and invest their money for the future of India. The serious trouble India is in is evident by the unfavourable trends reflected by the economic indicators over the last one year. It calls for a serious introspection and the need of the hour is to initiate massive corrective steps to bring the economy back on the tracks, and to achieve India’s long - term goal to become an economic super power. Indians have witnessed similar situation in the past on many occasions however it has always bounced back. The situation nevertheless is different in the present context. The ruling party seems to be consolidating its position by handing issues regarding culture, religion, caste discriminations, regionalities and social imbalances, which are not a part of national discourse. Innumerable issues for instance have become national issues due to mishandling and uncontrol led statements by those who are supposed to be custodian of the democratic principles of the nation. The focus of the Government appears to be shifting from development to dealing with discrimination, intolerance and social issues. Student movement in the country appears to be taking shape due unwarranted intervention and suppression. Some of initiatives such as ‘Start Up India’ and ‘Make in India’ are some of the intended steps in the right direction. However, the Government should see to it that ‘Make in India’ campaign is expedited so that momentum is gained to see the early results. DMIC Project and Campaign ‘Make in India’ have now become crucial for the positive momentum in Indian economy. To complement the ‘Make in India’ Campaign, Government has als o launched schemes for budding entrepreneurs of the country such as Start - up India, Stand - up India, Mudra Bank, Venture Capital Schemes etc. The economic should take a newer recourse based on how effectively India manages to implement these schemes in next couple of years. Our research aims to test the impact of Make in India on 3 such industries (MAM) and run regression testing on the GDP to establish the facts.

India has been witnessing a serious problem with employment generation. " Make in India " campaign aims at transforming India into a global manufacturing hub and generate enough employment. However, the current status of the manufacturing sector presents several impediments in making Make in India a success. Overtime, the absorptive capacity of the sector has tended to decline, which poses serious doubts about the achievability of the aims of the campaign. In such a case exclusive focus on the manufacturing sector looks like a faulty strategy. The paper argues that identifying appropriate manufacturing goods and services that can generate enough employment and usher in growth is a better strategy. Along with this identification Skilling and educating India has become imperative, to make the workforce ready for productive employment opportunities.

Make in India means to encourage foreign investment that brings the latest technology, broadens the realm of knowledge, and infuses research and development within the country. 

In 2013, India was in a severe economic crisis when the emerging market had crashed and the growth rate had fallen drastically. The global investors were contemplating their investment in India. 

Prime Minister Narendra Modi launched the ‘Make in India’ program amidst the crisis situation on 25 th September 2014, which aimed at attracting foreign companies to set up factories in India and invest in the country’s infrastructure.

The ‘Make in India’ campaign aims at promoting India as a destination of foreign investments and a pivot for manufacturing, design, and innovation globally. The ‘Make in India’ initiative does not only target the manufacturing Sector but also aims at promoting entrepreneurship in the country. 

This initiative further aims at creating a favorable environment for investment, modern infrastructure, opening up new sectors for foreign investment, and establishing a partnership between government and industry through a broader outlook. 

The manufacturing sector currently contributes to 15% of the country’s GDP. The action plan of the mission is to raise the contribution to 25% of the GDP by 2020. 

A lion with a body made up of clogs inspired from the Ashoka Chakra Symbolizes the mission. The lion on the prowl in the logo stands for strength and power and the wheels on the body of the lion signify development and progress. Through this mission, the government took a big step to reduce the level of unemployment faced by the youth of the country. 

This campaign was launched a day after the Mars Mission when the PM had to go on his first visit to the USA. The aim of launching this campaign was to raise the level of the manufacturing sector in India, which will definitely boost the Indian economy.

Guidelines and Policy for Make in India

The government laid new Guidelines to start the mission successfully. The main objective of the Guidelines was to sanction the projects that are approved by state governments. Some Guidelines are like:

Reduce paperwork required for establishing companies.

Minimize the time required for government approvals.

Abolish the Corporate Social Responsibility (CSR) from the project cost. 

Policies have been made for convenient transfer of funds while switching jobs anywhere in the country. A cell was dedicated to responding to the queries for business entities through a web portal. 

Sectors That Were Identified Under The ‘Make In India’ Mission:

There are twenty-five Sectors that were identified under this mission. It includes Automobile, automobile parts, aviation, biotechnology, chemicals, construction, defense production, electrical machinery, electronic systems, food process, IT and BPM, leather, entertainment and media, mining, oil and gas, pharmaceutical industry, shipping, railways, renewable energy, roads and highways, space, textiles and garments, thermal power, tourism and hospitality, wellness. 

Benefits and Criticism

Labor and natural resources are available in plenty in India and that Makes it a preferred manufacturing destination. More job opportunities can be provided for the huge population.

The manufacturing Sectors will not only boost the trading Sector but also increase the GDP of the Indian economy. The opening of factories will contribute to the development of the rural sector. 

This highly beneficiary initiative faces several challenges like rigid labor laws, red tape at providing environmental clearance for big projects, poor technology, and transportation system.

The increase in production leads to the growth in the economy of any country. Make in India campaign will provide a platform for many small entrepreneurs to grow and employment to a huge population. The investments coming from foreign companies and growth in the manufacturing sector can raise the bar of the Indian economy.

Is There Any Disadvantage Associated with the Concept of Make in India?

Every concept has some advantages and disadvantages associated with it. The Make in India concept is no exception as well. Since the campaign of Make in India demands a lot of industrial sectors and the development of technologies, the agricultural sector will be neglected because most of the Indian population earns their livelihoods through it. The development of industrial Sectors demands a lot of plots, water, and other natural resources. Currently, India is not in the position to allow the unnecessary depletion of natural resources in order to develop industrial Sectors.

Since plots are highly required in order to establish a particular industrial Sector, the industrialists will use the lands that are available for agricultural purposes. Moreover, the journey of the common business people and entrepreneurs will be halted.

With the development of industrial Sectors, the necessity to seek help from franchisees will also increase due to the requirement of funds. Only international private Sectors can arrange for a huge amount of funds to invest in and it will contradict the goals of the campaign itself. Also, there is a chance of increased pollution due to the development of industrial Sectors.

What is the Primary Importance of the Make in India Campaign?

The campaign can prove to be highly important for the growth of India as a country. To cope up with work pressure, the various industrial Sectors recruit young aspirants who are talented and in need of urgent jobs. The campaign will help India to build a strong reputation all over the world as a manufacturing hub and a lot of international private Sectors will show their interest to manufacture their own products in India. A lot of people will get the opportunity to develop their skills depending on the market trends as well.

But, to make the campaign even more successful, the government needs to take special care of the other Sectors apart from chemicals and aviation. A lot of research projects are undertaken by researchers in the field of chemistry and aviation. But the Make in India campaign is not particularly successful in terms of building the reputation of an efficient manufacturing hub.

What are the Major Challenges that should be Taken Care of in order to Make the Campaign Successful?

In order to Make a particular campaign successful, a lot of difficulties and issues should be addressed at the same time. India is a country where various political debates take place at times and this usually impacts the Industrial Sectors. A lot of people in India do not have the basic education that is needed to develop their skills and contribute to various kinds of industrial Sectors. 

The people of India often face difficulties to carry out their tasks properly due to insufficient power supply. The infrastructure of various Industrial Sectors in India is not really developed and this hampers the workflow. The people of India often face other challenges as well like poor drainage systems in order to flush out the toxins of the factories. To Make any particular campaign successful in India, the government must take remedial steps at once.

Developing an Indian-run English language proficiency test for those who wish to study abroad “won’t be easy” but could help open up opportunities for more students, experts have said after a politician urged the government to adopt the idea.

Parliament member Kartikeya Sharma told the country’s parliament that the English-language testing industry had “grown significantly” since the COVID-19 pandemic, generating a “hefty annual revenue of several billion dollars” for the “foreign entities” running the exams.

The number of Indians studying abroad has skyrocketed since the pandemic, climbing from 444,559 in 2021 to 765,411 in 2023,  according to the government .

To secure a place at an anglophone institution overseas, prospective students must score sufficiently high marks in tests such as the IELTS (International English Language Testing System) and TOEFL (Test of English as a Foreign Language)—two of the most widely accepted English-language exams.

However, Sharma raised “significant” issues with these exams, such as the “high cost” for test takers, who typically pay about Rs17,000 ($204).

He added that many also incurred additional expenses for things such as coaching, study materials, re-sits and travel—many students have to make long journeys to reach a test center with availability.

In the 2023 financial year, IDP, one of the co-owners of IELTS, reported administering a “record” 1.93 million tests globally, generating A$545.5m ($307.6m) in revenue.

Sharma called on India’s Ministry of Education to develop its own “world-class test,” based on international standards, and to work with other government departments to persuade other countries to accept it.

“This shall not only afford ease of access for an economically challenged aspirant but also democratize the method of learning English as a means of gaining higher education [in] foreign lands,” Sharma said.

Some of those in the international education industry supported the idea, which Indian agents have previously lobbied for amid concerns that IDP’s acquisition of IELTS could give it a competitive advantage in the student recruitment space, but they warned that the practicalities could prove a challenge.

“Such a test could streamline the process by reducing the need for multiple expensive exams,” said Manisha Zaveri, joint managing director of Indian education agency Career Mosaic.

However, established testing providers “have invested years in research and development” and “have strong relationships and technical integrations” with universities worldwide to ensure credibility, she added.

“To match this, an Indian test would require extensive research and development, robust security measures and strong partnerships with international institutions. Additionally, measures to ensure integrity and reliability at test centers are essential.”

India’s centrally administered national tests have faced widespread scrutiny in recent months after a series of problems with cancellations, suspected cheating and alleged leaks of papers.

Michael Goodine, owner of online test preparation company Test Resources, said an “enormous amount” of money goes to international testing firms, many of which also run tuition centers.

He agreed that “it won't be easy” to develop a new test. “It will be very slow-going at first to convince more than a handful of schools to accept a new test. It will be even harder to get governments to accept a new test for immigration purposes.”

But, Goodine added, the market for English-language testing has “blown wide open” over the past five years, with new players emerging. Establishing a new test “is possible,” he said. “It isn’t just wishful thinking.”
