New advances in technology are upending education, from the recent debut of new artificial intelligence (AI) chatbots like ChatGPT to the growing accessibility of virtual-reality tools that expand the boundaries of the classroom. For educators, at the heart of it all is the hope that every learner gets an equal chance to develop the skills they need to succeed. But that promise is not without its pitfalls.

“Technology is a game-changer for education – it offers the prospect of universal access to high-quality learning experiences, and it creates fundamentally new ways of teaching,” said Dan Schwartz, dean of Stanford Graduate School of Education (GSE), who is also a professor of educational technology at the GSE and faculty director of the Stanford Accelerator for Learning . “But there are a lot of ways we teach that aren’t great, and a big fear with AI in particular is that we just get more efficient at teaching badly. This is a moment to pay attention, to do things differently.”

For K-12 schools, this year also marks the end of the Elementary and Secondary School Emergency Relief (ESSER) funding program, which has provided pandemic recovery funds that many districts used to invest in educational software and systems. With these funds running out in September 2024, schools are trying to determine their best use of technology as they face the prospect of diminishing resources.

Here, Schwartz and other Stanford education scholars weigh in on some of the technology trends taking center stage in the classroom this year.

AI in the classroom

In 2023, the big story in technology and education was generative AI, following the introduction of ChatGPT and other chatbots that produce text seemingly written by a human in response to a question or prompt. Educators immediately worried that students would use the chatbot to cheat by trying to pass its writing off as their own. As schools move to adopt policies around students’ use of the tool, many are also beginning to explore potential opportunities – for example, to generate reading assignments or coach students during the writing process.

AI can also help automate tasks like grading and lesson planning, freeing teachers to do the human work that drew them into the profession in the first place, said Victor Lee, an associate professor at the GSE and faculty lead for the AI + Education initiative at the Stanford Accelerator for Learning. “I’m heartened to see some movement toward creating AI tools that make teachers’ lives better – not to replace them, but to give them the time to do the work that only teachers are able to do,” he said. “I hope to see more on that front.”

He also emphasized the need to teach students now to begin questioning and critiquing the development and use of AI. “AI is not going away,” said Lee, who is also director of CRAFT (Classroom-Ready Resources about AI for Teaching), which provides free resources to help teach AI literacy to high school students across subject areas. “We need to teach students how to understand and think critically about this technology.”

Immersive environments

The use of immersive technologies like augmented reality, virtual reality, and mixed reality is also expected to surge in the classroom, especially as new high-profile devices integrating these realities hit the marketplace in 2024.

The educational possibilities now go beyond putting on a headset and experiencing life in a distant location. With new technologies, students can create their own local interactive 360-degree scenarios, using just a cell phone or inexpensive camera and simple online tools.

“This is an area that’s really going to explode over the next couple of years,” said Kristen Pilner Blair, director of research for the Digital Learning initiative at the Stanford Accelerator for Learning, which runs a program exploring the use of virtual field trips to promote learning. “Students can learn about the effects of climate change, say, by virtually experiencing the impact on a particular environment. But they can also become creators, documenting and sharing immersive media that shows the effects where they live.”

Integrating AI into virtual simulations could also soon take the experience to another level, Schwartz said. “If your VR experience brings me to a redwood tree, you could have a window pop up that allows me to ask questions about the tree, and AI can deliver the answers.”

Gamification

Another trend expected to intensify this year is the gamification of learning activities, often featuring dynamic videos with interactive elements to engage and hold students’ attention.

“Gamification is a good motivator, because one key aspect is reward, which is very powerful,” said Schwartz. The downside? Rewards are specific to the activity at hand, which may not extend to learning more generally. “If I get rewarded for doing math in a space-age video game, it doesn’t mean I’m going to be motivated to do math anywhere else.”

Gamification sometimes tries to make “chocolate-covered broccoli,” Schwartz said, by adding art and rewards to make speeded response tasks involving single-answer, factual questions more fun. He hopes to see more creative play patterns that give students points for rethinking an approach or adapting their strategy, rather than only rewarding them for quickly producing a correct response.

Data-gathering and analysis

The growing use of technology in schools is producing massive amounts of data on students’ activities in the classroom and online. “We’re now able to capture moment-to-moment data, every keystroke a kid makes,” said Schwartz – data that can reveal areas of struggle and different learning opportunities, from solving a math problem to approaching a writing assignment.

But outside of research settings, he said, that type of granular data – now owned by tech companies – is more likely used to refine the design of the software than to provide teachers with actionable information.

The promise of personalized learning is being able to generate content aligned with students’ interests and skill levels, and making lessons more accessible for multilingual learners and students with disabilities. Realizing that promise requires that educators can make sense of the data that’s being collected, said Schwartz – and while advances in AI are making it easier to identify patterns and findings, the data also needs to be in a system and form educators can access and analyze for decision-making. Developing a usable infrastructure for that data, Schwartz said, is an important next step.

With the accumulation of student data comes privacy concerns: How is the data being collected? Are there regulations or guidelines around its use in decision-making? What steps are being taken to prevent unauthorized access? In 2023 K-12 schools experienced a rise in cyberattacks, underscoring the need to implement strong systems to safeguard student data.

Technology is “requiring people to check their assumptions about education,” said Schwartz, noting that AI in particular is very efficient at replicating biases and automating the way things have been done in the past, including poor models of instruction. “But it’s also opening up new possibilities for students producing material, and for being able to identify children who are not average so we can customize toward them. It’s an opportunity to think of entirely new ways of teaching – this is the path I hope to see.”

The staff organization for the National Education Association strike on Friday, July 5, outside of the Pennsylvania Convention Center in Philadelphia. The work stoppage, expected to continue through Sunday, effectively halts the representative assembly, which brings together more than 6,000 delegates from across the country to vote on the union’s priorities and budget for the upcoming year. Staff members accuse NEA management of unfair labor practices, including denying holiday pay as the staff works over the Fourth of July to run the annual representative assembly.

Supreme Court keeps new rules about sex discrimination in education on hold in half the country

WASHINGTON (AP) — The Supreme Court on Friday kept on hold in roughly half the country new regulations about sex discrimination in education, rejecting a Biden administration request.

The court voted 5-4, with conservative Justice Neil Gorsuch joining the three liberal justices in dissent.

At issue were protections for pregnant students and students who are parents, and the procedures schools must use in responding to sexual misconduct complaints.

The most noteworthy of the new regulations, involving protections for transgender students, were not part of the administration’s plea to the high court. They too remain blocked in 25 states and hundreds of individual colleges and schools across the country because of lower court orders.

The cases will continue in those courts.

The rules took effect elsewhere in U.S. schools and colleges on Aug. 1.

The rights of transgender people — and especially young people — have become a major political battleground in recent years as trans visibility has increased. Most Republican-controlled states have banned gender-affirming health care for transgender minors, and several have adopted policies limiting which school bathrooms trans people can use and barring trans girls from some sports competitions.

In April, President Joe Biden’s administration sought to settle some of the contention with a regulation to safeguard rights of LGBTQ+ students under Title IX , the 1972 law against sex discrimination in schools that receive federal money. The rule was two years in the making and drew 240,000 responses — a record for the Education Department.

The rule declares that it’s unlawful discrimination to treat transgender students differently from their classmates, including by restricting bathroom access. It does not explicitly address sports participation , a particularly contentious topic.

Title IX enforcement remains highly unsettled. In a series of rulings , federal courts have declared that the rule cannot be enforced in most of the Republican states that sued while the litigation continues.

In an unsigned opinion, the Supreme Court majority wrote that it was declining to question the lower court rulings that concluded that “the new definition of sex discrimination is intertwined with and affects many other provisions of the new rule.”

Justice Sonia Sotomayor wrote in dissent that the lower-court orders are too broad in that they “bar the Government from enforcing the entire rule — including provisions that bear no apparent relationship to respondents’ alleged injuries.”

U.S. colleges slash majors in effort to cut costs, leaving some students scrambling

Christina Westman dreamed of working with Parkinson's disease and stroke patients as a music therapist when she started studying at St. Cloud State University.

But her schooling was upended in May when administrators at the Minnesota college announced a plan to eliminate its music department as it slashes 42 degree programs and 50 minors.

It's part of a wave of  program cuts  in recent months, as U.S. colleges large and small try to make ends meet. Among their budget challenges: Federal COVID relief money is now gone, operational costs are rising and fewer high school graduates are  going straight to college .

The cuts mean more than just savings, or even job losses. Often, they create  turmoil for students  who chose a campus because of certain degree programs and then wrote checks or signed up for student loans.

"For me, it's really been anxiety-ridden," said Westman, 23, as she began the effort that ultimately led her to transfer to Augsburg University in Minneapolis. "It's just the fear of the unknown."

At St. Cloud State, most students will be able to finish their degrees before cuts kick in, but Westman's music therapy major was a new one that hadn't officially started. She has spent the past three months in a mad dash to find work in a new city and sublet her apartment in St. Cloud after she had already signed a lease. She was moving into her new apartment Friday.

For years, many colleges held off making cuts, said Larry Lee, who was acting president of St. Cloud State but left last month to lead Blackburn College in Illinois.

College enrollment declined  during the pandemic, but officials hoped the figures would recover to pre-COVID levels and had used federal relief money to prop up their budgets in the meantime, he said.

Colleges face new reality 

"They were holding on, holding on," Lee said, noting colleges must now face their new reality.

Higher education made up some ground last fall and in the spring semester, largely as community college enrollment  began to rebound , National Student Clearinghouse Research Center data showed. 

But the trend for four-year colleges remains worrisome. Americans are increasingly skeptical about the value and cost of a bachelor's degree with  the majority saying  they feel the U.S. higher education system is headed in the "wrong direction."

That  skepticism comes as the cost of college has soared in recent years and as Americans have accumulated  $1.7 trillion  in student debt, a burden that has made it harder for some to buy homes or achieve other hallmarks of middle-class life. Between 1980 and 2023, the average price of college tuition, fees and room and board skyrocketed 155%, according to the National Center for Education Statistics. The average tuition for private colleges is now $39,723, U.S. News and World Report found. 

Only 1 in 4 American's say a bachelor's degree is necessary to secure a well-paying job, according to a March  survey  from the Pew Research Center. To be sure, employment opportunities and earnings for young men without college degrees have improved in the last decade: One in three U.S. companies  eliminated bachelor's degree requirements from some job postings this year, recent  data  from Intelligent, a college prep company, shows. 

Still, college-degree holders in general continue to hold a substantial edge over those without a college degree when it comes to job salaries. The typical college grad now earns about $60,000 annually, compared with $36,000 for people with only high school degrees, according to  data  from the New York Federal Reserve Bank.

Even without growing concerns about the cost of college and the long-term burden of student debt, the pool of young adults is shrinking.  Birth rates fell  during the Great Recession of 2007 to 2009 and never recovered. Now those smaller classes are preparing to graduate and head off to college.

"It's very difficult math to overcome," said Patrick Lane, vice president at the Western Interstate Commission for Higher Education, a leading authority on student demographics.

Complicating the situation: the federal government's chaotic overhaul of its  financial aid application . Millions of students entered summer break still wondering where they were going to college this fall and how they would pay for it. With jobs still plentiful, although  not as much as last year , some experts fear students  won't bother to enroll at all .

"This year going into next fall, it's going to be bad," said Katharine Meyer, a fellow in the Governance Studies program for the Brown Center on Education Policy at the nonprofit Brookings Institution. "I think a lot of colleges are really concerned they're not going to make their enrollment targets."

Many colleges like St. Cloud State already had started plowing through their budget reserves. The university's enrollment rose to around 18,300 students in fall 2020 before steadily falling to about 10,000 students in fall 2023.

St. Cloud State's student population has now stabilized, Lee said, but spending was far too high for the reduced number of students. The college's budget shortfall totaled $32 million over the past two years, forcing the sweeping cuts.

Some colleges have taken more extreme steps,  closing  their doors. That happened at the 1,000-student  Birmingham-Southern College  in Alabama, the 900-student  Fontbonne University  in Missouri, the 350-student Wells College in New York and the 220-student Goddard College in Vermont.

Cuts, however, appear to be more commonplace. Two of  North Carolina's public universities  got the green light last month to eliminate more than a dozen degree programs ranging from ancient Mediterranean studies to  physics .

Arkansas State University announced last fall it was phasing out nine programs. Three of the 64 colleges in the State University of New York system have cut programs amid low enrollment and budget woes.

Other schools slashing and phasing out programs include  West Virginia University , Drake University in Iowa, the University of Nebraska campus in Kearney, North Dakota State University and, on the other side of the state, Dickinson State University.

Experts say it's just the beginning. Even schools that aren't immediately making cuts are reviewing their degree offerings. At Pennsylvania State University, officials are looking for duplicative and under-enrolled academic programs as the number of students shrinks at its branch campuses.

Particularly affected are students in smaller programs and those in the  humanities , which now  graduate  a smaller share of students than 15 years ago.

Professors affected too

"It's a humanitarian disaster for all of the faculty and staff involved, not to mention the students who want to pursue this stuff," said Bryan Alexander, a Georgetown University senior scholar who has written on higher education. "It's an open question to what extent colleges and universities can cut their way to sustainability."

For Terry Vermillion, who just retired after 34 years as a music professor at St. Cloud State, the cuts are hard to watch. The nation's music programs  took a hit during the pandemic , he said, with Zoom band nothing short of "disastrous" for many public school programs.

"We were just unable to really effectively teach music online, so there's a gap," he said. "And, you know, we're just starting to come out of that gap and we're just starting to rebound a little bit. And then the cuts are coming."

For St. Cloud State music majors such as Lilly Rhodes, the biggest fear is what will happen as the program is phased out. New students won't be admitted to the department and her professors will look for new jobs.

"When you suspend the whole music department, it's awfully difficult to keep ensembles alive," she said. "There's no musicians coming in, so when our seniors graduate, they go on, and our ensembles just keep getting smaller and smaller.

"It's a little difficult to keep going if it's like this," she said.

The federal Education Department released a new trove of data on Wednesday from the 2020-21 school year, the first full academic year during the coronavirus pandemic. It adds to the understanding of how the education system responded to Covid-19, and demonstrates how many schools struggled to handle the cascade of challenges.

A Statistic That Sums It Up: 88 Percent

That’s the percentage of the country’s 97,600 public schools that operated in hybrid mode during the 2020-21 school year, with few students receiving a full year of in-person learning.

The new statistics come from the Civil Rights Data Collection, a mandatory survey of all public schools in the United States that is administered by the Education Department and is typically conducted every other year.

Because of pandemic delays, the last collection of data covered the 2017-18 school year. Researchers, educators and journalists have been for years looking forward to seeing updated numbers.

One Big Challenge: Staff Shortages

The survey shows that during the 2020-21 school year, shortages of key school staff were common — a problem that has continued even after the height of the pandemic.

In the 2020-21 year, more than a quarter of schools employed uncertified teachers and 24 percent had no counselors.

And of the nation’s 49 million public school students, nearly 1.7 million attended a school with a police officer or security guard but no school counselor, a statistic that Miguel Cardona, the U.S. secretary of education, highlighted on Wednesday. Black, Native American and multiracial students were more likely than white students to attend these schools.

The pandemic amplified the need for highly qualified teachers and health professionals in schools. Students emerged from the lockdown era academically behind and with high rates of anxiety and other mental health challenges.

Even in a Hybrid Year, Many Pre-K Suspensions

In the 2020-21 school year, discipline rates fell. But federal officials cautioned that these figures should not be compared with previous data, because physical school buildings were, in large part, partially or fully closed.

Even so, tough discipline and disparities by race did not disappear, even at the youngest ages.

Nearly 1,000 preschool students were suspended. Though Black children make up 17 percent of the pre-K population, they accounted for 31 percent of those who received out-of-school suspensions.

There were also significant racial disparities in access to advanced coursework, a priority for the Biden administration.

High schools with high enrollments of Black and Latino students were less likely than other high schools to offer calculus and computer science.

And 39 percent of all public middle schools did not offer algebra, which can prevent students from accessing advanced math in later grades.

“We spent years fighting Covid,” Mr. Cardona said. “Now we must fight complacency.”

Trump's Agenda47 on education: Abolish teacher tenure, universal school choice, patriotism

With former teacher Gov. Tim Walz rounding out the Democratic ticket, education could become a talking point in this election.

Republican Presidential candidate Donald Trump has laid out his education policy plans in Agenda47 . Separate from the oft-mentioned Project 2025 , Agenda47 covers Trump's official policy platform on issues including crime, health care and immigration. Agenda47 on education proposes 10 ideas for "great schools leading to great jobs" that range from curriculum requirements to preferential funding for schools with internship programs.

This election comes at a pivotal time for educators, says Jon Valant, director at the Brown Center on Education Policy at the Brookings Institution. Between the pandemic and the culture wars, teachers have had a rough few years and he says Trump's proposals are unlikely to alleviate the core of those issues.

"All of these are politics more than policy," Valant said in an interview. "My worry is distraction, these types of proposals... they're averting people's eyes from what we should actually be talking about."

The National Education Association , the largest teachers' union in the U.S., has thrown its support behind Vice President Kamala Harris and Walz. NEA President Becky Pringle said Trump's agenda is rooted in his time in office, appointing Betsy DeVos as Education secretary . Pringle said she hopes for an administration that will help teachers get more resources and respect to alleviate the teacher shortage.

"When I started teaching many years ago... I didn't really have a clue every decision that was made about my kids, my classroom, my colleagues, was made by someone who was elected or appointed to some position of power," Pringle said, explaining that they want more educators in public office. "We will have an educator in the White House."

Give preference to schools that abolish teacher tenure

"To reward good teachers, President Trump will  implement  funding preferences and favorable treatment for states and school districts that abolish teacher tenure for grades K-12, adopt Merit Pay to reward good teachers and give parents the right to vote for the principals who direct their children’s education."

◾ How we got here: Valant called this proposal "an oldie but a goodie for conservative education reform," as it tends to be popular among conservatives. About a decade ago, several states sought to reform teacher tenure by extending the probationary period, but in recent years the push has been more muted as other education battles took the forefront.

◾ In today's context: Valant said union politics come into play here, as teachers unions want to protect tenure as a way to defend against unfounded firings. "This one is primarily the... direct shot at teachers unions," Valant said. He also said teacher recruitment and retention after the last few years is already under stress, and he worries taking away tenure could exacerbate that.

Universal school choice

"President Trump supports universal school choice so that parents can send their children to the public, private, or religious school that best suits their needs, their goals, and their values... President Trump commends Arizona, Arkansas, Florida, Iowa, Ohio, Oklahoma, Utah, and West Virginia for leading the American school choice revolution – and he looks forward to working with other states, as well as the U.S. Congress, to provide for universal school choice for every American family."

◾ How we got here: School choice can include a range of policies that give parents the ability to use public money for private school tuition or homeschooling. Valant said there was once bipartisan agreement on limited school choice policies that allowed for charter schools. But more expansive school choice policies, like providing vouchers that give money to parents for their kids to attend private school, dramatically expanded in the last few years. According to Education Week, proponents of school choice say it helps provide another option for kids in underperforming schools.

◾ In today's context: Many outcomes of expanding school choice policies have yet to be seen. But Valant said vouchers are often not enough to cover tuition costs for private schools, and as a result they mostly end up helping relatively wealthy families, many of whom already have kids in private school. He said it could also change the landscape of school enrollment if wealthy kids end up in private schools and low-income kids end up in public schools. "To me...it feels like incredible risk for the damage they may do to their public education systems."

Create a credentialing body to certify patriotic teachers

"President Trump will reinstate the  1776 Commission , which he originally created but was disbanded by Joe Biden on his first day in office, to ensure America’s children learn the truth about their country’s history and the timeless principles of liberty and equality... President Trump will  veto  any effort to weaponize or nationalize civics education. And he will create a credentialing body to certify teachers who embrace patriotic values and support the American Way of Life."

◾ How we got here: Trump created the 1776 Commission in November of 2020 as part of the backlash to the New York Times' 1619 Project, which examines the history of slavery in the U.S. That backlash also included conservatives passing "critical race theory" curriculum bans, as a key part of the erupting culture wars. The report the commission produced days before Trump left office excused America's history of slavery and undercut the legacy of the civil rights movement.

◾ In today's context: Political messaging on critical race theory and history curriculums seems to have waned in the last year. Valant said creating a new credentialing body would be politically driven, yet derails from traditional conservative values of stripping down government regulation.

Pringle also said this type of body would be politically driven, and this credentialing body could be made up of unqualified appointees.

"They don't know what our kids need, they haven't trained to be able to teach the diverse learning needs and the skills and meet kids where they are, let alone the preparation of educators," Pringle said. "So we know that anything he does has a political nature to it."

A rumor that Project 2025, a conservative coalition's plan for a future U.S. Republican presidential administration, had called for the closure of the U.S. Department of Education spread online in the summer of 2024 ( archived ):

The claim in this X post, which had more than 1.3 million views and 27,000 likes as of this writing, was echoed in several other posts on the social media platform.

This claim is true. Furthermore, shutting down the Department of Education has become a campaign promise of the 2024 Republican presidential candidate, former U.S. President Donald Trump.

Looking at the official Project 2025 webpage that seeks to quickly confirm or debunk information circulating about the program, we found the following paragraph:

Shut Down the Department of Education: TRUE Project 2025's Mandate for Leadership calls for the end of the Department of Education. Since the Department was created, educational outcomes have not improved, and the American school system has increasingly fallen behind other countries. Giving more control back to state and local governments, and expanding school choice, would improve education outcomes for all Americans, especially underprivileged communities. Some functions of the Department of Education would be moved to other departments including Labor, Justice, and Commerce.

This education plan has become one of Trump's campaign promises, something he mentioned several times in the summer of 2024. In early June, in an extensive interview on the Fox News program "Fox and Friends," he said: "We're going to cut the Department of Education, let it be run locally." On Aug. 12, in a conversation with Tesla founder and X owner Elon Musk, he said, "I want to close the Department of Education." The presidential campaign of Democratic Vice President Kamala Harris shared a clip of the conversation in which he says this quote:

This is not the first time Republicans have advocated for the closure of the Department of Education in their campaigns. In fact, they've talked about closing the agency since then-President Jimmy Carter opened it in May 1980, according to The Chronicle of Higher Education .

In July 2024, Snopes published an in-depth report on Project 2025 , confirming that it planned on shutting down the Department of Education.
