Khelo India Programme

Khelo India Programme is a national yojana/scheme for the development of sports in India. It was launched in the year 2018 by the then Sports Minister Col. Rajyavardhan Singh Rathore in Delhi. This program has been launched to improve the sports culture in India.

Aimed at mainstreaming sports as a tool for national development, economic development, community development and individual development, the Union Cabinet approved the execution of the revamped ‘Khelo India’ program by consolidating the ‘Rajiv Gandhi Khel Abhiyan’ (formerly called the ‘Yuva Krida & Khel Abhiyan’), the ‘Urban Sports Infrastructure Scheme’ and the National Sports Talent Search System Programme’. The program strives to promote “Sports for Excellence” as well as “Sports for All”.

Kehlo India Programme Latest Updates- 

  • The Union budget reduced the allocation for sports by ₹230.78 crores for the financial year 2021-22. The ‘Khelo India’ scheme has taken a hit of ₹232.71 crores, with its allocation slashed to ₹657.71 from ₹890.42 crore.
  • Khelo India Youth Games 2021 are scheduled to take place in Panchkula (Haryana) after the 2021 Tokyo Olympics (which is set to open on July 23rd). The government has announced that Haryana will host the 4th edition of Kehlo India Youth Games.

Eligibility for Khelo India Programme

The eligibility criteria for the Khelo India program is given below:

  • Candidates below the age of 17 can participate in the under-17 category.
  • Candidates below the age of 21 can participate in the under-21 category.

 

Background of Khelo India Scheme

  • The Youth represent the most dynamic and vibrant segment of the population.
  • India is one of the youngest nations in the World, with about 65% of its population being under 35 years of age.
  • The youth in the age group of 15-29 years comprise 27.5% of the population.
  • To promote mass participation in sports and achieve effective implementation, the existing schemes of Rajiv Gandhi Khel Abhiyan (RGKA), Urban Sports Infrastructure Scheme (USIS) and National Sports Talent Search Scheme (NSTSS) were proposed to be dovetailed into a single scheme to be named as “Khelo India: National Programme for Development of Sports”.

To provide infrastructure in rural areas and to encourage a sporting culture in the country through competitions. To provide quality sports infrastructure in urban areas so as to provide facilities for talent to hone their skills. To identify young talent.

Objectives of Khelo India

  • It will be a Central Sector Scheme (Scheme implemented by the Central Government machinery and 100% funding by the Union Government).
  • It is a Pan India Sports Scholarship scheme covering the 1000 most deserving and talented athletes across the sports discipline, every year.
  • Selected athletes will be entitled to a scholarship amount of Five Lakh Rupees for eight consecutive years.
  • It is an unprecedented scheme, a first-ever plan to be implemented for creating a long-term development pathway for athletes.
  • To enable the sportsman to pursue both studies and sports, the program aims at identifying and promoting 20 Universities in the country as centres of sporting distinction.
  • For sports promotion, the latest user-friendly technology would be used. Ex: Geographic Information System (GIS) for locating the sports infrastructure, a user-friendly website for indigenous sports, a National Sports Talent Search Portal and information dissemination for sports training through mobile apps.
  • To ensure maximum entries for organized sports competitions, the programme encourages the school and colleges to organize programmes of high standards.
  • Forming an active population with a healthy lifestyle is also the focus of this programme. For this purpose, a National Physical Fitness Drive is planned where children falling in the age bracket 10-18 years will be checked for physical fitness. Further, activities to support their physical fitness will be planned.
  • The aim is to impact the whole of the sports ecosystem inclusive of the sports economy, competition structure, talent identification, coaching and infrastructure.
  • The programme plans to engage youth living in deprived and disturbed areas into sporting activities so that they will be mainstreamed into the process of nation-building and weaned away from disruptive activities.

The objective with which the programme has been launched, emphasizes the importance of sports and related infrastructure in the country. Candidates can expect IAS questions based on its significance to boost the social and economic prospects of the country.

Impact of Khelo India Scheme

  • A comprehensive mechanism was created through Khelo India to build a sporting culture by identifying and developing talent by providing annual competitive platforms, infrastructure across the country.
  • Through the annual Khelo India Youth Games and University Games, athletes of age groups of U17 and U21 have got a chance to showcase their sporting talent annually, at the national level.
  • The Khelo India MobileApp launched by Hon’ble PM in 2019 has assessed the fitness parameters of more than 23 lakh school children, thus identifying future sporting talent from the age of 5 years.
  • Special scheme to promote indigenous games and athletes. Athletes of indigenous games are given Out-of-Pocket Allowance (OPA), training facilities in top-end centres.
  • Specific schemes were put in place to empower women to make a mark in sports, as well as strengthened support to divyangs in the form of financial grants, better training facilities.

Khelo India Programme and Its Objectives

  • About: The Khelo India programme has been introduced to revive the sports culture in India at the grass-root level by building a strong framework for all sports played in our country and establishing India as a great sporting nation.
  • Sports as a Unifying force with 65% of the population below 35 years.
  • Career Option for youth : The Government aims to support Khelo India medal winners with job opportunities to ensure a stress-free life.

like Yogasana, Gatka, Mallakhamb, Silambam and Kalaripayattu. Ladakh excelled in ice hockey and ice skating, alongside the Army and the Indo Tibetan Border Police teams.

Significance of Khelo India Programme

  • In 2022, 495 Khelo India athletes won 312 medals, marking a substantial increase from 2018 when 92 athletes won 82 medals.
  • Career Prospects: Many sports persons have transitioned to coaching careers, with top coaches being promoted to high-performance coaching positions.
  • The ratio of men versus women athletes in the four Khelo India Games this season was almost 50:50. 
  • The Asmita Khelo India Women’s League features 17 disciplines and it has been a great success.
  • More than 63,000 women athletes have participated in more than 520 competitions in 21 sports disciplines.
  • It is an endeavour to support the National Sports Federations and the State governments to conduct Khelo India Women’s League tournaments for many age groups.

Way Forward To Sports Governance

  • Example-More than 300 sports infrastructure projects have been approved in 34 States/UT at a cost of more than ₹3,000 crore.
  • Two tier Structure: The government has a two-tier structure consisting of a Scouting Committee and a Developmental Panel for training. 
  • Khelo India Athletes: At present, close to 2,800 athletes in 21 sports disciplines (including para sports) have been chosen as Khelo India athletes.

The Khelo India Programme has expanded its footprint over seven years, becoming ingrained in the aspirations of every Indian dreaming big in sports.

About Khelo India Programme 

  • Khelo India is based on Gujarat’s model of “ Khel MahaKumbh ” in which there are 27 disciplines and schools and colleges from across the country participates in it. Khelo India is a merger of the three schemes namely, Rajiv Gandhi Khel Abhiyan, Urban Sports Infrastructure Scheme and National Sports Talent Search Scheme.

Assistance under Khelo India Scheme

Talented players identified under the Khelo India scheme in priority sports disciplines at different levels by the high-powered committee are provided annual financial assistance of Rs.5 lakh per annum for eight years.

Need for Khelo India Programme

  • The importance of sports and fitness in one’s life is invaluable. Playing sports inculcates team spirit, develops strategic & analytical thinking, leadership skills, goal setting and risk taking.
  • A fit and healthy individual leads to an equally healthy society and strong nation. Sports is an extremely important component for the overall development of our nation.
  • India, in the last few years has made steady progress in the field of sports.
  • This tremendous potential needs to be showcased at a global platform. It’s time we inspire young talent, give them top-notch infrastructure and training of the highest level.

The Khelo India School Games (KISG), a part of the Khelo India scheme, was held from in New Delhi. Under-17 athletes were invited to participate across 16 disciplines:

Achievements of the Khelo India Scheme

  • 133 new sports infrastructure projects were approved across 27 states/UT at a total sanctioned cost of Rs.826 crore.
  • First Khelo India School Games (KISG) was conducted with the participation of 3,507 athletes.
  • The second edition of the games , i.e. Khelo India Youth Games Maharashtra, 2019, was successfully conducted with the participation of 5,925 athletes.      
  • 2,437 sporting talents across 20 sports disciplines are selected under the talent search and development vertical.
  • A total of 99 academies (State government, Central Government, and private) are accredited for training Khelo India Athletes (KIAs).
  • Khelo India mobile application was launched to enable the general public to obtain information and ease of access to the different aspects of the game, available play fields across India, or mapping the fitness parameters of young school children.
  • The first national-level Training of Trainer (TOTs) program for the Central Board of Secondary Education (CBSE) teachers was held and 198 physical education teachers trained are certified as master trainers.
  • A total of 30 regional or state-level TOTs have been conducted, where 1,547 certified regional trainers were trained.
  • Under the ‘Physical fitness of school children' component , 1,168 schools and 23,947 assessors are registered. 2,70,821 student profiles have been created for physical fitness assessment in the Khelo India Mobile App, out of which 92,583 assessments have been made.
  • Support of Rs.3 crore was given to the Boxing Federation of India to conduct the AIBA Women’s Boxing Championship, 2018, held in New Delhi from 15-24 November 2018.
  • 2,124 trainees are covered under 18 state-level Khelo India centers of the Sports Authority of India.

Benefits of Khelo India Scheme:

  • It is a Pan India sports scholarship scheme which covers the 1000 most talented athletes every year in various sports disciplines.
  • Athletes who got selected are provided with scholarship of Rs. 5 lakhs for 8 consecutive years.
  • This scheme encourages schools and colleges to organize sports events and competitions of high standard.
  • It strengthens and revamp the sports culture of India at the grassroot level.
  • It encourages “sports for all” and “sports for excellence”.
  • A sporting culture is developed by identifying, developing and encouraging talent in sports discipline.
  • Program facilitates deprived and poor youth to engage in sports rather than in unproductive work.
  • The scheme covers around 200 million children between 10 to 18 years under a massive National Physical Fitness Drive.
  • It also promotes 20 universities in the country as a hub of sporting excellence .

Challenges of Khelo India Scheme:

Lack of clarity around key issues

  • The Government of India’s attempt to promote sports and fitness has led to many changes, at least at the policy level, in the last five years.
  • Khelo India Youth Games (KIYG) now seems to have superseded Khelo India School Games (KISG), but what this means has not been clearly articulated.

Underutilisation of resources

  • Many experts, at both the national and international levels, feel that if India wants to become a sporting nation, the country will have to invest heavily in building a modern infrastructure and a robust grassroots system.
  • In the 2020-21 budget, the Government of India allocated Rs 2826.92 crore (about $380 million) for sports, which represented an increase of Rs 50 crore (about $6.75 million) from the revised estimates of 2019-20.

A new model of governance

  • Needless to say, the current model of governance of Indian sports clearly lacks accountability and transparency, which creates an environment that is conducive to wide-scale corruption, threatening a tournament’s overall credibility.

Shortage of coaches

  • The Committee observed that there are 1,524 posts for coaches in various cadres. At present, 980 of these posts are filled, creating a shortfall of 544 coaches.

Tau Devi Lal Sports Complex in Panchkula, Haryana is the main venue for the Games 2022 with the seating arrangement of 7,000 spectators. Five venues are selected for organizing as many as 25 different varieties of sports under Khelo India Youth Games 2022 namely Delhi, Ambala, Panchkula, Shahabad and Chandigarh. Furthermore,  are also included in the 2022 Games. They are Gatka, Yogasana, Mallakhamba, Thang- Ta and Kalaripayattu.

Way Forward:

Administration

  • The Khelo India scheme is implemented by a General Council chaired by the minister-in-charge.  The Council functions as the policy making body for the scheme.

Utilisation of funds: 

  • The Committee observed that during 2018-19 and 2019-20, the actual expenditure on the Khelo India scheme was Rs 324 crore and Rs 318 crore, respectively.  However, the estimated allocation was Rs 520 crore and Rs 500 crore, respectively.

Talent identification: 

  • The Committee observed that the process of talent identification was complex and lengthy.   Talent identification begins with pan-India trials of children by talent scouts (eminent coaches and players).   Once players are shortlisted from these competitions, they are called for an assessment camp, where a final list of players is composed. 

Sports infrastructure: 

  • The Committee noted that schools, colleges, and universities lack sports infrastructure.  Currently, to fill these gaps in sports infrastructure, the Department uses two mechanisms:

(i) setting up sports centres in select universities, and

(ii) providing grants to states to build infrastructure.  The Committee observed that only 13 states have been given these grants.  It noted that certain states including Bihar, Jharkhand, and Odisha did not receive any grants. 

Education: 

  • The Khelo India scheme identifies and trains players for international sports events such as the Olympics.  The Committee noted that in 2018-19, of the 1,518 players selected for training, only 625 joined the accredited academies, and 893 dropped out.

Khelo India scheme- What is it?

The Khelo India Scheme is the flagship Central Sector Scheme of the Ministry of Youth Affairs and Sports. It seeks to instil a culture of sports and achieve sporting greatness throughout the nation, enabling the general public to tap into sports’ transformative power.

The revamped Khelo India Scheme was introduced during the 2017–18 fiscal year.

Khelo India was formed by merging three schemes namely Rajiv Gandhi Khel Abhiyan (RGKA), Urban Sports Infrastructure Scheme (USIS), and National Sports Talent Search Scheme (NSTSS).

  • Any child who wants to take part in the India program should be passionate about sports.

  • Under the Scheme, eight years of annual financial aid in the amount of Rs. 5 lakh are given to talented athletes in priority sports disciplines at various levels.
  • About 20 million kids between the ages of 10 and 18 will be a part of the National Physical Fitness Campaign as a result of this program.
  • Children’s physical fitness will be the only focus of this; nevertheless, fitness-related activities will also be supported.
  • Additionally, the government committed to promoting 20 universities as centres of excellence in sports throughout India.

Other schemes for promoting sports

National Centre of Sports Sciences and Research (NCSSR): It aims to support high-level research, education, and innovation with respect to the high performance of elite athletes. The scheme has two components: One is setting up of NCSSR and the other is focused on funding the creation of Sports Sciences Departments in Six Universities and Sports Medicine Departments in Six Medical Colleges.

Target Olympic Podium Scheme (TOPS) : Its goal is to find, develop, and get ready future medal contenders for the Olympic and Paralympic Games. In accordance with this program, athletes and sportspeople will receive specialized instruction from renowned coaches at cutting-edge sports facilities and institutions. A similar program called Junior TOPS, which targets kids as young as 10 to 12 years old and aims to create Olympic champions in 2028, was also introduced by the government in 2020.

National Sports Development Fund (NSDF): It was founded in November 1998 in accordance with the Charitable Endowments Act of 1890 in order to promote sports and games across the nation.

India’s progression in sports

  • The nation has been taking home more medals from international competitions.
  • Government backing for the sport has grown, and that must be acknowledged. For the purpose of promoting India’s sports industry, the government has started a number of projects.
  • The sport now has more private sector participation. Additionally, the expansion of private academies that are involved in sport development at different levels is strengthening the resources accessible to our athletes.
  • Businesses have stepped up to sponsor talented athletes individually, displaying a level of dedication that was previously lacking.

Challenges and issues

  • There is a dearth of supporting infrastructure
  • Absence of encouragement to young people to participate in sports
  • Lack of organized system of talent search.
  • Gender bias against girls and women
  • Lack of remuneration and job security
  • Administrative issues due to lack of codification of rules and lack of transparency

There are many untapped potentials in Indian sports that haven’t yet been realised. However, now is the ideal time to reconfirm our commitment, alter the way we view sports, and transform India’s sports landscape.

Khelo India school games (KISG) are the national level multidisciplinary grassroots games in India for under 17 years school kids to participate across 16 disciplines, which was launched by Prime Minister Narendra Modi on 31st January 2018 at Indira Gandhi Arena, New Delhi. The objective of KISG is to identify the Talent at grassroots level and revive the sports Culture by building a strong Framework for all sports played in our country.

The KISG works under the ministry of youth affairs and sports. To accomplish the above objective KISG has been divided into 12 vertices such as physical fitness of school children, the formation of state-level khelo India centres, encouraging the development of women sport, annual sports organisation, topnotch infrastructure and promotion of rural and tribal games. Every year best thousand kids will be given an annual scholarship of rupees 5 lakh for 8 years.

Some challenges come in the way of KISG i.e less popularity of sports like Judo, Kho-Kho, swimming etc, less number of broadcaster and problem of sponsorship. According to new research, only 3 games are viewed more in India that is cricket 85% tennis 44% and football 41% but we should try to promote each and every game and encourage every sports-related activity show that a sports person can perform efficiently.

Sports Inculcate Team Spirit, develop strategic and analytical thinking, leadership skills, goal settings and risk-taking, therefore, KISG help in overall development of our nation and in this way it will transform India into a global sporting powerhouse in the upcoming years and prove to be a game changer that Indian Sports has been looking for.

The Ministry of Youth Affairs and Sports has recently included Gatka, Kalaripayattu, Thang-Ta and Mallakhamba in Khelo India Youth Games 2021.

  • The 2020 edition of KIYG was held in Guwahati (Assam).
  • The Khelo India Scheme aims to encourage sports all over the country, thus allowing the population to harness the power of sports through its cross-cutting influence, namely holistic development of children & youth, community development, social integration, gender equality, healthy lifestyle, national pride and economic opportunities related to sports development.
  • Under the Scheme, talented players identified in priority sports disciplines at various levels are provided annual financial assistance of Rs. 5 lakh per annum for 8 years.

  • Gatka originates from the State of Punjab and this traditional fighting style of the Nihang Sikh Warriors is used both as self-defense as well as a sport.
  • Gatka is believed to have originated when the 6 th Sikh Guru Hargobind adopted ‘Kirpan’ for self-defence during the Mughal era.
  • It was earlier confined to gurudwaras, nagar kirtans and akharas, but now it finds presence in the sports category after the formation of the Gatka Federation of India (GFI) in 2008.

  • Kalaripayattu is held in high regard by martial artists due to its long-standing history within Indian martial arts. It is believed to be the oldest surviving martial art in India.   • Kalari literally means 'threshing floor' or 'battlefield'. The word Kalari first appears in the Tamil Sangam literature to describe both a battlefield and combat arena.

Khelo India initiative

This initiative was introduced by the Indian government in 2017 and serves as a dynamic platform to nurture sports talent and revive the sporting culture of India. It encompasses the:

  • Khelo India Youth Games (KIYG) (commenced 2018): Annual national competition for youngsters representing states
  • Khelo India University Games (KIUG) (commenced 2020): Showcases university students’ talent in sports
  • Khelo India Winter Games (Commenced 2020): Promotes winter sports in India

Part of the Khelo India State Centres of Excellence (KISCE) scheme : It aims to enhance sports infrastructure by supporting existing training facilities. It provides financial aid, staff, equipment, and resources at the grassroots level.

खेलें व्यक्ति के जीवन में बहत महत्त्वपर्ण रोल अदा करती हैं। यह भोजन से कम महत्त्वपूर्ण नहीं है। यह आदमी को शारीरिक रूप से तंदरुस्त तथा दिमागी रूप से स्तर्क रखती है। खेलते समय वह अपने जीवन की परेशानियों को भूल जाता है। यह व्यक्ति के अंदर नई स्फूति पैदा करती हैं जिसके फलस्वरूप उसका दिमाग ठंडा रहता है।

खेलें आदमी के जीवन में अनुशासन भरती हैं। वह चीजों को अच्छे ढंग से करना सीखता है। खेलें व्यक्ति को सीमाओं के अंदर रहना सिखाती हैं। वह जीवन के नियमों का पालन करना सीखता है। वह खेल भावना से जीवन के खेल को जीता है।

खेलें व्यक्ति को अपने जीवन रूपी युद्ध को बहादुरी से लड़ना सिखाती है। वह उसे चरित्रवान बनाती हैं। वह जीवन में हार-जीत को समान रूप से स्वीकार करता है। जीवन के प्रति उसका नजरिया संतुलित बनता है। वह स्वार्थ को त्याग कर खुले मन का व्यक्ति बन जाता है। उसका मस्तिष्क इतना मजबूत बन जाता है कि जीवन में कोई भी कठिनाई उसे हिला नहीं सकती। खेलें उसे प्रसन्नचित रखती हैं।

खेलें व्यक्ति के अन्दर मित्रता एवं समझदारी का भाव पैदा करती हैं। अलग-अलग जगह के लोग इकठे खेलते हैं। वह एक-दूसरे के नजदीक आते हैं। इससे विभिन्न देश भी एक-दूसरे के समीप आते हैं। एक अच्छे खिलाडी की हर स्थान पर प्रशंसा की जाती है। इस प्रकार खेलें एकता पैदा करती हैं।

जहां एक तरफ खेलों से कसरत होती है वहीं दूसरी ओर मनोरंजन भी प्राप्त होता है। खेलें खाली वक्त को अच्छे से प्रयोग करने में सहायता करती हैं। यह व्यक्ति के व्यक्तित्व को निखारती हैं। यह तन तथा मन दोनों को मज़बूत बनाती हैं। इसलिए हर व्यक्ति को खेलों में भाग लेना चाहिए।
