  • Discuss the role of Mahatma Gandhi in the Indian National Movement

Mahatma Gandhi is perhaps the most widely recognized figure of the Indian Nationalist Movement for his role in leading non-violent civil uprisings. He first employed the non-violent approach in South Africa where he was serving as an expatriate lawyer. He was hurt and angry when he witnessed the discrimination and exploitation of coloured people under Whites rule. He organizes non-violent protests in the country which gained him fame and support from the people of South Africa. Unforgettable is his services which gave us freedom, the same are enumerated below. 

  • The Satyagraha Movement:- 

One of his major achievements is in the year 1918 were the Champaran and Kheda agitations which are also called a movement against British landlords. The farmers and peasantry were forced to grow and cultivate Indigo and were even to force to sell them at fixed prices. Finally, these farmers pledged to Mahatma Gandhi which resulted in non-violent protest. Wherein Gandhiji won the battle. Kheda, in the year 1918 was hit by floods and farmers wanted relief from tax. Using non-cooperation as his main weapon Gandhiji used it in pledging the farmers for nonpayment of taxes. 

  • Khilafat Movement: 

Gandhiji in the year 1919 approached Muslims, as he found the position of Congress was quite weak and unstable. Khilafat Movement is all about the worldwide protest against the status of Caliph by Muslims. Finally, Mahatma Gandhi had an All India Muslim Conference and became the main person for the event. This movement supported Muslims to a great extent and the success of this movement made him the national leader and facilitated his strong position in the Congress party. Khilafat movement collapsed badly in 1922 and throughout their journey, Gandhiji fought against communalism, but the gap between Hindus and Muslims widened.

  • The Non-Cooperation Movement

The first of the Gandhi-led movements was the Non-Cooperation Movement lasting from September 1920 until February 1922. Gandhi, during this movement, believed that the British were only successful in maintaining control because the Indians were cooperative. If the residents of a country stop co-operating with the British, then the minority Britishers would be forced to give up. The movement gained popularity, and soon, millions of people were boycotting British-run or cooperative establishments. This meant that people left their jobs, removed their children from schools, and avoided government offices. The name Mahatma Gandhi became popular. 

  • The Dandi March, Civil Disobedience, and Salt Satyagraha

The abrupt ending of the Non-Cooperation Movement did nothing to stop the quest for independence. On March 12, 1930, protesters took part in the Dandi March, a campaign designed to resist taxes and protest the British monopoly on salt. Gandhi began the 24-day, 240-mile march with 79 followers and ended with thousands. When the protesters reached the coastal town of Dandi, they produced salt from saltwater without paying the British tax.

This act was accompanied by civil disobedience across the country. The Dandi group continued moving south along the coast, producing salt along the way. 

  • The Quit India Movement

The Quit India Movement began on August 8, 1942, during World War II. The India Congress Committee, under the urging of Gandhi, called for a mass British withdrawal and Gandhi made a “Do or Die” speech. British officials acted immediately and arrested nearly every member of the Indian National Congress party. England, with a new Prime Minister, offered some concessions to the Indian demands such as the right to make independent Provincial constitutions, to be granted after the war; they were not accepted. 

  • What do you understand by the term ‘family’?

Family is one of the most important social institutions. Most of the world’s population lives in family units; it is an important primary group in the society. Family is the most pervasive and universal social institution. It plays a vital role in the socialisation of individuals. Family is regarded as the first society of human beings.    It is known as the first school of citizenship. One is born in family, grows in it, works for it and dies in it. One develops emotional attachment to it. The parental care imparts to the child the first lesson in social responsibility and acceptance of self-discipline. Family is the backbone of social structure. It occupies a nuclear position in society.

Broadly speaking, family refers to the group comprising parents and children. It may also refer, in some cases, to a group of relatives and their dependants forming one household. All these refer to the compositional aspect of this institution. Another aspect is that of residence of its members.

They usually share common residence, at least for some part of their lives. Thirdly, there is the relational aspect of the family. Members have reciprocal rights and duties towards each other. Finally, the family is also an agent of socialisation. All these aspects make this institution different from all other units of social structure.

As Mack and Young say, “The family is the basic primary group and the natural matrix of personality”. According to the Bureau of Census (U.S.A.). “Family is a group of two or more persons related by blood, marriage or adoption and residing together”. Some of other important definitions of family are as follows.

According to Maclver and Page, “Family is a group defined by a sex relationship, sufficiently precise and enduring to provide for the procreation and upbringing of children”.

According to Burgess and Locke, “Family is a group of persons united by the ties of marriage, blood or adoption; consisting a single household, interacting and intercommunicating with each other in their social roles of husband and wife, mother and father, son and daughter, brother and sister creating a common culture”.

Characteristics of family:

1. a mating relationship:.

A family comes into existence when a man and woman establish mating relation between them.

2. A Form of Marriage:

Mating relationship is established through the institution of marriage. The society regulates sexual behaviour between opposite sexes through the institution of marriage. Through the institution of marriage, mating relationship is established. Without marriage family is not possible. Hence, family is a form of marriage.

3. A Common Habitation:

A family requires a home or household for its living. Without a dwelling place the task of child-bearing and child rearing cannot be adequately performed. The members of a family have a common habitation or household.

4. A System of Nomenclature:

Every family is known by a particular name. It has own system of reckoning descent. Descent may be recognized through male line or through the mother’s line. In patrilineal families descent is recognized through male line. Similarly, in matrilineal families descent is recogned through mother’s line.

5. An Economic Provision:

Every family needs an economic provision to satisfy the economic needs. The head of the family carries on certain profession and earns to maintain the family.

6. System of Interaction and Communication:

The family is composed of persons who interact and communicate with each other in their social roles such as husband and wife, mother and father, son and daughter etc.  It is important to mention that the family is composed of persons united by ties of marriage, blood or adoption. The family maintains a common but a distinctive culture.

  • What do you understand by the term ‘Human Security’.Briefly discuss.

According to Article 3 of the Universal Declaration of Human Rights, the right to security of persons is a fundamental human right, together with a right to life and liberty. Human society em­phasizes the need to strengthen empowerment of the citizens. Achievement of human society requires a global political culture that is founded on shared values of human dignity and human right. In essence, human society means freedom from pervasive threats to people’s rights, their safety or even their lives.

The main contraction of UNDP’S conception of Human So­ciety was focusing on people and highlighting of vulnerability to threats other than violence. It saw security as on “integrative” rather that “defensive concept”. But it seemed to underplay threats from violence. It emphasizes that human security has a geographical and even international terrorism, drug trafficking as well as problem of international migrants spilling over outside the boundaries of the nation-state.

Democracy and good Gover­nance are very important in promoting human security. Human security does not supplant national security. A Human Security perspective assorts that the security of the state is not an end in itself rather it is a means of ensuing Security for its people. In this context, state security and human security are mutually supportive. Building an effective, democratic state that values its own people and protects minorities is a central strategy for promoting human security.

Concept of Human Security:

Human security means safety for people from both violent and non-violent threats. It is the condition or state of being character­ized by freedom from pervasive threats to people’s rights, their safety, or even their lives. Human security entails taking preven­tive measure to reduce vulnerability and minimize risk and tak­ing remedial action where prevention fails.

The perception of Human Security Network is ‘Our vision is a human world where people can live in security and dignity, free from violent threats, poverty and despair.’ UN Secretary General Kofi-Annan articu­lated that the primary focus of security policy should be the pro­tection of people, rather than the political and territorial integrity of states, is central to the concept of ‘human security’.

Human Security is a logical extension of recent approaches to international peace and security. The charter of UN embodies the view that security cannot be achieved by a single state in isola­tion. The phrase ‘international peace and security’ implies that the security of our state depends on the security of other states.

A human security perspective builds on this logic by noting that the security of people in one part of the world depends on the security of people elsewhere. A secure and stable world order is built both from the top down and from the bottom up. The security of states, and the maintenance of international peace and security, is ulti­mately constructed on the foundation of people who are secure.   According to the UNDP, human security is a universal con­cern; the compounds of human security are inter-dependent; hu­man security is easier to ensure through early prevention; and human security is people-centered. The definition advance in the reports was extremely ambitious. Human Security was defined as the summation of seven distinct dimensions of security – econom­ics, food, health, environment, personal, community and political. By focusing on people and highlighting non-traditional threats, the UNDP made an important contribution to post -Cold War thinking about security.

  • Is Planning relevant in India today?Discuss

Planning has to be an integral part of governing a country like India. In the absence of proper planning, projects of national interest cannot be implemented. During the days of the Planning Commission things were thrust down from above, but a more practical bottom up and participative approach has been adopted under the recently formed Niti Aayog. The word NITI stands for National Institute for Transforming India.  In the 65 years of the Planning Commission, planning was done for every five years by this arm of the Government, which functioned under the chairmanship of the Prime Minister. The states had to blindly follow the diktats of the Commission. Today, leaders of all states and union territories are members of the Niti Aayog and they all participate in the planning process.  Garnering of resources and their allocation is done by the Niti Aayog after discussions are held with all stakeholders. Welfare measures like healthcare, education, social and sectoral services are adopted and money allocated in a judicious manner, depending on the needs and availability of funds. Infrastructure spending is done after examining the requirements of regions and states. The planning process is also of vital importance for the Union Finance Ministry, which oversees the collection and spending of money in an effective manner.   If there is no planning in a country like India, the Central Government will not be able to keep track of the progress of the country and the position of the needy will continue to slide from bad to worse. 

  • How has the nature of peace and conflict changed in today’s world? 

For a constructive transformation of conflicts, it is necessary to identify and consolidate support structures that texts to strengthen peace. Positive opportunities can be enhanced through the awareness of mutual dependence on one another. Changing psychological dimensions of adversarial relationship supported by the opportunities to understand different views is undoubtedly an inevitable part of the movement toward conflict de-escalation.  Moreover, efforts to end hostile, competitive and coercive processes would be fruitless if .one party’s domination continues to be allowed. Newly forged relationships have to be supported by structural transformation of social conditions. In a transformative framework, identity and power relations continue’ to be renegotiated in an on-going process of resolving conflict. Dynamics of conflict are not likely to be transformed toward resolution by an attempt to protect existing interests. Re-establishing a status quo would not dramatically change conflict relations. In transformative perspectives, roles and relationship have to be redesigned in the process of re-structuring the patterns of transactions and interactions. .Resolving conflict in transformative perspectives has to be geared toward helping the underprivileged break out of the discriminatory social roles assigned to them within the  status quo. The existence of injustice in asymmetric conflict structures requires strategies to deal with power imbalanced situations. Social change for promoting justice, by which conditions for decent human life can be established, is the most appropriate means for peace building. Thus  peace  building ih largely equated with the construction of a new social environment that advances a sense of confidence and improves conditions of life. Leaving an abusive and deperldcilt relatiionship intact is incompatible with peace building. Conflict transformation can  underscore the goal of peace building through empowering a marginalised population exposed to extreme vulnerability in such a way to achieve self-sufficiency and well-being. The successful outcome of conflict transformation therefore contributes to eliminating structural violence.

  • What do you understand by the term ‘Directive Principles’ as given in our constitution?

Directive Principles of State Policy are in the form of instructions/guidelines to the governments at the center as well as states. Though these principles are non-justiciable, they are fundamental in the governance of the country. The idea of Directive Principles of State Policy has been taken from the Irish Republic. They were incorporated in our Constitution in order to provide economic justice and to avoid concentration of wealth in the hands of a few people. Therefore, no government can afford to ignore them. They are infact, the directives to the future governments to incorporate them in the decisions and policies to be formulated by them.

The state shall endeavour to achieve Social and Economic welfare of the people by: 

(1) providing adequate means of livelihood for both men and women. 

(2) reorganizing the economic system in a way to avoid concentration of wealth in few hands.

 (3) securing equal pay for equal work for both men and women. 

(4) securing suitable employment and healthy working conditions for men, women and children.

 (5) guarding the children against exploitation and moral degradation. 

(6) making effective provisions for securing the right to work, education and public assistance in case of unemployment, old age, sickness and disablement. 

(7) making provisions for securing just and humane conditions of work and for maternity relief.

 (8) taking steps to secure the participation of workers in the management of undertakings etc. 

(9) promoting education and economic interests of working sections of the people especially the SCs and STs.

(10) securing for all the workers reasonable leisure and cultural opportunities.

  •   (ii) Juvenile Justice Act

Juvenile Justice (Care and Protection of Children) Act, 2015 has been passed by Parliament of India amidst intense controversy, debate and protest on many of its provisions by Child Rights fraternity. It replaced the Indian juvenile delinquency law, Juvenile Justice (Care and Protection of Children) Act, 2000 , and allows for juveniles in conflict with Law in the age group of 16–18, involved in Heinous Offences, to be tried as adults. The Act also sought to create a universally accessible adoption law for India, overtaking the Hindu Adoptions and Maintenance Act (1956) (applicable to Hindus, Buddhists, Jains, and Sikhs) and the Guardians and Wards Act (1890) (applicable to Muslims), though not replacing them. The Act came into force from 15 January 2016.   It was passed on 7 May 2015 by the Lok Sabha amid intense protest by several Members of Parliament. It was passed on 22 December 2015 by the Rajya Sabha .   To streamline adoption procedures for orphan, abandoned and surrendered children, the existing Central Adoption Resource Authority (CARA) has been given the status of a statutory body to enable it to perform its function more effectively. A separate chapter on Adoption provides detailed provisions relating to adoption and punishments for non compliance. Processes have been streamlined with timelines for both in-country and inter-country adoption including declaring a child legally free for adoption.

In the social sciences , social structure is the patterned social arrangements in society that are both emergent from and determinant of the actions of individuals .   Likewise, society is believed to be grouped into structurally-related groups or sets of roles , with different functions, meanings, or purposes. Examples of social structure include family , religion , law , economy , and class . It contrasts with “ social system “, which refers to the parent structure in which these various structures are embedded. Thus, social structures significantly influence larger systems, such as economic systems , legal systems , political systems , cultural systems , etc. Social structure can also be said to be the framework upon which a society is established. It determines the norms and patterns of relations between the various institutions of the society.

University of Idaho murders 1 year later: Where the case stands

Four students were killed in an off-campus house on Nov. 13, 2022.

Monday marks one year since four University of Idaho students were stabbed to death in a gruesome home invasion that garnered intrigue from people across the nation.

In the early hours of Nov. 13, 2022, roommates Kaylee Goncalves , Madison Mogen and Xana Kernodle, and Kernodle's boyfriend Ethan Chapin , were killed inside the girls' off-campus house in Moscow, Idaho. Two other roommates survived.

After an intensive six-week search for a suspect, 28-year-old Bryan Kohberger, a criminology Ph.D. student at nearby Washington State University, was arrested on Dec. 30 at his family's Pennsylvania home.

Here's what you need to know as the case against Kohberger moves forward :

The shocking crime

One of the surviving roommates said she woke up around 4 a.m. on Nov. 13, 2022, from what sounded like Goncalves playing with her dog in one of the third-floor bedrooms, according to court documents.

"A short time" after, the roommate said "she heard who she thought was Goncalves say something to the effect of 'there's someone here,'" the documents said. But that could have been Kernodle on her phone because records showed she was on TikTok at about 4:12 a.m., the affidavit said.

The roommate said "she looked out of her bedroom but did not see anything when she heard the comment about someone being in the house," the documents said. "She opened her door a second time when she heard what she thought was crying coming from Kernodle's room."

The roommate "then said she heard a male voice say something to the effect of 'it's ok, I'm going to help you,'" according to the documents.

The roommate said she opened her door again after she heard the crying -- and then saw a "figure clad in black clothing and a mask that covered the person's mouth and nose walking towards her," who she described as "5'10" or taller, male, not very muscular, but athletically built with bushy eyebrows," and who "walked past" her "towards the back sliding glass door" as the roommate stood in "frozen shock," according to a police affidavit.

Who were the victims?

Kaylee Goncalves, 21, and Madison Mogen, 21, were lifelong best friends and inseparable. Goncalves was set to graduate in December 2022 and move to Texas.

Goncalves' sister, Alivea Goncalves, considered Mogen a sister, too. She said she was comforted by the fact that the best friends were in the same bed together in their final moments.

"If I couldn't have been there to hold their hands and to take that pain from them, at least they had each other," she told ABC News.

The two other victims were 20-year-old Xana Kernodle, and her boyfriend, 20-year-old Ethan Chapin.

Chapin was a triplet. His brother and sister also attend the University of Idaho.

Chapin and Kernodle were the "perfect pair" who had an "unstoppable, loving relationship," a surviving roommate said in a statement in December.

"They both would look at each other with so much love," she said.

Pieces of evidence

After the victims were discovered, authorities reviewed surveillance video from the area and saw the suspect's white Hyundai Elantra go by the victims' house three times, before entering the area for a fourth time at 4:04 a.m, according to the affidavit.

Police said they traced the car's travel that night back to nearby Pullman, Washington, where the suspect lived while attending Washington State.

Kohberger's phone was tracked heading to Moscow before the attack and as the driver of the white Elantra returned to Pullman. However, the phone was off from 2:47 a.m. to 4:48 a.m., which "is consistent with Kohberger attempting to conceal his location during the quadruple homicide," the document said.

His phone was near the victims' house at least 12 times before the murders, at least as far back as August, the document said.

DNA from the suspect was also recovered on a knife sheath left on Mogen's bed, according to the documents.

Where does the case stand?

Kohberger is charged with four counts of first-degree murder and one count of burglary. He could face the death penalty if convicted.

The former Ph.D. student declined to offer a plea at his arraignment in May, so the judge entered a not guilty plea on his behalf.

Kohberger's lawyers have said their client wasn't in the home where the homicides occurred and was driving around alone that night.

In August, Kohberger waived his right to a speedy trial, indefinitely delaying what was supposed to be an Oct. 2 start date.

A new trial date has not been set.

What possible hurdles are ahead during trial?

The DNA discovered on the button snap of the knife sheath that was found near Mogen's body is a critical linchpin for the prosecution in what is a largely circumstantial case.

That DNA, authorities argued, undeniably links Kohberger to the crime scene, saying that DNA "showed a statistical match" with a cheek swab taken directly from Kohberger after his arrest.

Kohberger's attorneys have attempted to cast doubt on the strength of investigators' evidence and whether it pointed irrefutably to just their client, including the DNA. The defense has repeatedly asked for more information on the genealogical analyses used to zero in on Kohberger, and have pushed back on investigators' analysis that the DNA is a statistical match.

Kohberger's attorneys also highlight what they called a "total lack of DNA evidence" from the victims in Kohberger's home or car.

"There are so many layers that make this an extraordinary case -- and the defense is going to attack any aspect of it that they see as vulnerable," David Calviello, a former New Jersey prosecutor who is now a criminal defense attorney, told ABC News in August. "It makes sense for them to take shots at how certain evidence was presented to the grand jury -- whether there were missed steps, cut corners, chain of custody problems, contamination -- or not. "

The knife used in the murders has not been recovered.

A series of now-unsealed search warrant documents show investigators have sought records of Amazon purchases and click history data for an Amazon customer including "all detailed customer click activity pertaining to knives and accessories," as well as a long list of information that could flesh out the customer's full shopping movements and interests on the site, like items that were wish-listed or saved for later. If prosecutors can link Kohberger to the purchase of a knife that could have been used in the killings, experts say that could help bolster their case.

What will happen to the house?

The University of Idaho announced in February that the house where the four students were killed would be torn down, with university President Scott Green calling it "a healing step."

In June, a university spokesperson said the school planned to demolish the house before students returned to campus in the fall.

In July, the university announced a sudden halt to the demolition plans as they removed asbestos and lead from the home -- and amid objections from some of the victims' families who expressed concern that demolishing the house before Kohberger's trial could cause unanticipated problems for prosecutors as they try to secure a guilty verdict.

About two weeks after Kohberger waived his speedy right to a trial in August, university officials decided they would hold off on tearing down the home until at least the end of the fall semester, which ends in mid-December.

With no new trial date set, prosecutors asked the University of Idaho for access to the house.

The university said FBI agents would be at the house on Oct. 31 and Nov. 1 "to get documentation to construct visual and audio exhibits and a physical model of the home."

"While the university still intends to demolish the home, it will not be done this semester," the university said on Oct. 31.

The families

Ethan Chapin, who was a triplet, had been planning his 21st birthday with his siblings "forever," his parents said. Last month, his brother, Hunter, and sister, Maizie, turned 21 without him.

As the Chapins face one year without Ethan, they said they plan on acknowledging Nov. 13 with a private fundraiser for their foundation, Ethan's Smile Foundation, to help provide scholarships to post-high school students so that they can follow their dreams. The Chapins said they can't think of a better way to honor their son than to support education.

"Ethan stood for love, kindness, laughter and loyalty," his mother, Stacy Chapin, told ABC News. "He was the very best."

Kaylee Goncalves' dad, Steve Goncalves, said Kaylee's younger siblings are now grappling with their own birthdays. He said "they don't want to be older than their sister."

"This is more like a memorial -- some type of an event that you have to look at and think about, but it's not something that you ever look forward to," he told ABC News.

MOSCOW (AP) — Assailants burst into a large concert hall in Moscow on Friday and sprayed the crowd with gunfire, killing over 60 people, injuring more than 100 and setting fire to the venue in a brazen attack just days after President Vladimir Putin cemented his grip on power in a highly orchestrated electoral landslide.

The Islamic State group claimed responsibility for the attack in a statement posted on affiliated channels on social media. A U.S. intelligence official told The Associated Press that U.S. intelligence agencies had learned the group’s branch in Afghanistan was planning an attack in Moscow and shared the information with Russian officials.

It wasn’t immediately clear what happened to the attackers after the raid, which state investigators were investigating as terrorism.

The attack, which left the concert hall in flames with a collapsing roof, was the deadliest in Russia in years and came as the country’s war in Ukraine dragged into a third year. Moscow Mayor Sergei Sobyanin called the raid a “huge tragedy.”

The Kremlin said Putin was informed minutes after the assailants burst into Crocus City Hall, a large music venue on Moscow’s western edge that can accommodate 6,200 people.

The attack took place as crowds gathered for a performance by the Russian rock band Picnic. The Investigative Committee, the top state criminal investigation agency, reported early Saturday that more than 60 people were killed. Health authorities released a list of 145 injured — 115 of them hospitalized, including five children.

Some Russian news reports suggested more victims could have been trapped by the blaze that erupted after the assailants threw explosives.

Video showed the building on fire, with a huge cloud of smoke rising through the night sky. The street was lit up by the blinking blue lights of dozens of firetrucks, ambulances and other emergency vehicles, as fire helicopters buzzed overhead to dump water on the blaze that took hours to contain.

The prosecutor’s office said several men in combat fatigues entered the concert hall and fired on concertgoers.

Dave Primov, who was in the hall during the attack, described panic and chaos when the attack began.

“There were volleys of gunfire,” Primov told the AP. “We all got up and tried to move toward the aisles. People began to panic, started to run and collided with each other. Some fell down and others trampled on them.”

Videos posted by Russian media and on messaging app channels showed men toting assault rifles shooting screaming people at point-blank range. One video showed a man in the auditorium saying the assailants had set it on fire, as gunshots rang out incessantly.

Guards at the concert hall didn’t have guns, and some could have been killed at the start of the attack, Russian media reported. Some Russian news outlets suggested the assailants fled before special forces and riot police arrived. Reports said police patrols were looking for several vehicles the attackers could have used to escape.

In a statement posted by its Aamaq news agency, the Islamic State group said it attacked a large gathering of “Christians” in Krasnogorsk on Moscow’s outskirts, killing and wounding hundreds. It was not immediately possible to verify the authenticity of the claim.

However, U.S. intelligence officials confirmed the claim by the Islamic State group’s branch based in Afghanistan that it was responsible for the Moscow attack, a U.S. official told the AP.

The official said U.S. intelligence agencies had gathered information in recent weeks that the IS branch was planning an attack in Moscow. He said U.S. officials privately shared the intelligence earlier this month with Russian officials. The official was briefed on the matter but was not authorized to publicly discuss the intelligence information and spoke to the AP on condition of anonymity.

Noting that the IS statement cast its claim as an attack targeting Christians, Aymenn Jawad al-Tamimi, an expert on the terrorist group, said it appeared to reflect the group’s strategy of “striking wherever they can as part of a global ‘fight the infidels and apostates everywhere.’”

In October 2015, a bomb planted by IS downed a Russian passenger plane over Sinai, killing all 224 people on board, most of them Russian vacation-goers returning from Egypt. The group, which operates mainly in Syria and Iraq but also in Afghanistan and Africa, also has claimed several attacks in Russia’s volatile Caucasus and other regions in the past years. It recruited fighters from Russia and other parts of former Soviet Union.

On March 7, Russia’s top security agency said it thwarted an attack on a synagogue in Moscow by an Islamic State cell, killing several of its members in the Kaluga region near the Russian capital. A few days earlier, Russian authorities said six alleged IS members were killed in a shootout in Ingushetia in Russia’s Caucasus region.

On Friday, statements of outrage, shock and support for those affected by the concert call attack streamed in from around the world.

Some commentators on Russian social media questioned how authorities, who relentlessly surveil and pressure Kremlin critics, failed to identify the threat and prevent the attack.

Russian officials said security was tightened at Moscow’s airports, railway stations and the capital’s sprawling subway system. Moscow’s mayor canceled all mass gatherings, and theaters and museums shut for the weekend. Other Russian regions also tightened security.

The Kremlin didn’t immediately blame anyone for the attack, but some Russian lawmakers were quick to accuse Ukraine and called for ramping up strikes. Hours before the attack, the Russian military l aunched a sweeping barrage on Ukraine’s power system, crippling the country’s biggest hydroelectric plant and other energy facilities and leaving more than a million people without electricity.

Dmitry Medvedev, deputy head of Russia’s Security Council, said that if Ukraine involvement was proven, all those involved “must be tracked down and killed without mercy, including officials of the state that committed such outrage.”

Mykhailo Podolyak, an adviser to Ukrainian President Volodymyr Zelenskyy, denied Ukraine involvement.

“Ukraine has never resorted to the use of terrorist methods,” he posted on X. “Everything in this war will be decided only on the battlefield.”

John Kirby, spokesman for the White House National Security Council, said he couldn’t yet speak about the details but “the images are just horrible. And just hard to watch.”

Friday’s attack followed a statement earlier this month by the U.S. Embassy in Moscow that urged Americans to avoid crowded places in view of “imminent” plans by extremists to target large gatherings in the Russian capital, including concerts. The warning was repeated by several other Western embassies.

National Security Council spokesperson Adrienne Watson said Friday the U.S. government had information about a planned attack in Moscow, prompting the State Department advisory to Americans. The U.S. government shared the information with Russian authorities in accordance with its longstanding “duty to warn” policy, Watson said.

Putin, who extended his grip on Russia for another six years in this week’s presidential vote after a sweeping crackdown on dissent, denounced the Western warnings as an attempt to intimidate Russians. “All that resembles open blackmail and an attempt to frighten and destabilize our society,” he said earlier this week.

Russia was shaken by a series of deadly terror attacks in the early 2000s during the fighting with separatists in the Russian province of Chechnya.

In October 2002, Chechen militants took about 800 people hostage at a Moscow theater. Two days later, Russian special forces stormed the building and 129 hostages and 41 Chechen fighters died, most from effects of narcotic gas Russian forces use to subdue the attackers.

In September 2004, about 30 Chechen militants seized a school in Beslan in southern Russia taking hundreds of hostages. The siege ended in a bloodbath two days later and more than 330 people, about half of them children, were killed.

Here is the latest on the attack in Russia.

Several camouflage-clad gunmen opened fire at a popular concert venue on the outskirts of Moscow on Friday night, killing about 60 people and wounding more than 100, Russian authorities said, making it the deadliest attack in the capital region in more than a decade.

Hours after the mayhem began, the Russian national guard said its officers were still looking for the attackers. State media agencies reported that there had been up to five perpetrators.

As gunshots boomed through the building containing the concert hall, one of the largest and most popular music venues in the Moscow area, fire erupted in the upper floors of the structure, and the blaze intensified after an explosion, causing the roof to collapse.

The Islamic State, through an affiliated news agency, claimed responsibility. U.S. security officials, including a senior counterterrorism official, said they believed the attack was carried out by the Islamic State in Khorasan , a branch of the terrorist group that is active in Pakistan, Afghanistan and Iran. They spoke on the condition of anonymity because they were not authorized to discuss the matter publicly.

Multiple videos posted on social media and verified by The New York Times show several people entering Crocus City Hall, a sprawling shopping and entertainment complex in suburban Krasnogorsk, northwest of Moscow, and firing rifles. Other videos show people running past bloodied victims lying on the floor or screaming at the sound of gunshots, while photos show bodies lined up outside the building.

A woman who gave her name only as Marina said in a text message that she was standing in line for a concert outside, in the cold, about 8 p.m. when people without overcoats started running out of the building, saying they had heard shots.

“As soon as I heard automatic rifle shots, I started running, too,” she said.

The state news agency TASS reported that emergency services had dispatched helicopters to try to rescue people from the building’s roof, where flames and smoke could be seen billowing into the night sky.

At least 115 people were hospitalized after the attack, five of them children, according to the Russian minister of health, Mikhail Murashko. The injured include 60 adult patients in serious condition, the minister said. Another 30 people were treated and released.

The Russian leader, Vladimir V. Putin, made no immediate direct public statement, issuing only a statement through a deputy prime minister, Tatyana Golikova, that expressed hopes for the recovery of the injured and gratitude to the doctors treating them.

Russia’s Investigative Committee, the country’s equivalent to the F.B.I., said it had opened a criminal case into a terrorist act and dispatched its investigators to the site. RIA Novosti said that a special police unit was working inside the building.

John F. Kirby, a spokesman for President Biden’s National Security Council, told reporters that the White House had “no indication at this time that Ukraine or Ukrainians were involved.” Mykhailo Podolyak, a top adviser to Ukraine’s presidential office, said in a video statement that “Ukraine has absolutely nothing to do” with the attack.

On March 7, the U.S. Embassy in Moscow issued a security alert that warned that its personnel were “monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts.” The statement, which did not say anything about the extremists’ affiliation, warned Americans that an attack could take place in the next 48 hours.

Pro-Kremlin voices seized on the U.S. Embassy’s warning to paint America as trying to scare Russians. On March 19, Mr. Putin called the statement “obvious blackmail” made with “the intention to intimidate and destabilize our society.”

The attack on Friday was connected to the March 7 warning, according to American officials briefed on the matter. They added that the United States alerted Russia privately at the time about intelligence it had about Islamic State activity.

Statements of condolence and outrage came from around the world, including the leader of China, Xi Jinping, and governments of the United States and other countries that are at odds with Russia. Yulia Navalnaya, the widow of the opposition leader Aleksei Navalny, who died in a Russian prison last month, said on social media, “All those involved in this crime must be found and brought to justice.”

The attack came on a day when 165 missiles and drones attacked Ukraine, constituting what the U.S. ambassador to Ukraine, Bridget Brink, said was “the largest attack against Ukraine’s energy grid since the start of Russia’s war.”

The attack began around 8 p.m. local time, minutes before a sold-out performance by the veteran rock band Piknik was scheduled to start. The concert hall has 6,200 seats, according to its website.

“At least three people in camouflage burst into the ground floor of Crocus City Hall and opened fire with automatic weapons” and threw incendiary devices, a correspondent for RIA Novosti reported from the scene. “There are definitely wounded.”

In videos filmed inside the concert hall, audience members are heard screaming and seen crouching as repeated gunshots echo outside the hall.

Russia’s emergency service said it had sent 130 vehicles to the scene and three helicopters to drop water on the blaze that gutted the upper floors. The fire was mostly extinguished shortly before 5 a.m. Saturday, according to the regional governor, Andrey Vorobyov.

Shootings are rare in Russia, where the state tightly regulates the possession of firearms. One of the deadliest ones occurred in 2022, when a gunman killed 18 people and wounded 23 others in a school in the town of Izhevsk.

However, attacks have struck across the Russia in recent decades, events that the authorities often described as terrorism. A 2011 suicide bombing at Moscow’s Domodedovo Airport killed 37 people, and two coordinated suicide bombings in Moscow subway stations in 2010 killed about 40 people.

In 2004, 172 people died in a siege at a Moscow theater by Chechen separatists. The police pumped a sedative gas into the theater to incapacitate the attackers, but the gas killed 132 hostages.

The complex where the attack took place on Friday was developed by the Azerbaijan-born billionaire Aras Agalarov, whose son, Emin, is a famous pop star. Former President Donald Trump held the Miss Universe pageant at the same complex in 2013, and world-famous performers like Eric Clapton, Dua Lipa and Sia have also performed there.

For many Russians, the massacre at a concert hall on the outskirts of Moscow on Friday night brought to mind shootings and bombings across the country in recent decades, events that the authorities often described as terrorism.

2002: Moscow theater crisis

More than a hundred hostages died as a result of the raid, with most of the deaths attributed to the gas . The Russian government later acknowledged that it had pumped in an aerosol version of fentanyl in its attempt to end the standoff.

2004: Beslan school siege

In September 2004, Chechen militants swept into a school in Beslan, a city in the North Caucasus, taking more than 1,000 people hostage, including 770 children, and rigging the building with explosives.

Three days after the siege began, Russian security forces armed with tanks, rockets, grenade launchers and other weapons stormed the school, which caught fire as they engaged in gun battles with the Chechen fighters.

More than 330 hostages — including 186 children — died in the battle, leading the European Court of Human Rights to decide over a decade later that the Russian authorities had violated European human rights law in their handling of the siege. The Kremlin rejected the conclusion.

2010-11: Moscow bombings

Bombers detonated two explosives at landmark subway stations in Moscow in March 2010, killing at least 38 people. The attack, resembling a subway bombing that killed about 40 people in 2004, revived fears that the Chechen insurgency had not been quelled, and a Chechen militant leader claimed to have ordered the attack.

In 2011, a bomber attacked Moscow’s busiest airport, Domodedovo, killing 37 people. The Russian authorities later said that the bomber was a man from the North Caucasus.

2017: St. Petersburg metro bombing

A homemade device filled with shrapnel exploded during rush hour, killing at least 14 people. Officials named the bomber as a member of the Uzbek minority in southern Kyrgyzstan, and said they were investigating whether he had any links to Islamist extremists.

2022: Izhevsk shooting

About 600 miles east of Moscow, a gunman attacked a school in the city of Izhevsk, killing 15 people, in what the Kremlin called a terrorist attack.

The authorities said the attacker, who had been armed with two pistols, “was wearing a black top with Nazi symbols and a balaclava” and was not carrying any ID.

What we know about ISIS-K, the group that claimed responsibility for the Moscow attack.

The group that has been linked to the deadly terrorist attack in Moscow on Friday is the Islamic State affiliate in Afghanistan called Islamic State Khorasan Province, or ISIS-K.

ISIS-K was founded in 2015 by disaffected members of the Pakistani Taliban, who then embraced a more violent version of Islam. The group saw its ranks cut roughly in half, to about 1,500 to 2,000 fighters, by 2021 from a combination of American airstrikes and Afghan commando raids that killed many of its leaders.

The group got a dramatic second wind soon after the Taliban toppled the Afghan government that year. During the U.S. military withdrawal from the country, ISIS-K carried out a suicide bombing at the international airport in Kabul in August 2021 that killed 13 U.S. troops and as many as 170 civilians.

The attack raised ISIS-K’s international profile, positioning it as a major threat to the Taliban’s ability to govern.

Since then, the Taliban have been fighting pitched battles against ISIS-K in Afghanistan. So far, the Taliban’s security services have prevented the group from seizing territory or recruiting large numbers of former Taliban fighters bored in peacetime — among the worst-case scenarios laid out after Afghanistan’s Western-backed government collapsed.

President Biden and his top commanders have said the United States would carry out “over-the-horizon” strikes from a base in the Persian Gulf against ISIS and Qaeda insurgents who threaten the United States and its interests overseas.

Indeed, Gen. Michael E. Kurilla, the head of the military’s Central Command, told a House committee on Thursday that ISIS-K “retains the capability and the will to attack U.S. and Western interests abroad in as little as six months with little to no warning.”

ISIS is clearly seeking to project its external operations well beyond its home turf. Counterterrorism officials in Europe say that in recent months they have snuffed out several nascent ISIS-K plots to attack targets there.

In a post on its official Telegram account in January, ISIS-K said it was behind a bombing attack that killed 84 people in Kerman, Iran, during a memorial procession for Maj. Gen. Qassim Suleimani , a revered Iranian commander who was killed in an American drone strike in 2020.

ISIS-K, which has repeatedly threatened Iran over what it says is its polytheism and apostasy, has claimed responsibility for several previous attacks there.

Now, the Islamic State has claimed responsibility for the concert hall attack in Moscow, and U.S. officials connected it specifically to ISIS-K.

“ISIS-K has been fixated on Russia for the past two years” and frequently criticizes President Vladimir V. Putin in its propaganda, said Colin P. Clarke, a counterterrorism analyst at the Soufan Group, a security consulting firm based in New York. “ISIS-K accuses the Kremlin of having Muslim blood in its hands, referencing Moscow’s interventions in Afghanistan, Chechnya and Syria.”

At least 115 people have been hospitalized from the attack on the Moscow concert hall, five of them children, according to the Russian minister of health, Mikhail Murashko. Another 30 were treated and released.

The injured include 60 adult patients in serious condition, the minister said.

The Islamic State claimed responsibility on Friday for the massacre at a Moscow area concert hall , one of the deadliest attacks in Russia in decades, and U.S. officials confirmed the claim shortly afterward.

The United States collected intelligence in March that Islamic State-Khorasan , known as ISIS-K, the branch of the group based in Afghanistan , had been planning an attack on Moscow, according to officials. ISIS members have been active in Russia, one U.S. official said.

After a period of relative quiet, the Islamic State has been trying to increase its external attacks, according to U.S. counterterrorism officials. Most of those plots in Europe have been thwarted, prompting assessments that the group had diminished capabilities.

“ISIS-K has been fixated on Russia for the past two years,” frequently criticizing President Vladimir V. Putin in its propaganda, said Colin P. The attack on Friday in Moscow, like a January assault in Iran claimed by the group, could prompt a reassessment of its ability to strike outside its home territory.

In addition to publicly warning on March 7 about a possible attack, U.S. officials said they had privately told Russian officials about the intelligence pointing to an impending attack. It is not clear how much information the United States gave Russian officials beyond what was in the public warning.

American intelligence agencies have a “duty to warn” potential targets of dangers when they learn of them.

The United States had warned Iran of a possible attack ahead of twin bombings in January that killed scores and wounded hundreds of others at a memorial service for Iran’s former top general, Qassim Suleimani, who was killed by a U.S. drone strike four years before.

Western intelligence agencies had collected intelligence about possible planning by ISIS-K to bomb the service. As in Russia, ISIS claimed responsibility for that attack.

The health care ministry of the Moscow region published a list of 145 people who were hospitalized in various clinics in Moscow and beyond because of the attack. At least six of them were children, according to the list .

The attack occured as the band Piknik (Picnic in English) was about to perform at the concert hall in Moscow on Friday night. It is one of the oldest Russian rock bands that are still active and popular in the country and beyond. Founded in late 1970s, Piknik has developed its own unique style, inspired by art rock, Russian and eastern folk cultures. Unlike many other rock bands that condemned Russia’s invasion of Ukraine, Piknik has continued to perform across the country.

American officials are worried that President Vladimir V. Putin of Russia could seek to falsely blame Ukraine for Friday's attack, putting pressure on Western governments to identify those they believe may be responsible. Mr. Putin frequently twists events, even tragic ones, to fit his public narrative. And he has been quick to accuse Ukraine of acts of terrorism to justify his invasion of the country.

The U.S. warning on March 7 that “extremists” could target concerts or other large gatherings in Moscow was related to the attack on Friday, according to people briefed on the matter. The warning was not related to possible Ukrainian sabotage, American officials said, who added that the State Department would not have used the word extremists to warn about actions ordered from Kyiv.

The concert hall where the shooting took place was built by the Azerbaijan-born billionaire Aras Agalarov, whose son, Emin, is a famous pop star. Former President Donald J. Trump held the Miss Universe pageant there in 2013. Famous international pop stars, including Eric Clapton, Dua Lipa and Sia, have also performed there.
