You may need to write a financial aid letter if you have gaps in your funding or have experienced major life changes, such as a death in the family. In addition, your school may require you to write a financial aid appeal letter if you have lost funding due to unsatisfactory academic progress. Whatever reason requires you to write a letter, focus on explaining the situation clearly and honestly, and describe how you will succeed in the future if you receive the financial aid you need.

Describing Changes in Your EFC

• An involuntary loss of employment (being laid off, terminated, or fired)
• An involuntary reduction of other earned income, such as child support or unemployment benefits
• A loss of income due to a disability, illness, injury, divorce, or the death of a family member that supported you financially

• Try writing something like: “I am a student at [insert school’s name], currently receiving financial aid. I deeply appreciate the financial aid I currently receive, which is helping me to succeed in [insert your academic program]. However, I have experienced financial hardship, and would like to appeal my financial aid status.”

• Begin by writing something like: “Because of circumstances beyond our control, my family has experienced a significant change in financial status, making it impossible to meet my previous expected family contribution. I am requesting that my EFC and financial aid award be reviewed in the light of these circumstances."
• Next, explain the cause of the financial hardship. Be specific about what has changed. For example, if your parent experienced a significant change in income, list the previous income, the current income, and the reason for the change.
• Be honest about the change, and about the amount you can contribute to your education-related expenses. Explain exactly what has happened, but do not exaggerate or lie. If you are dishonest, it will backfire and likely disqualify you from receiving any financial aid.

• Try writing something like: “During my first two semesters, I did not focus on school the way I should have, because I was working too many hours at my part-time job. I take full responsibility, and am ready to prioritize my education.”
• Excuses such as not liking your professors or classes, not knowing the guidelines for satisfactory progress, spending too much time socializing, or being unprepared for college coursework will usually not be accepted. Your explanation should concentrate on your responsibility for the problem, and how you will be accountable for it.
• Provide any documentation you can to support your explanation. For example, if working too many hours caused you to fall behind, provide copies of pay stubs or work schedules along with your financial aid appeal letter.

• For example, write something like: “I have met with my academic advisor to discuss plans for me to succeed. I will take X, Y, Z courses next semester to move forward in my program. I have developed a schedule so that I will devote X number of hours to educational tasks on A, B, C days. I will also visit the peer tutoring center on B and C days to work further on improving my academic performance.”

Before you begin thinking about the merit scholarship appeal process, you should make sure that the college or university actually offers merit scholarships. If the institution does not offer merit scholarships, this is a nonstarter (a quick review of their admissions and financial aid website should tell you whether they do).

Once you know that the college does offer merit scholarships, you can inquire about the merit scholarship appeal process and whether they offer it. You can either call the admissions office or email the admissions officer responsible for your region. If they say that there is a process, you can start working on your appeal letter.

First things first, let’s talk about how you can write a successful merit appeal letter. A successful letter is all about making your case to the admissions officer.

Here is our step-by-step process for writing a merit appeal letter:

• Begin your letter by introducing yourself, where you are from, and your high school.
• You should also reiterate how grateful you are to be admitted to the college and how excited you are to potentially attend.
• Next explain the reasons why you are appealing for money in scholarships–did you receive need-based financial aid? Perhaps you did not receive  enough  need-based financial aid? Or maybe there was a life circumstance that’s making paying for college difficult for your family? If so, provide a brief explanation.
• Have you accomplished anything significant academically/extracurricularly since you applied? This would be a good time to mention that. Same goes for any new grades/test scores.
• Do you have more generous merit scholarship offers from other schools? Include the offer letters along with your note. While this may seem a bit crass, it helps give the admissions office context of where you are coming from.
• Finally, you should conclude the letter by thanking the admissions officer for their time and consideration. You can also restate your interest in the college and why you hope to attend.

Need-based financial aid is a completely different type of financial aid than merit aid. Colleges award need-based scholarships according to a formula dictated by your family’s financial situation. This means that there is very little (if any) wiggle room for how colleges award need-based financial aid.

With this said, there are two ways that you may be able to receive a reevaluated need-based financial aid package:

• There was an error on your FAFSA or other financial aid form (like the CSS Profile )
• Your family’s financial aid situation has changed since you submitted your financial aid forms. Two of the most common reasons that this can happen include dramatically increased medical expenses or a parent loses their job. However, there may be other situations that could impact a family’s financial situation.

In these situations it is absolutely worth contacting the college’s financial aid office to ask if there is any possibility of an adjusted aid package. Generally, the office of financial aid will ask you for a letter explaining your change in circumstances, with context and possible documentation.

Is there any harm to appealing for more financial aid?

When a need-based financial aid appeal is filed, the financial aid officers will examine the entire financial aid application again. In this second, careful review, it is possible that the financial aid officers might see something that could cause the award letter to change for the worse. While this is rare, it is important to know that financial aid appeals can impact your financial aid positively and negatively.

Private scholarships are almost always awarding a very fixed amount of money so it is unlikely that they are going to be considering appeals. This is unlikely to be a winning strategy for students. Of course, with billions of dollars in scholarship money available each year, nothing should stop you from finding and winning more scholarships!

What can you do if your appeal is turned down?

Once you have exhausted the appeals process and have determined that your financial aid forms accurately represent your family’s financial situation your next best move is to apply for more scholarships and consider more affordable options on your list.

There are still many scholarships available for current high school seniors . Additionally, you should continue to apply for scholarships once you are in college (there are a number of scholarships available for college freshmen ).

In addition to scholarships, you may also qualify for federal work study , which is essentially a part time job to help pay for educational expenses.

If your financial situation simply won’t permit you to accept the college’s offer, there are many other options available . Coding bootcamps , certificate programs , and community college can all help you land a higher-paying job. These alternatives typically take a fraction of the time and cost of traditional college.

Finally, student loans or Income Share Agreements can be a last resort for paying for college. Students should consider all of their federal student loan options before considering any private student loans.

Biden-Harris Administration Issues Financial Assistance to More than 43,000 Farmers, Ranchers, and Forest Landowners through the Inflation Reduction Act’s Discrimination Financial Assistance Program

WASHINGTON, July 31, 2024 – The Biden-Harris Administration today announced it has issued payments to eligible applicants under the Inflation Reduction Act’s Discrimination Financial Assistance Program (DFAP), which aims to provide financial assistance to farmers, ranchers, and forest landowners who experienced discrimination prior to January 2021.

“Farmers and ranchers work around the clock to put food on our tables and steward our Nation’s land. But for too long, many farmers and ranchers experienced discrimination in farm loan programs and have not had the same access to federal resources and support,” said President Joe Biden. “I promised to address this inequity when I became President. Today that promise has become a reality. My Inflation Reduction Act took a bold step to address the effects of discrimination in farming and ranching, and today’s action will enable more farmers and ranchers to support themselves and their families, help grow the economy, and pursue their dreams.”

“The completion of the Discrimination Financial Assistance Program is an important moment in USDA’s history, and in our journey to becoming a department that truly serves everyone who wants to participate in agriculture. While this financial assistance is not compensation for anyone’s losses or pain endured, it is an acknowledgement. My hope is that this will ensure that many farmers can stay on their farms, contribute to our nation’s food supply, and continue doing what they love,” said Agriculture Secretary Tom Vilsack. “I am also immensely grateful to USDA’s many partners in this effort, including the organizations who helped spread the word and offer technical assistance to applicants. This process, and the information contained in the applications, will help USDA as we fine tune our efforts to make USDA programs accessible, inclusive and equitable to all.”

The Discrimination Financial Assistance Program was established by Section 22007 of the Inflation Reduction Act. Through the Act, Congress allocated $2.2 billion for the program and directed USDA to provide financial assistance to farmers, ranchers and forest landowners who experienced discrimination in USDA farm lending programs prior to January 2021. Upon signing of the law by President Biden, USDA worked immediately and diligently to design the program in accordance with the statute, sought significant stakeholder input, and opened the application process in July 2023.

One year later, over 43,000 individuals, including individuals in all 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and American Samoa, will receive financial assistance through the program. The assistance will help many of them continue farming or enhance their operations, will allow some to begin farming, or in other cases will help to ease lost income.

The recipients include over 23,000 individuals who have or had a farming or ranching operation, who are receiving between $10,000 and $500,000 of assistance, with an average of nearly $82,000. Recipients also include over 20,000 individuals who planned to have a farming or ranching operation, but reported they were unable to do so because they couldn’t get a USDA loan. These individuals are receiving between $3,500 and $6,000 of assistance, with an average of $5000.

Over the course of the application process, USDA and program administrators embarked on an aggressive outreach program to ensure those who were eligible were aware of the program and had access to free technical assistance. Each application was reviewed twice, by two independent teams who worked for the program administrator, to ensure fairness, thoroughness, and accuracy. Standards for eligibility were set and enforced by USDA, but the review was carried out by third-party administrators in accordance with the statute. Agricultural experts were also consulted for complex questions that arose in application review.

The DFAP is an application-based financial assistance program that is built around the amount of funding Congress provided for this program and is not a compensation program. It is an important component of USDA’s work under the Biden-Harris Administration to make USDA programs more accessible, equitable and inclusive for all who want to participate in agriculture.

As detailed in the letters applicants will receive, decisions are final. All eligibility decisions and payment determinations were made in a single round, which means funding is not available for appealed applications, nor does USDA have the ability to fund or staff an appeals process.

The information provided in DFAP applications will continue to be reviewed and analyzed, and will provide a roadmap for USDA as we fine-tune our program equity efforts at the national, regional and local levels. Those equity efforts are extensive. Among them, USDA wants producers to be aware of significant changes at the Farm Service Agency that are intended to make the farm loan process more accessible, inclusive, and equitable to support all who want to participate in agriculture. This includes but is not limited to diversified agency leadership and county committee membership, the ability to apply for farm loans and make loan payments online (new in 2024), streamlined and shortened loan paperwork requirements, and new processes that reduce the need for human discretion in loan decision-making.

Newfoundland and Labrador doubles funeral benefits after unclaimed bodies pile up

The Newfoundland and Labrador government has more than doubled the financial assistance it offers low-income residents who need to pay for a burial or a cremation, as health officials scramble to deal with unclaimed bodies at the province's largest hospital.

Paul Pike, the Liberal minister of children, seniors and social development, announced the change Thursday during a news conference in St. John's, N.L. The move comes after intense scrutiny of the program, after the unclaimed bodies in freezers at the Health Sciences Centre in St. John's more than doubled between November 2021 and January of this year.

"Government covers the cost of a basic funeral, and this will not change," Pike told reporters. "But as costs increase, we must support funeral home operators to ensure they are able to continue to provide those essential services."

Health officials in the province have been struggling with a growing number of unclaimed bodies at the Health Sciences Centre for several years, and as of Monday there were 30 unclaimed bodies at the hospital, the health department said.

Emails and notes obtained by the provincial NDP show officials discussed the issue as far back as November 2021, saying the problem had been increasing over the past three years. At the time, there were 12 bodies being held in freezers at the hospital, the emails said. By Jan. 9, that figure had grown to 27, according to notes from a meeting of health authority executives.

The note said officials were looking for refrigeration units with "stacking ability" to store the bodies.

John Anderson, director at Caul's Funeral Home in St. John's, said last week that he believed the bodies likely belong to people whose low-income loved ones couldn't get enough government help to pay for a funeral.

Before Monday's announcement, the province offered people on income support a funeral assistance benefit of up to about $2,300. Seniors on old-age security benefits often qualified for even less, Anderson said. The maximum base rate was roughly half the cost of a basic cremation at Caul's with no viewing or funeral service.

Pike has previously defended the amount, saying the province works with funeral homes to be sure low-income families can lay their loved ones to rest without having to pay anything. But he said Monday that the increased rates came after his department identified "a clear need" for more assistance after consulting with funeral operators.

Anderson also said the benefits program was unwieldy for families and funeral homes, sometimes requiring homes to send paperwork through the post and wait weeks to find out if a family qualified.

Pike said his department is still looking at how it might make the application process easier.

"Our goal is to ensure both the funeral home and the individual seeking assistance are fully benefiting from this program," the minister said.
